HomeMy WebLinkAbout1969-11-05 I I I Bozeman, Montana 5 November, 1969 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building,S November, 1969, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy, City Manager Fryslie, Ass't. City Manager Keyes, City Attorney Berg and the Clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held 29 October, 1969, were read and it was moved by Mayor Morrow, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none. Absence of Commissioner Langohr: In concurrence with the recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by Mayor Morrow, that the Absence of Commissioner Langohr be authorized in compliance with Section 2.08.060 of the Bozeman Municipal Code. The Motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none. Land Trade Proposal - American Legion Post No. 14: The letter received from the American Legion Gallatin Post No. 14, Department of Montana, in regard to the presently proposed site for the American Legion Housing, requesting the City to consider a land trade between the City and the Legion was again presented for consideration and recommendation. A written opinion from City Attorney Berg concluded that the City Commission has the power to vacate the lands for park purposes and thereafter use or dispose of them for other purposes. Following a discussion of the land proposal, it was moved by Commissioner Sedivy, seconded by Mayor Morrow, that the matter be referred to the City Manager and the Park Board for their study and recommendation and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, and Mayor Morrow; those voting No, none. Christian Response to Hunger - Carol Anderson: Carol Anderson representing the Christian Response to Hunger again appeared before the Commission in regard to the Fund drive to raise money to be sent overseas to the needy, and to explain that they have contacted the Local Crop Chairman and have agreed to work with them on this project. Authority to Install Street Light Montana Avenue - Cottonwood Street: The Commission concurred with an appeal of several residents on Montana Avenue and Cottonwood Street and it was moved by Mayor Morrow, seconded by Commissioner Sedivy, that a letter be addressed to the Montana Power Company authorizing them to install a street intersection light at Montana Avenue and Cottonwood Street and that they include the monthly charge for same within the monthly billings to the City of Bozema and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow and Commissioner Sedivy; those voting No, none. RequeS~? Conduct Fund Drive for Retarded Children: A letter received from the Sigma Nu Fraternity and the Alpha Omicron Pi Sorority for permission to conduct a Fund drive as outlined for the Gallatin County Retarded Children on Saturday, 15 Nov- ember, 1969 was presented. It was moved by Commissioner Sedivy, seconded by Mayor Morrow, that permission be granted the Sigma Nu Fraternity and the Alpha Omicron Pi Sorority to hold the drive, and that a greater effort be made to develop a calender of fund drives to avoid possible conflicts and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, and Mayor Morrow; those voting No, none. 431. 432 Canvass of Vote: General Election held 4_November, 1969: Under the provisions of Section ll-32l7, R.C.M., 1947, and this being the first legal day after the Clerk of the Commission had received the returns of the Regular Municipal Election held Tuesday, 4 November, 1969, the Clerk of the Commission aided by the City Commission proceeded with the canvass of said returns. Harry Morrow be declared elected Commissioner for a four year term beginning 5 January, 1970, and that the Clerk of the City Commission be instructed to issue a certificate of election to him and the motion was carried by the following Aye and No vo'tIe: Those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none. Authority to Invest Funds: It was reported by the Director of Finance that approximately $38,500.00 Police Reserve Funds, $2,000.00 Park Land Trust Funds, and $58,000.00 Cemetery Permanent Care Funds are available for reinvestment. It was moved by Mayor Morrow, seconded by Commissioner Sedivy, that the investment of these funds be approved and the motion was carried by the following Aye and No vote: those I voting Aye being HB~orMorrow and Commissioner Sedivy; those voting No, none. Reports for October: The following reports were presented for October: Building Inspector Fluoridation Librarian Police Judge Fire Chief The City Manager commented on the reports and recommended their approval. It was moved by Commissioner Sedivy, seconded by Mayor Morrow, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none. ()() General Water Library Park,' Band Parking Meter Cemetery Suspense SID No. 470 Dr. Education I TOTAL $I07,432.58 The City Manager commented on the claims and found them to be true and lawful claims against the City of Bozeman and recommended they be approved and the Director of Finance be directed to issue warrants in payment. After examination of the claims and checking against the claim reg- ister, it was moved by Mayor Morrow, seconded by Commissioner Sedivy, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none. Application for Beer License - Leona LaGrandeur for Convenient Food Market: The Application for a one-half year City Beer License, together with the required fee from Leona LaGrandeur of the Convenient Food Market, Sll West Mendenhall, Bozeman, was presented. The City Manager and the Chief of Police stated that they had no information relative to the conven- ient Food Market that would warrant disapproval of the application. It was moved by Commissioner Sedivy, seconded by Mayor Morrow, that the above application be approved therewith and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, and Mayor Morrow; those voting No, none.
