Curtiss St. BOARD MEMBERS PRESENT: Bob Wade, Chair Beth Thorsen Sandy Dodge David Cook Brian Close Salal Huber-McGee Matthew Parsons,Vice Chair Absent: Stephanie Gray Matt Hausauer Steve Roderick Carson Taylor, Commission Liaison Monica Rodriguez Richard Shanahan CITY STAFF PRESENT: Mitch Overton, Parks& Recreation Director Britney Mortenson, Recording Secretary GUEST PRESENTERS: COPIES OF THE RECORDING ARE AVAILABLE UPON REQUEST —Chairman Wade called the meeting to order at 7:05pm and adjourned at 8:07pm. -Item#1—Approve November 13, 2014 meeting minutes: Motion: Boardmember Cook motioned to approve the minutes. Boardmember Close and Boardmember Dodge seconded the motion. The motion passed unanimously. Linked Minutes of the Recreation and Park Advisory Board Meeting,December 11,2014 —Item#2—Public Comment Period, limit 3 minutes per speaker: — Item#3— Announcements: • 2 new people have applied to be on the board o Boardmembers Roderick and Thorsen have already reapplied o Boardmembers Huber-McGee and Gray are in the process of reapplyling • decision for who will be on the board goes before the commission at the end of December or early January - Item#4-Cemetery Land Resolution Update- Director Overton • As of now it is not going before the City commission any time soon, leave it the way that it is for now • working on a Veteran's state cemetery on our cemetery land o state has to have property of the land and has to apply to the VA o currently there is a national veteran's cemetery in Laurel, and state cemeteries in Missoula, Helena o 3-5 acres, near the current veteran's wall o the VA pays for development and equipment, not maintenance costs and operations(which the City would be responsible) —Item #5—GVLT Report: Chairman Wade • GVLT helped with the Bozeman Running Club's Jingle Bell Jog • Superintendent White:fixed the bridge over Story Mill o purchased extra totems, will be put up in 2015 with new signage — Item#6—Subdivision Review Report-Sandy Dodge: No subdivision review for December. —Item#7—Update of TOP Proiects-Sandy Dodge: • TOP board met on December 4 o Carolyn Poissant compiled a report on the current projects -where they're tracking and when we expect to see results o Bozeman Ponds Project: have chosen Allied Engineering as the engineering firm for the project, and GHM from Carbondale, CO as the landscape architect -construction scheduled to start in May, hope to open the expanded park in August 2015 o Bozeman Creek Project: needs extensions due to redesigning project, hoping to do construction in October 2015-June 2016 (during low water) o Sports Complex: only survey complete,small response. Respondents wanted it to look more like a standard park rather than an athletic complex. Hoping to start construction in September 2015, hopeful for soccer playing in 2016 Linked Minutes of the Recreation and Park Advisory Board Meeting,December 11,2014 o Story Mill Project:Trust for Public Land is hiring a design consultant to finish final site plan, plan should be completed in March 2015 o Path to the "M"Trail: National Environmental Policy Act has determined that this qualifies for a "categorical exclusion", environmental review has been cleared, now have to deal with the right-of-ways, moving ahead with looking at design and cost estimates —Itcrn ftft—Dmrlrc Crincrintandant Report-Thom Whits- • lots of end-of-season park projects being completed • one parks worker went to irrigation school • another worker going to Sports Turf Manager's Association in Denver • working with a group out of Boulder called National Ecological Observatory Network (NEON), environmental and climate group that does work in Yellowstone and MSU o want to put monitoring wells around Tuckerman Park for a ten year period • aiming for opening the rinks around Christmas —Item#9—Parks& Recreation Director Report- Mitch Overton: • legislative session this year o hoping to get someone to carry the veteran's cemetery plan to the legislature • looking into transfer of East Gallatin Recreation Area from state to the City,who currently leases it o would need to be a clean site before transfer, which would need to be paid for by the state • CIP: Capital Improvement Plan o meeting on Monday o cemetery and softball complex currently irrigated by municipal City water -costs about$20,000 yearly at the cemetery, $12,000 for softball complex in the summer -want to use Story Mill water rights at ditch, could be enough to irrigate both facilities (currently about 8 cubic feet per second), would have to be diverted -might be a 5 year budget timeline • resolution on Monday's commission agenda for Story Mill Park o aim to close on the property by the end of the year o license agreement for the Trust for Public Lands to access the property and work the area • Oak Springs Park o Boardmember Cook is meeting with the Oak Spring Homeowner's Association on Saturday o this project will be discussed at the Recreation and Parks advisory board meeting in January o currently the park has sidewalks, 3 wells,and is 75%plumbed o has excellent street frontage, could be a showcase park for the North West side of town • put up Christmas lights on the Story Mansion • Bozeman is hosting the 2015 Montana and Idaho State Parks and Recreation conference in October 2015, and also Northern Rockies Tree School —Item#10—FYI: • Boardmember Dodge: a week from today,there is a subdivision review meeting, will be an interesting project presented, encourage Rec and Parks board members to attend Linked Minutes of the Recreation and Park Advisory Board Meeting,December 11,2014 —Item#10—Adjournment: • Adjourned at 8:07pm. r Aa� Bob Wade, Chairperson ATTEST: 6'r i+Y\.eu4 M.6r4fm coves Britney Morte son, Recording Secretary PREPARED BY: &- 4)L\=t(,/ q o d Britney Morte son, Recording Secretary Approved on /� g zog Ofs 4
