HomeMy WebLinkAbout1969-10-08 418 Bozeman, Montana 8 October 1969 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, Wednesday, 8 October 1969, at 1:00 o'clook p.m. Present were Mayor Morrow, Commissioner Sedivy, Commissioner Langohr, City Manager Fryslie, Ass't. City Manager Keyes, City Attorney Berg and the Clerk. Mayor Morrow opened the meeting with a prayer and the following proceedings were had: Minutes of the regularmeeting held 1 October, 1969, were read and it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the minutes be approved as corrected and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commiss- ioner Sedivy and Mayor MOrrow; those voting No, none. Opening Bids - Leasing Police Vehicles: This was the time and place set for opening bids on the leasing of three sedans and one station wagon to be used by the Police Department. The affidavi t of publication of the "Call for Bids" was presented. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the bids be opened and read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. The following bids were then opened and read: Bozeman Motors - 1800 W. Main St. 3- 4 door sedans (Custom 500) l- 4 door Station Wagon " $220.00 each 233.00 Yellowstone Leases Ltd. (RoDert F. Willson 3- 4 door sedan (PK41 Police) 139.00 each 1- 4 door station wagon " 139.00 Upon request of the City Manager, it was moved by COmmissioner Sedivy, seconded by Commiss- ioner Langohr, that the bids be referred to the Chief of Police and the engineers for checking and recommendations to be made to the Commission at its next meeting. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Open Bids - Paving Garfield Street - On Montana State University Campus: This was the time and place set for receiving bids for construction of Street improvements on West Garfield Street, from the married students housing to 19th Avenue. Affidavit of publica- tion of "Notice to Bidders" was presented. Two sealed bids were on file and it was moved by Comm- iesioner Sedivy, seconded by Commissioner Langohr, that the bids be opened and read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Comntiss- ioner Langohr and Mayor MorroW; those voting No, none. The following bids were then opened and read: Holland Construction Company Long Construction Company $30,390.00 29,525.00 Billings, Montana Billings, Montana Upon request of the City Manager, it was moved by Commissioner Langohr, seconded by Commiss- ioner Sedivy, that the bids be referred to the engineer representing consultants, Thomas, Dean & Hoskins, Inc., to check the bids in detail, prepare tabulations and make recommendations in regard to the bids for the construction of the improvements and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Authority to Attend Fire Service Institute at M.S.U. 13 16 b - Octo er 1969 - Kenneth Simpson, Herbert Hoey, Dan Fi~gins and Henry Wruck: I I I I I I The Fire Service Institute is scheduled to be held on the Montana State University Campus, 13-16 October, 1969, and in concurrence with the recommendation of the Fire Chief and the City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr. that Herbert Hoey. Kenneth Simpson, Dan Figgins and Henry Wruck be authorized to attend the institute and, it being in the public interest, their expenses be paid from the General fund and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr, and Mayor Morrow; those voting No, none. Request to Hold Candy Sale - Camp Fire Girls - 7-15 November, 1969: A letter received from Mrs. Margaret D. Walton, Bozeman Council of Camp Fire Girls, requesting permission to hold a candy sale 7-15 November, was presented. In concurrence with the recommend- ation of the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy. that authorization to hold the fund drive of the Camp Fire Girls be granted and the motion was carried by the followingAye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Appointment of Judges and Clerks - City Municipal Election 4 November 1969: The Clerk of the Commission reported that the Commission's appointment of Judges and Clerks to serve on the Election Boards for the Regular Municipal Election to be held for the year 1969 should be a matter of business. Acceptance of u.s. Government Patent - 80 Acres T. 3S., R. 6E., P.M., Montana Sec. 8, S~NW\. A Patent conveying from the United States Department of Interior a tract of land described as follows: T. 3 S., R. 6 E., Principal Meridian, Montana, Sec. 8, S\NW~, containing 80.0 acres in Gallatin County, was presented. Following a thorough discussion, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the patent be approved as recommended by the City Manager and the City Attorney and made a matter of record in the office of the Clerk and Recorder and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Authority to Purchase Miscellaneous Cast Iron Pipe & Fittings - Approximately $2,500.00: West Main Street Installation - Maple Drive: The City has a need for miscellaneous Cast Iron Pipe and Fittings for the installation of water mains on Maple Drive in the Hyalite Subdivision at the approximate cost of $2,500.00. This main will serve eleven lot~ each of which will be charged a proportionate share of the costs at the time water service is requested. Following a discussion, it was moved by Commissioner Sedivy, se- conded by Commissioner Langohr, that the Water department be granted authority to place an order for the purchase of the miscellaneous pipe and fittings to accomplish the Water Main installation and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Authority to Purchase 4000' 3/4" Copper Tubing - Approximately $2,300.00: The City Manager reported that it would be desirable to replenish the City's stock of copper tubing and requested authority to purchase 4,000 feet 3/4" copper tubing in the approximate amount of $2,300.00. In concurrence with the recommendation of the City Manager, it was moved by Commiss- ioner Langohr, seconded by Commissioner Sedivy, that the purchase of the copper tubing be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Request to Conduct Solicitation - U.N.I.C.E.F. - 3l October 1969: Several members of the Church Women United were present to request authority to conduct a U.N.I.C.E.F. drive to be held on Friday, 31 October, 1969. Following a discussion the City Manager recommended that permission to conduct the fund drive as requested be granted with the expression that he did not approve of the date set by U.N.I.C.E.F. due to conflict with Halloween. The Comm- ission concurred in the recommendation of the City Manager, and it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the permission be granted as requested but that Church Women United select another date in the future for the U.N.I.C.E.F. drive and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Authority to Conduct M.S.U. Homecoming Parade - 18 October, 1969: A letter received from the Co-Chairman of the 1969 Homecoming Committee, MOntana State Univer- sity, requesting permission to stage their annual parade on Saturday, 18 October, 1969, at 10:00 o'clock A.M. was presented. The parade will begin at Buttreys Shopping Center parking lot on West Main Street and proceed down Main Street to the intersection of East Main Street and South Church Avenue. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that permission to stage the parade as requested he granted and the motion was carried by the following Aye and No I I I I I I vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor MOrrow; those voting No, none. Inspector Cashier The City Manager commented on the reports and recommended their approval. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commiss- ioner Sedivy, Commissioner Langohr and Mayvr Morrow; those voting No, none. SID's Miscellaneous $ 753.54 5,626.05 1,440.39 1,532.70 1,543.00 1,923.59 1,030.96 19,158.53 $126,532.48 The City Manager commented on the claims and found them to be true and lawful claims against the City of Bozeman and recommended they be approved and the Director of Finance be directed to issue warrants in payment. After examination of the claims and checking the claim register, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Vacation for City Manager - 11-18 October, 1969.: The City Manager requested that he be granted vacation leave of absence from 11-18 October, 1969, inclusive, and that Robert F. Keyes, Ass't. City Manager, be designated to perform the duties of the City Manager during that period. It was moved by Commissioner Sedivy, seconded by Commiss- ioner Langohr, that the request be granted and that the Ass't. City Manager be desi8nated as Acting City Manager during the period stated and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. United Nations Proclamation: Mr. Herbert Kirk appeared to request Mayor Morrow issue a proclamation declaring 24-29 October, 1969, United Nations Week. Mayor MOrrow stated he would give the request full consideration, but he did not wish to precede or detract from action by the Governor on this matter.
