POLICY AND ORGANIZATIONAL ACTION STRATEGIES 1-6 months Incorporating parking system management into the City’s development policy ensures that the goals of the Parking Management Plan can be met. It is recommended that these strategies be implemented within six months of plan adoption. 1. Formalize the Guiding Principles as policies within the parking and transportation system plan. ACTION: August 2016 BPC 2. Adopt the 85% Rule as the standard for measuring performance of the parking supply and triggering specific management strategies and rate ranges. ACTION: August 2016 BPC 3. Strengthen the role of the Parking Manager and the Parking Services division to better integrate with Community and Economic development planning. NOTES: PM could serve on the City Design Review Committee. Should consider discussing how best to accomplish this with incoming Community Development Director in early 2017. 4. Establish a policy for adjusting rates (on and off-street). DISCUSSION: August and September 2016 BPC ACTION: October 2016 BPC new rates effective January 1, 2017 NOTES: BPC has unilateral authority to establish and revise downtown lease rates, residential permit rates and hourly rates at the garage…need to confirm. MATERIALS/INFO NEEDED: 1. Rate increase history document when and by how much rates have been increased in the past. 2. Comparison of rates from “sister cities” such as Billings, Missoula, Helena, Great Falls, and perhaps Bend OR, Cheyenne WY, Grand Junction CO, Bellingham WA 3. Spreadsheet showing current rates (surface lots, main garage, garage basement), current rates +2.5%, current rates +5%, current rates +10%. 4. Spreadsheet showing 5 year financial projections (revised version of the one Anne provided several months ago. 5. Establish a Capital Maintenance Reserve Fund. DISCUSSION: September 2016 BPC ACTION: October 2016 BPC NOTES: currently have Garage Long-term Maintenance Fund so we either need to expand/rename that fund or establish a second fund for non-garage capital maintenance. Need to reference BPC-TIF long-term garage maintenance fund MOU. Need to reference Policy Guidelines adopted by BPC on February 9, 2011. B. CODE-RELATED ACTION STRATEGIES 1-12 months These strategies revise the municipal code to support long-term planning and efforts to “right- size” parking in new development. It is recommended that they be implemented within one year of plan adoption. NOTES: All three (6,7,8) may need to be evaluated jointly as they are inter-related. May need to wait until new Community Development Director is hired and on board which most likely will not be until January 2017. 6. Re-evaluate and restructure the current “cash-in-lieu” program (38.25.040 A.3.B 1-4, BMC). 7. Re-evaluate code-based minimum parking requirements (38.25.040 A.2. a & b, BMC). 8. Re-evaluate and clarify the purpose and intent of the current code section regarding Special Improvement District (SID) No. 565. (38.25.040.A.3.b.(4), BMC). C. PARKING MANAGEMENT STRATEGIES: PHASE 1 1-18 months These strategies should be implemented within 18-24 months of plan adoption. 9. Implement a facilities maintenance plan. DISCUSSION: October 2016 Draft Plan presented to BPC ACTION: November 2016 BPC NOTE: currently have a long-term maintenance plan for the garage which may need to be updated. Garage plan could be basis of facilities plan with addition of sections about surface lots and other “facilities” (?). 10. Develop a schedule of data collection to assess performance of the downtown parking supply, including on- and off-street inventory (public and private supply) and occupancy/utilization analysis. DISCUSSION: September 2016 draft scope of work, proposed timeline and estimated costs presented to BPC NOTES: consider retaining Rick Williams to help draft the scope of work and add more details to the data collection methodology outlined in the Plan. Need to determine when best time of year to complete first round of data collection.
