The Commission of the City of Bozeman met in regulal!' session in the Commission Room. Municipal
Building, 15 April 1970, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow.
Commissioner Sedivy. City Manager Fryslie. Ass't. City Manager Keyes, Acting City Attorney O'Connell
and the Clerk.
I Commissioner Morrow opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular session held 8 April 1970 were read and it was moved by Commissioner
Sedivy, seconded by Commissioner Morrow, that the minutes be approved as read and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Morrow and Mayor Langohr; those voting No, none.
MSU Greek Week Ac tivities - For Approval:
Carrie Mathison and Larry Propp Co-Chairmen of the Montana State University Greek Week acti-
vities were present to request permission to conduct a Bed Race on a block of Main Street on Sat-
urday, 9 May 1970. Following a discussion, it was moved by Commissioner Morrow, seconded by Comm-
issioner Sedivy, that permission be granted to conduct the 'Bed Race' Greek Week activities on a
block of Main Street from 8:45 A.M. to 9:30 A.M. Saturday, 9 May 1970 and that they contact the
Police Department to firm up traffic control arrangements for this event and the motion was carried
by the following Aye and No vote: those voting Aye bein~ Commissioner Morrow, Commissioner Sedivy
and Mayor Langohrj those voting No, none.
Contract Documents for Execution: (a) SID No. 493 & 494. (b) So. willson Ave. - Cleveland
& Garfield, (c) Garfield St. - Julia Martin Drive to 19th
I (a) SID No. 493-494 - The Contract Documents for the construction of South Montana Avenue,
Special Improvement District No. 493 and 494 as awarded to Long Construction Company, Billings,
Montana, on 1 April 1970 were presented. The City Manager recommended that the documents approved
as to fom by the Acting City Attorney be approved. It was moved by Commissioner Sedivy, seconded
by Com~issioner Morrow, that the contract documents be approved and that the Mayor and the Clerk
of the Commission be authorized and directed to sign the contract for the City of Bozeman, and that
the Long Construction Company be authorized to proceed with the construction and that the pledge
for bid security be returned to Long Construction Company and the motion was curried by the follow-
ing Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor
Langohr; those voting No, none.
(b) South Willson Avenue - Cleveland to Garfield Street - The Contract Documents HB-436 State
Highway Project 212-03 for widening the pavement on South Willson Avenue to 46 feet from 35 feet.
from Cleveland Street to Garfield Street in the amount of $25,701.50 was presented. In concurrence
wi th the recommenda tion of the Ci ty Manager, it was moved by Commissioner Morrow, seconded by
Commissioner Sedivy, that the contract documents be approved as presented and that the Mayor and
I the Clerk of the Commission be authorized to sign the contracts for the City of Bozeman, and that
Long Construction Company be authorized to proceed in the normal manner as provided by the contract
and processed through the Butte Office of the Highway Department and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor
Langohr; those voting No, none.
(c) Garfield Street - Julia Martin Drive to 19th Avenue - The Contract Documents f0r construct-
ion on West Garfield Street, from the 1968 Married Students Housing to 19th Avenue, Montana State

University, as awarded to Long Construction Company was presented. The City Manager recommended
that the documents approved as to form by the Acting City Attorney be approved. I t was moved by
Commissioner Sedivy, seconded by Commissioner Morrow, that the contract documents be approved as
presented and that the Mayor and the Clerk of the Commission be authorized to sign the con trac ts
for the City of Bozeman and that Long Construction Company be authorized to proceed in the usual
manner and the motion was carried by the following Aye and No vote: those voting Aye being Comm- I
issioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No', none.
Authority to Attend Visual Aid School - Ass't. Fire Chief Hoey, Helena 27-30 April 1970:
A visual Aid School is scheduled to be held in Helena 27-30 April and in concurrence with the
recommendation of the Fire Chief, also concurred in by the City Manager, it was moved by Commissioner
Morrow, seconded by Commissioner Sedivy, that Ass't. Fire Chief Herbert Roey be authorized to attend
the school and, it being in the public interest his expenses be paid from the General fund and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow,
Commissioner Sedivy and Mayor Langohrj those voting No, none.
Park Land Tra~~~r~E9sal - Eugene Graf. Jr. :
A letter received from Eugene Graf, Jr. requesting permission to trade a parcel of land in Kirk's
Subdivision No. 4 consisting of 5.5881 acres now owned by the City for 7.983 acres adjacent to the
east park near Westridge and Graf's Third Addition was presented to the City Commission.
It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that theCity Manager be
authorized to proceed with the negotiations involving all of the aspects, both legal and otherwise,
and present them to the City Commission for final approval and the motion was carried by the follow-
ing Aye and No vote: those voting Aye being Commissioner Morrow and Commissioner Sedivy; those voting I
No, Don M. Langohr;
Request to Create Refuse Disposal Distri~;t:
A request to create a Refuse Disposal District under the provisions of Chapter 60, R.C.M. 1 9~ 7 ,
to lnclude the corporate limits of the City of Bozeman was presented by the City Manager. In con-
currence with the recommendation of the City Manager, it was moved by Commissioner Morrow, seconded
by Commissioner Sedivy, that the City Manager be authorized to contact the County Commission aksing
them to create the district under Chapter 60 of the R.C.M. 1947 and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor
Langohr; those voting No, none
