HomeMy WebLinkAbout1970-02-25 466 Bozeman, Hontana 25 February 1980 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 25 February 1970, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow, Commissioner Sedivy, City Manager Fryslie, Ass't. City Manager Keyes, City Attorney Berg and the Clerk. Mayor Langohr opened the meeting with a prayer and the following proceedings were had: I Minutes of the regular session held 18 February 1970 were read and it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langphrj those voting No, none. Open Bids Vacuum - Flusher Unit: This was the time and place set for opening bids on a truck mounted FlusherwVacuum Unit for use by the Street Department. The affidavit of publication of the "Call for Bids" was presented. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the bids be opened and read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. The following bids were then opened and read: Bozeman Ford - $14,434.66 Truck Robert F. Dye - 14,864.94 " Owenhouse Hardware - 14,012.00 " Rolfe & Wood - 11 , 980. 73 " The Grinnell Company w 17,990.00 Flusher Unit Industrial Equipment w 17,404.00 " " Pioneer Equip. & Supply- 31,374.00 Truck Mounted Flusher-Vacuum Unit I Studer, Inc., - 33,030.00 " " " " " Upon recommendation of the City Manager, it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the bids be referred to the City Engineer and the Street Superintendent for checking and recommendation to be made to the Commission at their next meeting on Wednesday 4 March 1970 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohrj those voting No, none. Authority to Attend Montana League of Cities Meeting - Helena, S Harch 1970 - Commission & City Mgr.: It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the City Commission and the City Manager be authorized to attend the Montana League of Cities and Towns Transportation Committee and Board of Directors Meeting to be held in Helena, Thursday, 5 March 1970, and, it being in the public interest their expenses be paid from the General fund and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Officer Albert Krueger: Designated as Law Enforcement Officer of the Year: Bozeman City Police Officer Albert Krueger having been designated as "Gallatin County Law En- forcement Officer of the year" at the annual "Law Day" observance of the Bozeman Exchange Club was I congratulated and highly commended by the members of the City Commission and the City Manager for his outstanding performance as a police Officer of the Bozeman Police Department and for the Distinct- ion brough to the police Department as well as the City of Bozeman. Sign Contractor Bond - Parco Neon Company, Livingston: In compliance with Chapter 14 of the Bozeman Municipal Code, the sign bond of Parco Neon Co., Livingston, was presented. The City Manager stated the Building Inspector had recommended the app- roval of the bond and the City Attorney had approved the bond as to form. It was moved by Commissioner 467 Morrow, seconded by Commissioner Sedivy, that the bond be approved and the motion was carried by the following Aye and No vote: tho~voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohrj those voting No, none. Rl<l_ns & Specifications - Paving SID 49~494, Garfield Street. S. Hillson Ave.: (a) Authority to Adv. Bids to be opened 18 March (b) Auth. to Adv. Bond Sale SID 493-494, 25 March: I Plans and Specifications covering the proposed improvement in Special Improvement District No. 493 and 494, West Garfield Street and South Willson Avenue, prepared by Thomas, Dean & Hoskins, Inc., consulting engineers, were placed before the Commission. In concurrence with the consulting engineers the City Manager recommended that the Plans and Specifications as presented be approved and thatcall for construction bids and a sale of the district bonds in the maximum amount be authorized. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the plans and Specifications be approved and the Clerk of the Commission be directed to publish a "Call for Bids" for the construction of the improvements for the districts and West Garfield Street and South Willson Avenue with an openeing date of 18 March 1970, and to advertise for bids for the sale of the bonds of District No. 493 in the approximate amount of $52,000.00 and District No. 494 in the approximate amount of $53,000.00 to be received 25 March 1970 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. OptionPayment - Sanitary Landfill - $7,500.00: The Commission was referred to the meeting of 10 September 1969, whereby they approved the option to purchase approximately 200 acres of land owned by Mr. & Mrs. J. A. McIlhattan to be I utilized as a land fill dump. Following a thorough discussion, it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the payment in the amount of $7,500.00 be approved as authorized in the original contract and that the claim in the amount of $7,500.00 be approved and the Director of Finance be directed to issue a warrant in payment thereof and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those voting No, none. A~nual Reports of the Chief of Police: The Chief of Police explained the Annual report of the Police Department for the year 1969. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the Chief of Police be comm- ended On the comprehensive and thoroughness of his report and that the report be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commiss- ioner Sedivy, Commissioner Morrow and Mayor Langohr- those voting No, none. Proclamation - "Easter Lily Tag Day." Mayor Langohr annaunced his proclamation of Sunday 14 March 1970 as "Easter Lily Tag Day" and urged all citizens to generously support the 1970 Easter Seal Campaign for crippled children. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the proclamation as requested I be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Retirement of Ass't Cashier - Helen Wansink: It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that they concur with the City Manager in accepting the resignation of Haen Wansink as Ass't. Cashier as of 28 February 1970, and that they express their appreciation to Helen Wansink for her many years of superior and 468 devoted service to the City of Bozeman and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohrj those voting No, none. Ad journment: There being no further business to come before the Commission at this time, it was moved by I Commissioner Morrow, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commiss- ioner Sedivy and Mayor Langohr; those voting No, none. r r ATTEST: j Clerk I I
