Present were Mayor Morrow, Commiss- ioner Sedivy, Commissioner Langohr, City Manager Fryslie, City Attorney Berg and the Clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held 27 August 1969 were read and it was moved by Commissioner Langohr, seconded by Commissioner sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. _Abs~E~e of C 1_ert._2~~t:.11~ C i_t.J' Commission: In concurrence with the recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that Assistant City Manager Keyes be appointed Acting Clerk of the City Commission during the two weeks vacation of the Clerk of the Commission and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. The affidavit of publication of "Call for Bids" was presented. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the bids be opened and read aloud and the motion was carried by the following Aye and No vote, those voting Aye being Commissioner Langohr, Commissioner Sedivy, and Mayor Morrow; those voting No, none. The City Manager requested authorization for Sewage Treatment Plant Operator Carl H. Larson, Jr. to attend this conference and in addition receive the William D. Hatfield Award that he had been nominated for during the recent Montana Water pollution Control Association annual meeting held in Bozeman, Montana, 20-22 March 1969 and, it being in the public interest, his expenses be paid from the Sewage Disposal System Fund. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that Carl Larson, Jr., be authorized to attend this Conference as requested and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. The Building Inspector having given his approval to these certificates and the certificates having 401. 402 been approved as to form by the City Attorney, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that these certificates be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. !:!.t:I~~e~.!J~..~g.~~~ls}__~lI~_LU_9:'.._.f::~.~~l;'m~!..._~ c ro ~~~('~:!:..!:2:__._:fil_;:.t__=-_~_ew H y a J} t ~ V i e~__~ u bd i vis L<?..T! : In response to a request by the Montana Power Company for an easement to construct as electric- al transmission line across the City Park in the New Hyalite View Subdivision, North of Block I, and upon additional easement requests from the Telephone Company and cable television utilities, the City Manager requested authority for the City Attorney to draw a public easement to be filed in the County Clerk & Recorder's Office for installation of underground utilities across the park. The need for underground installation of utilities in a public park was stated and it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the City Attorney be instructed to draw the public easement for installation of underground utilities across said park and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Call for Bids for Lease of Police Cars: ............~._--'._~~_,__._~_.______~._,_~~w._..~.__,_~.,~~~_~__~_~_~__--------....... The current lease arrangement for vehicles used by the Police Department will expire soon. The City Manager requested that the lease be bid on a one year basis with a yearly renewal option for five years. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the Clerk of the Commission be authorized to advertise a "Call for Bids" for the lease of three four- door sedans and one station wagon along the stated guidelines and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. The City Manager concurred in their recommendation and recommended that the project be accepted and final payment be made. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the project be accepted as complete and the Director of Finance be directed to issue warrants in payment of the same and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. After examination of the claims and checking against the claim register, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.
