Minutes - CO.160 BOARD MEMBERS PRESENT: Bob Hawks, Chair Don Beeman Doug Chandler Sandy Dodge Tom Starner CITY STAFF PRESENT: Carolyn Poissant,TOP Manager Mitch Overton, Parks&Recreation Director Thom White,Parks Superintendant Melanie Eubank,Recording Secretary,Parks&Recreation Dept A. Call meeting to order (2:00 p.m.) - Chairman, Bob Hawks B. Approval of Minutes: • June 16, 2015: Motion by Thom White, Seconded by Sandy Dodge; Approved by all. • July 16, 2015: Motion by Sandy Dodge, Seconded by Don Beeman;Approved by all. C. Changes to the Agenda: Added David Cook to speak on the need for more park land , acquisition by the city. !' D. Public Comments: None E. Disclosures -- Sandy Dodge shared that his term on the board expires and will not be reapplying. A discussion followed regarding seeking a replacement. a F. FYI/Discussion Items i. David Cook,who is a member for the Recreation and Parks Advisory Board, spoke about his views on the need for acquiring more park land with TOP funds and asked the Committee to consider buying small, select parcels of land for future park development as it becomes identified or associated with other development throughout Bozeman. He offered to return to discuss this further with the Committee at the next meeting. Questions and comments were raised about the HOA parks,and Chairman Hawks said that this topic could be further discussed when it's been added to the next agenda. i ii. TOP Manager update 7 i f • Bozeman Pond Park Expansion: -- Had the site plan review with DRC this week,have a second review next week, and is on city agenda for 11/16. Requesting additional funding, approximately$250,000 which was on the master plan: paved parking lot, extend water main connection,put in a street light, the restroom,and 3 small picnic shelters. GVLT and schools will do . the natural playground. The fencing vendor is planned around the dog park, and it will have a water fountain. -- Mitch commented on the creation of streets,how that process affected the development, and how some items hadn't been planned for and budgeted for initially, such as the road that was platted for this land originally but isn't needed in the middle of this park. • Bozeman Sports Park: -- Master planning process has been completed with input from a variety of individuals and groups. The plan will be a phased process, the total cost is estimated to be $18-20 million,which would include 12 fields, restrooms, a dog park, irrigation pond, maintenance yard, concession complex, and parking. The initial phase would be 4 fields, a small restroom building with concessions and maintenance for$4.5 million. May be submitting an alternate bid for 2 artificial turf fields. -- There were questions and comments regarding these numbers being different than what had been originally planned. Mitch explained how the TOP funds get the park started but the remainder would be funded by the private group. Carolyn offered to email the members the cost estimates and the preliminary design. • Bozeman Creek Enhancement Project at Bogert Park: --Waiting on FEMA's approval of the permit and FEMA is remapping the area so that is affecting our permit process. Once resolved we can go through site plan approval,and actual construction will start late summer or early fall. • Story Mill Community Park: -- In the midst of the master planning process,have hired Design Workshop, had an public open house and did interactive surveys to gain input. Results included utilizing the site for multiple uses and various experiences. There are no cost estimates yet. Trying to address Griffin improvements and how to fit in a pedestrian crossing. -- Mitch shared info about the Boys &Girls Club (adjacent to this park) being for sale and how this would be an instant community center,a gymnasium for programming,and the infrastructure the park would need. He is currently looking at the option for a partner,who would have a natural tie to the park,to share the building. • Trail to M: -- In the process of negotiating the right of way on Bridger Drive, have permission from 2 of 5 property owners but still in discussion with the other three. This project is an impetus for enlarging the parking lot at the M by the forest service,with a pedestrian underpass to the forest service property. • Front Street: -- Funding has been approved by the commission, and they are aware of the encroachment issue. The adjacent property owners are agreeable. Still negotiating about the right of way encroachment permit which won't affect the design. • EGRA application: (report from Doug Chandler/ Rotary Club) -- Doug explained a map of the park where they would like to see various improvements, including a new road and entrance to the park, and what the process has been over the last 20 years to make this happen. Mitch suggested that Doug include this in the Master Plan. iii. Priorities for remainder of TOP bond funds -- Mitch defended the committee's work thus far by identifying all of the purchases of park land with the TOP funds and explained that by including partners we've had "instant community support" for the projects. -- Bob commented on the idea of buying park land saying that it was more like a catch up rather than trying to get ahead of the game. -- Mitch passed on what he hears from folks who are interested in a mountain bike park, (location next to Snofill &the landfill) and the interest has picked up again. He stated that a project like this would need a specialized, support group/volunteer group who could take on a majority of the maintenance responsibility. The costs would come in the need to design and resurface the area. The cost would be more than what the TOP funds would allow. But it would be a big community impact project, giving"a lot of bang for your buck," and would be a type of park that Bozeman is lacking. iv. Set date for next meeting: November 19, 2015 at 10:00 am G.
