The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Build tng, 7 January 1970, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow,
Commissioner Sedivy, City Manager Fryslie, Ass't. City Manager Keyes, Acting City Attorney O'Connell
I and the Clerk.
Commissioner Morrow opened the meeting wLth a prayer and the following proceedings were had:
Minutes of the regular session held 31 December, 1969, were read and it was moved by Comm-
issioner Sedivy, seconded by Commissioner Morrow, that the minutes be approved as read and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy,
Commissioner Morrow and Mayor Langohr; those voting No, none.
Minutes of the Special Meeting held 5 January, 1970, were read and it was moved by Commiss-
ioner Morrow, seconded by Commissioner Sedivy, that the minutes be approved as corrected and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow,
Commissioner Sedivy and Mayor Langohr; those voting No, none.

The map for the proposed zoning change from Zone A to Zone C for the property lying North
and East and abutting on West College Street and South Nineteenth Avenue was presented along with
the favorable recommendation from the City-County Planning Board and the Board of Adjustment
following a public hearing held 26 May, 1969.
Approximately fifty property owners and interested citizens surrounding the subject area were
I also present to discuss the map for the proposed zoning change. Objections were stated and a lengthy
discussion was held. More than twenty percent of the owners of land within 150 feet of the area
considered for rezoning protested the change of zoning from Zone A Residence to Zone C Residence.
The City Commission having determined the protests to be sufficient, it was moved by Commissioner
Sedivy, seconded by Commissioner Morrow, that the map for the proposed zoning change from Zone A
Residence to Zone C Residence be rejected and remain in the A Residence Zone and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Morrow and Mayor Langohrj those voting No, none.
Zone,Requirement Chart:
The revised Zone Requirement Chart reflecting the changes as recommended by the City-County
Planning Board and the Board of Adjustment at their public hearing held 26 May, 1969, were presented.
Following a thorough discussion, it was moved by Commissioner Morrow, seconded by Commissioner
Sedivy, that the Zone Requirement Chart with the changes as proposed be adopted and the Mayor and
Commissioners affix their signature certifying the same and the motion was carried by the following
Aye and No vo te : those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr,
those voting No, none.

The Montana State Fire Chief's Midwinter Conference is scheduled to be held in Helena, 10-11
January, 1970, and Fire Chief Huber requested that he and Ass't. Fire Chief Hoey be authorized to
attend the conference. In concurrence with the Fire Chief and the City Manager, it was moved by
Commissioner Sedivy, seconded by Commissioner Morrow, that Fire Chief Huber and Ass't Fire Chief
Hoey be authorized to attend the meeting and, it being in the public interest their e~Denses be paid

from the General fund and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none.

Application for grant under the State of Montana Governor's Crime Control Commission form No.
C-l in the amount of $624.60 for the purpose of replacement of Communications Equipment was presented. I
Following a thorough discussion, the City Manager recommended the Commission favorably consider
the submission of the Application and it was moved by Commissioner Morrow, seconded by Commissioner
Sedivy, that the submission of the application be approved and the Commission be authorized and dir-
ected to sign the application for the City of Bozema and the motion was carried by the following Aye
and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohrj those
voting No, none.

A request from the Gallatin County Snowmobile Association for permission to conduct a parade
along Main Street at 10:00 A.M., 24 January, 1970, was presented.
It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that their request be
granted subject to contacting the Bozeman Police Department to properly arrange for traffic control
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none.

The City Manager commented on the reports and recommended their approval. It was moved by
Commissioner Morrow, seconded by Commissioner Sedivy, that the reports be approved and ordered filed
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Morrow, Commissioner Sedivy and Mayor Langohrj those voting No, none.

The City Manager checked the claims and found them to be true and lawful claims against the
City of Bozeman and recommended they be approved and the Director of Finance be directed to issue
warrants in payment. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that
the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. I

There being no further business to come before the Commission, it was moved by Commissioner
Morrow, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion was carried by
the following Aye and no Vote: those voting Aye being Commissioner
