City Commission Room, City Hall 121 North Rouse Avenue Minutes Board Members: Katherine Ball: Present Katie Tennille: Present Don Derby: Excused Russ Tuckerman: Present Lynn Flansaas: Present Marypat Zitzer: Present Jim Korth: Present Other Staff: Cyndy Andrus,Commission Liaison: Present Mitch Overton, Parks& Recreation Director: Present Thom White, Parks&Cemetery Superintendent: Present Melanie Eubank, Recording Secretary: Present 1) Call the Meeting to Order: 1:02pm 2) Changes to Agenda: None k 3) Approve meeting minutes from November 12,2015: Approved as amended [Yes: 7/No:0] 4) Public Comment: None fi 5) Disclosures/Announcements: --Chair Tuckerman recognized the passing of veteran and cemetery committee member Gene Brooks who gave the city 25 plus years of service,plus family,plus country. His beautiful graveside service will have �! him watching our next expansion right near the kiosk. d) Financial Report:Anna Rosenberry --Presented an overview,discussed perpetual care fund.Shared several good news items and walked us through her handout. (attached to agenda) Explained what these funds looked like about 5 years ago. Staff and Board discussed 2012 fee increases,how our rates compare with other cemeteries,and how burial trends can affect the perpetual care fund. 7) Draft of Master Plan Wording and Review:Russ Tuckerman --Decided a subcommittee would be the best way to move forward to work on an updated Master Plan. Katie,Russ,and Katherine will form the subcommittee. i --Thom or Mitch will review the drafts with the subcommittee. After some discussion,the goal was to present as an ammendment to the 1994 master plan with a few fresh needs,wants and desires. Will start ' with a review of what has happened and move towards another 5 plus year plan. Will aim for a draft in May with a final in August. I` 8) Veterans Wall Update:Don Derby(Excused absence) p Superintendent Report: Thom White --Everything is going well in his department right,taking care of day-to-day chores of the season. --SWMT Veterans'Cemetery Update: Peaks and Plains was the contracted designer for this cemetery. The images of the mock-up design were discussed. --Mitch explained his meeting with Sen. Tester's representatives who were supportive,how PeaIcs and Plains worked on several of these design standards,and agreed with Thom's perspective of the design. The connection between columbarium and the inground burial area needs some change. -- Jim shared the goals and amounts for the board to keep in mind. -- Marypat added that the chevron designs could be repeated,no stairs, addition of trees. -- Katherine pointed out the possibility of the facility being enclosed for protection from our changing climate. -- Will be adding Sunset Hills Cemetery Trails to the Kiosk. 9) Director's Report:Mitch Overton --Some preliminary discussion with BSF.Snowmaking ability on site. Working with a consultant for a better plan for snowmaking. They will bring a proposal to this board and the RPAB. -- Marypat explained her view of a discussion she had with some of the ski community. Mitch appreciated hearing this. --Request for a standing map at every meeting. --The BSF lighting update:has been installed,4-5 pedastals, and is working okay. --The trees order for this year:9 conifers, 1 Douglas fir,2 and 6 Blackhills spruce.Part of cost share program allowed for a Dakota birch which has been ordered. Russ commented about Jennifer's report from last meeting and reminded everyone that the board agreed they wanted to include more deciduous, colorful plantings.Mitch added that the plan is to alternate years,one year deciduous and the next year conifer,and so on. 10)Water Conservation Report:Lain Leoniak --Update on the water project 11)Commission Report:CyndyAndrus 12)Confirm next Meeting Date: May 12a, 13)FYI/Discussion a.Advisory Board Report 14) Adjournment: —3pm Russ Tuckerman, Chairperson Date Melanie Eubank,Recording Secretary Date
