The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, 27 May 1970, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow, Comm-
issioner Sedivy, City Manager Fryslie, Ass't. City Manager Keyes, City Attorney Berg and the Clerk.
Commissioner Morrow opened tbe meeting with a prayer and the following proceedings were had:
I MInutes of the regular session held 20 May 1970 were read and it was moved by Commissioner
Sedivy, seconded by Commissioner Morrow, that the minutes be approved as read and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Morrow and Mayor Langohr; those voting No, none.
Authority to Attend Police Chief Association Meeting - 27 May, Kalispell, Mont., Chief Cutting:
The Montana Association of Chief's of Police have scheduled a meeting to be held in Kalispell
27 May 1970 and the Ciief of Police requested authority to attend the meeting. It was moved by
Commissioner Morrow, seconded by Commissioner Sedivy, that tbe Chief of Police be authorized to
attend the meeting and, it being in the public interest his expenses be paid from the General fund
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Morrow, Commissioner Sedivy and Mayor Langohr; those voting NO; none.
Proclamation - June "Dairy Month."
Mayor Langohr announced his proclamation of the month of June 1970, to be "Dairy Month" and
encouraged all citizens to enjoy milk and other dairy products, and urged the civic and business
organizations to cooperate in this observance in public and private in order that we may enjoy im-
I proved health and increased prosperity. It was moved by Commissioner Sedivy, seconded by Commiss-
ioner Morrow, that they concur in the Mayor's proclamation of June as ''Dairy Month" and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commiss-
ioner Morrow and Mayor Langohr; those voting No, none.
Project Agreements with Highway Department - 212(04), 212(05), Sign Materials:
The Agreement HB-436, City Project No. 212-04 between the Montana State Highway Commission and
the City of Bozeman for the purpose of construction, reconstruction, maintenance or repair of streets
of Bozeman, and includes purchase of material to fabricate approximately 1423 street signs as per
attached itemized list from 3M Company for a cost of $4,968.68 and City Project No. 212-05 for the
purpose of sign blanks material from Western Sign Corporation in the approximate amount of $2,423.23
was presented. Following a discussion and in concurrence with the recommendation of the City Manager
it was moved by Commissioner Morrow, seconded by COlIIDissioner Sedivy. that the City enter into the
Project Agreements with the Montana State Highway Department and that the City be authorized to call
for bids for the construction, reconstruction and/or repairs of the streets and that the Mayor and
the Clerk be authorized and directed to sign for the City of Bozeman and the motion was carried by
the. following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and
I Mayor Langohr: those voting No, none.
Sale of Bonds SID No. 464, $5,700.00 East Main Street:
This wal the time and place set for the sale of bonds for Special Improvement District No. 464.
Affidavit of publication of the Rotice of Sale of Bonds was presented.
The Mayor and the City Manager outlined the proceedure for conducting this bond sale and stated
that the amount of bonds to be sold would be in accordance with the advertisement as follows:

SID No. 464 Advertised Amount - $5,700.00 Amount to be Sold - $5,700.00
Mayor Langohr announced the City was ready to conduct oral bidding on the bonds of Special Improve-
ment District No. 464 in the amount of $5,700.00.
The following bidder qualified by depoaiting with the Clerk of the City Commission the nec-
essary bid security. I
Mr. R. M. Lockwood - The First National Bank
Mr. Lockwood of the First National Bank being the only bidder, bid 6~ as the lowest effective
interest rate accruing to the City of Bozeman.
Following the recommendation of the Director of Finance, concurred in by the City Manager, it
was moved by Commissioner Sedivy, seconded by Commi.sioner Morrow, that the bid of the Firat Nat-
ional Bank, Bozeman, Montana, it being the only bid submitted, the sale of the bonds for Special
Improvement District No. 464 be awarded the First National Bank and the motion was carried by the
following Aye and No vote: Those voting Aye being Commissioner Sedivy, Commissioner Morrow and
Mayor Langohr; those voting No, none.
Continuation of Gas Fitter Bond - J. W. Tschache:
In compliance with Chapter 16 of the Bozeman Municipal Code, the Gas Fitter Bond of J. w.
Tschache, Bozeman, Montana, was presented. The City Manager stated the Building Inspector had
recommended the approval of the above mentioned bond and the City Attorney approved tbebond as to
form. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the continuation
of the bond be approved and the motion was carried by tbe following Aye and No vote: those voting
Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those voting No, none. I
1970 Sidewalks and Curbs, Continued:
The consideration of installation or replacement of the Walks and curbs having been delayed
for one week for inspection and discussion thereof was again presented.
Following a discussion, the Commission concurrred with the recommendation of the City Manager,
and it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the City Engineers
recommendation for repair and/or instal1atin of '~alks and Curbs" within the City for the year 1970
be approved with the exception of the Curbs and Gutters on Mendenhall Street which is to be excluded,
and that the City Mana@trbe authorized to send out notices for repair and/or installation of ~a1ks
and Curbs" within the City and the motion was carried by the following Aye and Ko vote: Those
voting Aye being Commissioner Sedivy, Commissioner MOrrow and Mayor Langohr; those voting No, none.
Adjournment:
There being no further business to come before the Commission at this time, it was moved by
Commissioner Morrow, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion
was carried by the following Aye and No vote: those voting Aye
