Curtiss St. Minutes BOARD MEMBERS PRESENT: Bob Wade, Chair Richard Shanahan Stephanie Gray lade Sobek Matt Parsons Tony Thatcher Steve Roderick [Excused absence: Brian Close,Steve Schnee] STAFF PRESENT: h Mitch Overton Melanie Eubank A. Call meeting to order: Boh Wade, Chairman B. Changes to the Agenda: At this time, there was not a quorum in attendance so Bob stated that the Minutes approval would wait until one more arrived. C. Public Comment: None D. Approval of Minutes-May 12, 2016 - Motioned and voted: Yes: 7/All IN E. Announcements: 1 - BSF will present in the fall after they have more information and can answer- questions they've been asked. - Bob asked if we could cancel the August meeting since he has heard that several have told him they won't be able to make it then.July would be held. -The COB is having a meeting tonight for the Strategic Envisioning Plan.There is a poll online for this plan and Mitch encouraged the board members to participate. The data will be combined but divided in topic areas for study. �. G. Committee Report, Discussion,and Action Items: i 1. RPAB Roles and Responsibilities: Matt Parsons [Agenda attachment] - Matt took his MSU plan and edited it somewhat to make it apply to this board. This would her this board review what is done h p , ow the board can better do its job, and work as a team. He said he'd like for this to be used to promote some debate.The set of goals established earlier this year came up for discussion and how they are tied to these roles and responsibilities. The Page 1 of 3 x F BOZEMAN MT Parks & Recreation question arose regarding the possibility of this board doing fund raising for the Parks and Recreation Department and if there should be a subcommittee. Tony and Matt decided to get with Brian to combine this with the goals created earlier in the year. 2. Division&Gallatin Valley Land Trust Report: Mitch Overton - Mitch spoke about how well National Trails Day went at the Bozeman Ponds with a great turnout of about 200 people who came to help with clean-up and plantings from 8:30 to noon on Saturday. About 1/2 mile of actual trail was built. - Bob shared that GUT has a Trails Challenge, can sign up on their website, and track your miles on trails from June 4-21st to raise $25,000. 3. Subdivision Review Committee Report: Brian Close-absent - Bob reviewed what was on the report and said it would be repeated in future meetings. 4. Trails, Open Space and Parks Committee Report: Stephanie Gray - Stephanie said there wasn't much to meet about as a committee, was less than $900K left of the bond funds to work with, and all the projects were now in various stages of production. - Mitch announced that the City had just received a Land and Water Conservation Fund grant of$125,000 for building the rest room & way finding station at the Sports Park project. - A discussion continued about the balance of the bond money, considering how to use it and if it should be used for a new project. S. Parks &Cemetery Superintendent Report: Thom White-absent 6. Parks &Recreation Director Report: Mitch Overton - Mitch repeated the Strategic Plan meeting going on tonight. - He mentioned new park signs with a larger font that have been rewrapped and are being installed. -There will be 2 large tournaments going on next weekend: Battin the Bridgers for Bozeman Baseball and Bozeman Blitzz. -The Parks division is having some irrigation system problems right now that Thom and his crew are working on. - He explained a national campaign that TPL has begun to promote the idea for "a 10 minute walk to a park." Bozeman is on their list for participation in this study. - Mitch stated that the PROST Plan will need to be updated next year which will Page 2 of 3 MT BOZEMAN Parks& Recreation be 10 years. He explained how other communities are tying their Community plans to their PROST plan. -The recycle program will be started this weekend at the Battin the Bridgers tournament and at Bozeman Ponds, slowing adding others. - He gave an update of Rose Park and the disc golfing course and some discussion accompanied this topic. - Some new discussion followed about fees for aquatic user groups and lane usage and increases in fees overall. 7. City Commission Perspective: Mayor Taylor-absent H. FYI/Discussion I. Adjournment This hoard generally meets the second Thursday of the month from 7:00pm to 9:00pm.
