The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, 25 March 1970, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow,
Commissioner Sedivy, City Manager Fryslie, Ass't. City Manager Keyes, City Attorney Berg and the
Clerk.
Qommissioner Morrow opened the meeting with a prayer and the following proceedings were had: I
Minutes of the regular session held 18 March 1970 were read and it was moved by Commissioner
Sedivy, seconded by Commissioner Morrow, that the minutes be approved as read and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Morrow and Mayor Langohr; those voting No, none.
Authority to Atte~d A.W.W.A. & W.P.C.A. Meetings, 2-4 April 1970 - Livingston, City Manager, City
City El!gineer, Water SupL & Ass"L, W~W. plant Optr.:
The American Water Works Association and the Montana Water Pollution Control Association Con-
vention is scheduled to be held in Livingston, 2-4 April 1970, and in concurrence with the recommend-
ation of the City Manager, it was moved by Commissioner Morrow, seconded by Commissioner Sedivy,
that the City Manager, City Engineer, Water Superintendent, Ass't. Water Superintendent and the
Waste Water plant Operator be authorized to attend the convention and, it being in the public int-
erest their expenses be charged to the appropriate fund and the motion was carried by the following
Aye and No vote: Those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr;
those voting No, none.
Authority to Attend Montana Park & Recreation Society Meeting, 2-3 April 1970 at Billings, Park
Board Chairman - Park Superintendent & Ass't Rec. Director: I
The Annual meeting of the Recreation and Park Society is scheduled to be held in Billings, 2-3
April and the City Recreation Director recommended that the Park Recreation Board Chairman, the
Park Superintendent and the Ass't Recreation Director be authorized to attend. In concurrence with
the recommendation, concurred in by the City Manager, it was moved by Commissioner Sedivy, seconded
by Commissioner Morrow, that the requested authorization to attend the meeting be granted and, it
being in the public interest, their expenses be paid from the park fund and the motion was carried
by the following Aye aQd No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow
and Mayor Langohr; those voting No, none.
Bond Sale - SID No. 493 - $52,000.00:
This was the time and place set for the sale of bonds for Special Improvement District No. 493.
Affidavit of publication of the Notice of sale of the bonds was presented.
The Mayor and the City Manager outlined the proceedute for conducting this bond sale and stated
that the amount of bonds to be sold would be in accordance with the advertisement as follows:

Mayor Langohr announced the City was ready to conduct oral bidding on the bonds of Special I
Improvement District No. 493 in the amount of $52,000.00.
The following bidder qualified by depositing with the Clerk of the City Commission the nec-
essary bid security.

Mr. Lockwood of the First National Bank being the only bidder, bid 6% as the lowest effective
interest rate accnuing to the City of Bozeman. The Director of Finance stated the bid of 6% by the
First National Bank was acceptable. Mr. Lockwood was agreeable that his bid of 6% remain valid for
a period of one week and it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that
the bond sale be continued until the next regular meeting of the City Commission and the motion was
I carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner
Sedivy and Mayor Langohrj those voting No, none.
Bond Sale - SID No. 494 - $53,000.00:
This was the time and place set for the sale of bonds for Special Improvement District No. 494.
Affidavit of publication of the Notice of Sale of the bonds was presented.
There being no one present to bid on the bonds for SID No. 494, the ctty Manager recommended
that the City Commission continue the bond sale on SID No. 494 for a period of one week. The City
Commission concurred in the recommendation of the City Manager and it was moved by Commissioner
Sed ivy, seconded by Commissioner Morrow, that the Bond sale be continued until the next regular
meeting of the City Commission and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohrj those voting No, none.
Consideration of Construction Bids - Paving Schedule I & II:
It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that consideration of the
bids received for the construction of paving improvements on South Willson Avenue and West Garfield
Street be continued for one week, to be brought back in on Wednesday, 1 April 1970 for recommendation
I and action and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those voting No, none.
Request to Sell VFW & American Legion Poppies: V.F.W. - 16 May 1970: Ameri_::an Legion - 22-23 May:
letter received from the Veterans of Forein Wars Auxiliary designating 16 May 1970 as "Poppy
Day" and permitting the sale of the "Buddy Poppy" was presented. A request from the American Legion
Auxiliary, requesting permission to sell poppies on 22-23 May was also presented. Following a dis-
cussion, it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that both of the above
requests be granted and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none.
Application for Business License - MarKee Co., Billings:
An application from the MarKee Company, Billings, Montana, to secure a business license was
presented.
Following a discussion and in concurrence with the recommendation of the City Manager, it was
moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the check be returned with a
notification that the application has been denied and the motion was carried by the following Aye and
no vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those
I voting No, none.
License Bond -Epcon Co., - Sign Contractor:
In compliance with Chapter 14 of the Bozeman Municipal Code, the sign bond of Epcon Co., was
presen ted . The City Manager stated the Building Inspector had recommended the approval of the bond
and the City Attorney had approved the bond as to form. It was moved by Commissioner Sedivy, se-
conded by Commissioner Morrow, that the bond be approved and the motion was carried by the following

those voting No, none.
~ed Zones - North Seventh Avenue:
Based upon the traffic survey conducted by the Montana State Highway Department and the City
of Bozeman Police Department, Chief of Police Charles R. Cutting recommended that the City Comm-
ission concur in the speed zone recommendations of the Montana State Highway Department for North I
Seventh Avenue. The City Manager concurred in the recommendation of the Montana State Highway
Department made by letter dated 11 March 1970 and in concurrence with the recommendation of the
Chief of Police. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, tha t the
recommended traffic alterations be approved and the motion was carried by the following Aye and
No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those
voting No, none.

There being no further business to come before the commission at this time, it was moved by
Commissioner Sedivy, seconded by Commissioner Morrow, that the meeting be adjourned and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Comm-
