HomeMy WebLinkAbout1969-07-09 I I I Bozeman, Montana 9 July 1969 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 9 July 1969, at 1:00 o'clock p. m. Present were Mayor Morrow, Commissioner Sedivy, City Manager Fryslie, Ass't. City Manager Keyes, City Attorney Berg and the Clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held 2 July 1969 were read and it was moved by Commissioner Sedivy, seconded by Mayor Morrow, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none. Open Bids 1969 Sidewalk & Curb Construction Program: This was the time and place set for receiving bids for the repairing of miscellaneous sidewalks and curbs. Affidavi t of publication of "Notice to Bidders" was presented and it was moved by Mayor Morrow, seconded by Commissioner Sedivy, that the bids filed with the Clerk of the City Commission be opened and read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none. The following bids were opened and read: Ron Aafed t W. D. Howe 11 s - 617 West Mendenhall, Bozeman - 522 West Aspen, Bozeman $ 3 , 5 77 . 50 4,262.50 The bids were then referred to the City Engineer for his study and final recommendation. Use of Bogert Park for Bike-a-Lite Program - 2 August 1969. Fowler Beef & Swine 4-H Club: A letter from the Fowler Beef & Swine 4-H Club requesting permission to use Bogert's Grove on Saturday, 2 August 1969, from 9:30 A.M. to 12:30 P.M., for the purpose of conducting the Bike- a-Lite Program and to assist in applying reflective tape to make each bike visable after dark from all angles was presented. It was moved by Mayor MOrrow, seconded by Commissioner Sedivy, that permission to conduct the Bike-a-Lite Program as requested be granted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none. Report of Fire Associatbn Meetings - Chief Huber: Fire Chief Huber reported on his and Fireman Wruck's attendance at the Montana Fire Chiefs and Fire Fighters joint convention held in Missoula 19-21 June 1969. He felt it was a very well planned convention with some excellent speakers and the information received therefrom was very valuable. It was moved by Commissioner Sedivy, seconded by Mayor Morrow, that Chief Huber be highly commended on the excellent manner in which this report was presented and that it be accepted and approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none. Authority to Install above Ground Propane Storage - American Oil Company - 713 E. Main St.: A request from the American Oil Company for permission to install an above ground propane storage tank at their station at 713 East Main Street was presented. Following a thorough discuss- ion and in concurrence with the recommendation of the Fire Chief also concurred in by the City Manager, it was moved by Mayor MOrrow, seconded by Commissioner Sedivy, that the permit be granted as requested and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none. 375 376 Report for June: The following reports were presented for June: Director of Public Service Semi Annual Bldg. Inspector Fire Chief Cashier chief of police The City Manager commented on the reports and recommended their approval. It was moved by Commissioner SediVY, seconded by Mayor Morrow, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none. Consideration of Bids: Award of Walks and Curbs Construction: The City Engineer having completed his study of the bids for construction of Walks and Curbs (1969) recommended that Ron Aafedt, Bozeman, Montana, be awarded the contract for the improvement of the walks and curbs on the basis of his low bid of $3,577.50. The City Manager concurred in the recommendation of the City Engineer, and it was moved by Mayor Morrow, seconded by Commissioner Sedivy, that the bid be awarded to Ron Aafedt on the basis of his bid in the amount of $3,577.50, it being the lowest bid and that the bid security of the unsuccessful bidder be returned and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none. Plans and Specifications for Waste Water Treatment plant: Plans and Specifications covering the proposed Waste Water Treatment Plant, Volume 1 and 2 and the Sanitary Sewer, Volume 1 and 2 prepared by Thomas, Dean & Hoskins were placed before the Commission. The Division of Environmental Sanitation, State Department of Health, Helena, Montana, and the Federal Water Pollution Control Administration having approved the documents as presented, Thomas, Dean and Hoskins, Inc., consulting engineer~ also concurred in by the City Manager, re- commended that a call for construction bids and a sale of revenue bonds in the maximum amount of $1.400,000.00 be authorized. It was moved by Mayor Morrow, seconded by Commissioner Sedivy, that the Plans and Specifications for the Waste Water Treatment Plant and the Sanitary Sewer Construction be approved and the Clerk of the Commission be directed to publish a "Call for Bids~' for the construction lIith an opening date of 13 August 1969, and to advertise for bids for the "Sale of the Revenue Bonds" in the approximate amount of $l,400,000.00 to be received and opened Tuesday, 19 August 1969 at 1:30 o'clock p.m. and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none. Adjournment: There being no further business to come before the Commission at this time, it was moved by Commissioner Sedivy, seconded by Mayor Morrow, that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none.
