Call Meeting to Order: Matt Parsons,Vice Chairman 2. Approval of Minutes: February 11, 2016 Meeting Minutes—Motioned and Approved[Yes: 9 No: 0] --A discussion was started about the status of the Sports Park Foundation's fund raising efforts and if they will meet their deadline for this project. fl 3. Committee Report,Discussion and Action Items: ; s a) Proposed Bozeman to Belgrade Paved Trail Presentation:Marilee Brown - Ralph Zimmer,the Chairman of the Bozeman Pedestrian&Traffic Safety Committee,spoke about this trail plan, explaining which groups are involved and that the trail was on the City's 2007 PROST plan. - Marilee handed out a map showing various sections of already developed trail that will be connected by their efforts. Her group,Citizens for a Safer Gallatin Valley,already presented to and received it support from the city of Belgrade and the county for their proposed trail.She asked for the support of the board and explained the need for the cities of Belgrade and Bozeman and the county to support the motion for this trail so that MDT can move ahead with their steps for this connected path.They asked everyone to sign their petition on their website, fronta a athwa .com. - Motion to support this proposed trail: (Per handout)"To maximize safety for non-motorized users of the old US10 roadway running west from Bozeman,a ten-foot paved separated shared-use path should j be an integral part of any construction or reconstruction project in that roadway right-of-way.An effort i ,F should be made to extend this path as far as possible and to make it a part of a connected system.Such path should be incorporated into the design of the current slope flattening project reportedly under design east of Belgrade."Motioned and Approved [Yes: 9/No: 0] b) Story Mill Park Update:Maddy Pope and Cary Simmons(Scanned Handouts Attached) -- Maddy Pope is the project manager for Story Mill with Trust for Public Land,and Cary Simmons has a background in park design and works regionally for TPL.She gave everyone 2 handouts, explained some of the history of the project so far and how it will move forward with a new expected opening date of Fall 2018.When all is completed TPL will have raised approximately 10M but still have 2.1M left to raise at this point. --Maddy shared the news that is still confidential that TPL has a donor which is purchasing the Boys and Girls Club with the intent of gifting it to the City as an addition the Story Mill Community Park project. Mitch commented on the opportunities it would provide for the adjacent park,the community, and the Beall Recreation Center. --Cary used the map and schematic plan to explain the various features of the project.After his presentation,Maddy commented that they've put a great deal of thought and design theory into planning how people will move through and use this park,yet the park will actually be very natural, simple and appropriate for our community.TPL will be including$200,000 for the first few years of maintenance before the Park Maintenance District is up and running. c) Bozeman Earth Day Celebration:Jessica Johnson,Neighborhood Coordinator --Jessica explained this year's plans for Clean Up Bozeman Day. Hosted by the Bozeman Beautification Board on April 23rd. Kicking it off with a breakfast to pick up the free gear kits needed.Bozeman Solid Waste will pick the bags up rather than taking them to a pick up point,and they are encouraging a year- long effort to request this service. --After some discussion about the board participating on the day,Steve Schnee and Salal will work together and communicate the plan of where and when to meet with the rest of the board. I d) Division&Gallatin Valley Land Trust Report:Kelly Pohl's report attached - Letter of support for grant to complete the Painted Hills to Triple Tree trail system:Motioned and Approved[Yes: 9/No: 0] e) Goals Sub-committee Draft Presentation: Brian Close(Handout attached) --Brian explained his goals on the handout and the process of reaching them.For the last item about Cash in Lieu, Brian asked for Mayor Taylor's opinion on where this should start.The explanation was that the UDC and legal department will need to come together to set forth a proposal for using Improvements in Lieu which this board may have input and then it can be put to use for implementing the Cash/Improvements in Lieu. -Mitch gave an explanation of the process of each application,for utilization of cash in lieu funds before it goes to Commission for the request,and where the board would participate and review it. -Brian asked Mitch to have a budget presentation next month. -Brian pointed out the need for a subcommittee for the review and examination of items under II. Other Ordinance Board Obligations(facilities)and then a nomination/recruiting subcommittee. -Motioned and Approved [Yes: 9/No: 01 S t f) Trails,Open Space and Parks Committee Report:Stephanie Gray I -- None,no meeting j i g) Parks&Cemetery Superintendent Report: Thom White --Thom explained the current workload and how the weather has affected what they are doing such as the tear down of the hockey boards and ice rinks.New supply of park signs has arrived and can be installed since there is no longer ice in the ground.Regarding the budget,he explained how water conservation is a major consideration,and an efficient'smart system'for controlling the park watering �I ,I x s throughout the city will be necessary in the near future.City Works software has been an efficient tool to track the snowplowing jobs his park crew have had this season.Another busy year coming up with two large tournaments(soccer and lacrosse academy)that will be here this summer.He anticipates that will only grow,and Bozeman will become a destination location for our fields and parks. h) Parks&Recreation Director Report:Mitch Overton --His update began with Spring Break Camp scheduled for next week. Park Maintenance District made the Commission Goals so they will move ahead with work within the department.City Works will give them some important maintenance and asset data to work with. Bozeman Pond bid opening this week. The program guide went online on March 1st and hard copies will be out April 1st in the Montana Parent magazine.Subdivision Review Procedures will be on the Commission agenda on 3/21.Will be bringing the FY'17 Budget at next month's board meeting.The biggest news is that of the Boys&Girls Club addition. Carolyn Poissant pointed out the Bozeman Ponds project came in under budget and explained how she is able to do that by doing much of the work and purchasing directly herself. i) City Commissioner Perspective: Carson Taylor --Budgeting input will make a difference,and he is certain they will hit the maximum budget amount allowed by state law. (Increases can only be half of the inflation level) With a Park Maintenance District, those costs will be taken out of the budget and be managed separately,which will help with future budgets. Chris Mehl has volunteered to be the Commission Liaison for the Park Maintenance District. 7. F.Y.I./Discussion a) Ending comments: Mitch added that the results of the Citizen's Survey of the parks are now on the website and suggested the board check it out. 8.
