The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Wednesday, 22 October, 1969, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy,
Commissioner Langohr, City Manager Fryslie, Ass't. City Manager Keyes, City Attorney Berg and the
Clerk.
Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular session held 15 October, 1969, were read and it was moved by Commissioner
Langohr, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Sedivy and Mayor Morrow; those voting No, none.
Open Bids Typewriter Account Machin0:
This was the time and place set for openeing bids on a typewriter accounting machine at an
approximate cost of $7,600.00 with the trade-in. The Affidavit of publtation of the "Call for Bids"
was presented. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the bid
be opened and read and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Sedivy and Commissioner Langohr and Mayor Morrow; those voting No, none.

In concurrence with the recommendation of the Director of Finance, also concurred in by the
City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the pur-
chase of the typewriter accounting machine be awarded to the Burroughs Corporation, Billings, Mont-
ana, on the basis of their bid being the only one submitted and equaling or exceeding the specifi-
cations as contained in the "Call for Bids". 40% is to be paid on the date of delivery and the balance
is to be paid over a three year period. The motion was carried by the following Aye and No vote: Those
voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
Petition - Abandoned Automobiles:
Mr. Gene L. Peterson of 717 North Bozeman appeared before the Commission to present a petition
signed by property owners or residents within the close proximity of the 700 North Bozeman block in
regard to taking some action toward abating the undersirable and unsafe storage of inoperative
automobiles on the property at 708 North Bozeman Avenue. Following a discussion, it was moved by
Commissioner Sedivy, seconded by Commissioner Langohr, that the City Attorney be instructed to take
immediate legal action to obtain abatement of this condition and the motion was carried by the follow-
ing and and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow;
those voting no, none.
Bozeman Housekeepers Club - Kirk Park Lighting Contribution - $500.00:
Mrs. Thomas Morgan and Mrs. Robert Marshall representing the "Better Street Lighting in Bozeman"
of the Bozeman Housekeepers Club appeared before the Commission to present the City with a check in
the amount of $500.00 for the installation of lighting at New Kirk Park. It was moved by Commissioner
Langohr, seconded by Commissioner Sedivy, that this contribution of $500.00 be accepted in accordance
with the desire of the Bozeman Housekeepers Club and that an expression of appreciation be conveyed
to the Bozeman Housekeepers Club for this splendid contribution to Kirk Park and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Sedivy and Mayor MorroW; those voting No, none.

Open Bids lOOO GPM Triple Combination Fire Engine - Bozeman Fire Department:
This was the time and place set for receiving bids for the purchase of one 1000 G.P.M. Triple
Combination Fire Engine for the Bozeman Fire Department. Affidavit of publication of "Notice to
Bidders" was presented. Three sealed bids were on file and it was moved by Commissioner Sedivy,
seconded by Commissioner Langohr. that the bids be opened and read and the motion was carried by
the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr
and Mayor Morrow; those voting No, none.

Upon request of the Fire Chief, concurred in by the City Manager, it was moved by Commissioner
Langohr. seconded by Commissioner Sedivy, that the bids be referred to the engineers and the Fire
Chief to check the bids in detail, prepare tabulation and make recommendations in regard to the bids
at the next Commission meeting and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
Authori_ty to Purchase Copper Pipe - 800 Feet 1-1/2", 600 Feet 2" - Approximately $1.950.00:
The Water department has need for BOO feet l~" and 600 feet 2" Copper pipe in the approximate
amount of $1.950.00 and requested authorization to purchase the necessary copper pipe. It was moved
by Commissioner Sedivy, seconded by Commissioner Langohr, that the purchase be authorized as requested
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.
petition Regarding Cleveland Street Parking:
The petition regarding the removal of parking on both sides of Cleveland Street was presented.
Following a thorough discussion, it was moved by Commissioner Langohr, seconded by Commissioner
Sedivy, that the petition be acknowledged and that a further study be made of the University area
prior to modification of present parking or traffic regulations and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and
Mayor Morrow; those voting No, none.
Application for P.L. 90-351 (Safe Streets Omnibus Crime Control) Funds: (a) Education & Training
- $397.80, (b) Radio Equipment - $780.00:
Application for a grant under the Omnibus Crime Control and Safe Streets Act of 196B (P.L. 90-
351) in the amount of $397.80 for the purpose of Education and Training of Montana Law Enforcement
Academy Schools and for the purpose of replacement of Communications and Radio Equipment in the
amount of $780.00 was presented. The Chief of Police was present to discuss the projects and
answer any questions regarding the application.
Following a thorough discussion, the City Manager recommended the Commission favorably consider
submission of the application and it was moved by Commissioner Sedivy, seconded by Commissioner
Langohr, that the submission of the application be approved and the Commission be authorized and dir-
ec ted to sign the application for the Ci ty of Bozeman and the motion was carried by the following
Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow;
those voting No. none.

Bozeman Symphony Society Membership Drive - 26 October - 9 Nov~mber, 1969:
A letter received from the Bozeman Symphony Society requesting permission to conduct a fund
drive in Bozeman from 26 October to 9 November was presented. In concurrence with the recommendation
of the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that
permission be granted the Bozeman Symphony Society to conduct the fund drive as requested and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr,
Commissioner Sedivy and Mayor Morrow; those voting No, none.
Porclamation "Red Heart Tag Day" & Fund Drive - Saturday, 25 October, 1969.
A request from the ladies of the Moose for the Mayor to proclaim 25 October, 1969, as "Red
Heart Tag Day' and to conduct the Red Heart Tag Sale in the City of Bozeman for the benefit of sick
and crippled children to be used for hospitalization and treatment of children from all sections of
Montana in Shodair Crippled Children's Hospital at Helena, Montana, and for the purchase of new and
modern equipment for the treatment of crippling diseases was presented. Mayor Morrow issued the
porclamation and in concurrence with the recommendation of the City Manager, it was moved by Comm-
issioner Sedivy, seconded by Commissioner Langohr, that the Commission concur in proclaiming 25
October, 1969, as "Red Heart Tag Day' and the motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.
Authority to Attend 46th Annual Congress of Cities - Mayor Morrow:
The City Manager reported that the 46th Annual Congress of Cities is to be held in San Diego
California, 1-4 December, 1969, and recommended that Mayor Morrow be authorized to attend this very
importan~ meeting. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that Mayor
Morrow be authorized to attend the conference and, it being in the public interest his expenses be
paid from the General fund and the motion was carried by the following Aye and No vote: those voting
aye being Commissioner Langohr and Commissioner Sedivy; those voting No, none.

The City Manager commented on the claims and found them to be true and lawful claims against
the City of Bozeman and recommended they be approved and the Director of Finance be directed to
issue warrants in payment. After examination of the claims and checking the Claim register, it was
moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the claims be approved and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy,
Commissioner Langohr and Mayor Morrow; those voting No, none.
Adjournment:
There being no further business to come before the commission at this time, it was moved by
Commissioner Langohr, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion
was carried by the following Aye and No vote: those voting Aye
