The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 30 July 1969, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner
Sedivy, Commissioner Langohr, City Manager Fryslie, Ass't. City Manager Keyes, City Attorney Berg
and the Clerk.
Mayor Morrow opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular session held 23 July 1969 were read and it was moved by Commissioner
Sedivy, seconded by Commissioner Langohr, that the minutes be approved as read and the motion was
carried by tl1e following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Langohr and Mayor Morrow; those voting No, none.
Cancellation Elect_ric~Bond_:_Co?st to Coast ~_~ore~:
A letter requesting that the Electricians Bond No. 3185679 issued by Hartford Accident & Indemnity
Company to the Coast to Coast Stores be cancelled because the firm has discontinued its electrical
business was presented. The City Manager recommended that the City comply with the request and it
was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the cancellation of the
bond be approved as of this date and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
Commission Resolution No. 1409 - Local Owner Participation in Rent Supplement Program:
A request from the Department of Housing and Urban Development for local government approval
prior to participation in the Rent Supplement Program was presented. Mr. Robert Wetherall and Mr.
Howard Erwin were present to explain the program and answer any question that might arise. Following
a discussion Commission Resolution No. 1409 was presented, entitled:

RESOLUTION APPROVING PARTICIPATION BY LOCAL HOUSING OWNERS IN THE
FEDERAL RENT SUPPLEMENT PROGRAM.
It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that Commission Resolution
No. 1409 be passed and adopted granting participation in the Federal Rent Supplement Program by quali-
fied housing owners of property located in the City of Bozeman and the motion was carried by the
following Aye and No vote: Those voting Aye being Commissioner Sedivy and Commissioner Langohr and
Mayor MorroW; those voting No, none.

A proposed form of notice of sale of $1,400,000.00 Sewerage System Revenue Bonds of the City on
Tuesday, 19 August 1969. at 1:30 o'clock p.m. was presented. Following a discussion Commissioner
Langohr.. then moved that the notice of sale be approved and that the Clerk be authorized and dir-
ected to publish it in accordance with law. The motion for the adoption of the resolution was duly
seconded by Commissioner Sedivy. and upon vote being taken thereon. all Commissioners voted in favor
thereof. and none voted against the same. whereupon the resolution was declared duly passed and adopted.

ALL OTHER ORDINANCES OR PARTS THEREOF OF THE CITY OF BOZEMAN IN
CONFLICT HEREWITH:
The City Manager concurred in the favorable recommendation of the City Attorney and the Build-
ing Inspector and it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the
Ordinance No. 885 be passed and adopted and the motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.
Ord inance No. 886 - Mechanical Code for Adoption:
Proposed Ordinance No. 886 regulating and controlling the design, construction, installation
quality of materials, location, operation and maintenance of heating, ventilating, and other misc-
ellaneous heat producing appliances in the City of Bozeman was presented, entitled:

AN ORDINANCE OF THE CITY OF BOZEMAN, MONTANA, REGULATING AND CON-
TROLLING THE DESIGN, CONSTRUCTION, INSTALLATION, QUALITY OF
MATERIALS, LOCATION, OPERATION, AND MAINTENANCE OF HEATING,
VENTILATING, COMFORT COOLING, REFRIGERATION SYSTEMS, INCINERATORS,
AND OTHER MISCELLANEOUS HEAT-PRODUCING APPLIANCES IN THE CITY
OF BOZEMAN, MONTANA: PROVIDING FOR THE ISSUANCE OF PERMITS AND
COLLECTION OF FEES THEREFORE: PROVIDING PENALTIES FOR THE VIOL-
ATION THEREOF; REPEALING ORDINANCE NO. 618A OF THE CITY OF BOZEMAN
AND ALL OTHER ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT
THEREWITH .
Following a thorough discussion of the proposed ordinance, it was moved by Commissioner Langohr,
seconded by Commissioner Sedivy, that the ordinance be passed and adopted and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy
and Mayor Morrow; those voting No, none.
Minimum Standar~olice Departmen t for Approval:
An establishment of Minimum Standards for Selection of Police Department Personnel prepared by
the City of Bozeman Police Department was presented. Following a discussion of the standards, the
Commission concurred with the recommendation of the City Manager, and it was moved by Commissioner
Sedivy, seconded by Commissioner Langohr, that the Minimum Standards for the Selection of Police
Department Personnel be approved and adopted and the motion was carried by the following Aye and No
vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those
voting No, none.

There being no further business to come before the Commission at this time, it was moved by
Commissioner Langohr, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Comm-
issioner Sedivy and Mayor Morrow; those voting No, none.
