5. Announcements:
Bob Wade explained Mandy Patriarche, a student member,resigned. Marlo Kapsa was present and
her term runs through Oct. 2nd. He explained that she would need to contact the City Clerk and
reapply. We now have 13 members on the board. l
6. Committee Report,Discussion and Action Items:
a) Affordable Housing: Wendy Thomas [3 items attached]
• Presented background information for the proposed Inclusionary Housing Ordinance,
specifically the benefits because one of the benefits is reduction in parkland dedication.
• A recent survey determined the Bozeman rental housing has a zero vacancy rate.Meanwhile
the costs of housing are going up.

• In order to offer more affordable housing the city adopted a Workforce Housing Ordinance,
and then the housing market fell off the cliff. The analysis was that the market was meeting
the need so ordinance was put on hiatus. At that point, Wendy was asked by the city to come
back on a quarterly basis with updates. Once the market began to improve, she was asked to
get a best practice critical analysis for recommendations.
• Affordable Housing Incentives chart was handed out and used to explain the variations in 3
Area Median Income.
• Sandy Dodge gave a recap of his Subdivision Review meeting when they approved of this
ordinance. Liked that everyone would be contributing.
• Commissioner I-Ho Pomeroy, as a guest,passed out a handout explaining her ideas and
spoke about the importance of Affordable Housing and Parks,and she explained other
options to raise necessary funds through voluntary donations when paying utilities and by the
resale of A.H.properties.
• Motion to accept the Inclusionary Housing Ordinance by Sandy Dodge, Seconded by Brian
Close, and Approved [Yes: 11 vs.No: 1]
b) By Law Section 13 —Attendance at Board Meetings: Bob Wade [Item attached]
• Bob Wade spoke on the obligation of attendance. There were comments about the summer
months and changing those, but Bob Wade said if we set up a reporting time to determine
who can attend, the chair can determine if there will be enough for a quorum and either
continue to plan or cancel those at that time.
c) Division& Gallatin Valley Land Trust Report
• Thom White reported they are in the process of getting building permits for Snowfill,and
those are 6 weeks out.

• Remington Apartments: It's a 24 unit apartment building. They put in a very nice park
proposal which will be directly across the street from another apartment building that doesn't
have any parkland. They are short 1.56 acres and to fill their requirements,want to do a cash-
in-lieu in the form of improvements to their parkland such as playground equipment and bike
racks.
• Norton East Ranch Phase 3: This group asked for a change to their original plan because of
some excavation materials that were dumped but then came back 2 days later and said they
would stick to the original plan.
• West Winds: It's on Davis Ln. across from the regional park and wants 54 lots.It's an older
subdivision that already met its parkland dedication,but it has been splintered off into 3
different ownerships. The ownership that is working on phase 5 wants to improve on their
parkland rather than add more since it is directly across from the regional park. Their final
actual numbers still needs to be reviewed by the Subdivision Review committee.
• The committee's next meeting will be Sept. 18t"
e) Trails, Open Space and Parks Committee Report: Sandy Dodge
• Monday,the 28 b,the Front Street trail extension will go before the city commission for
approval of the money.
• The Front Street encroachment permit will be given for building owned by the Ogles that is
50%on the right of way.
f) Story Mill RFQ Report—Stephanie Gray
• RFQ for Story Mill Community Park is done and chose the Design Workshop.Next in the
process are the public workshops to get ideas. Community workshops will get input from the
public on the design from Oct. 10-20.
g) Parks&Cemetery Superintendent Report: Thom White

• Fall user groups are starting up their programs, like AYSO,Midget Football, Lacrosse fall
league. Meanwhile, our staffing size has dropped to a skeletal crew.
• New full time employee has been approved and will provide weekend coverage. His focus
will be to work on the city's failing, old irrigation systems over roughly 150 acres.
• Deferred Maintenance: Thom explained that when the HOA turns over their park to the city,
like the recently acquired Lerner Park where the HOA hadn't taken care of it,then it
becomes an issue of poor or nonexistent maintenance that has to be upgraded or fixed. As
with the Lerner Park,they have spent a lot of unexpected time taking care of these issues.
h) Parks &Recreation Director Report: Mitch Overton
• Mitch Overton continued to add to Thom White's report about taking on the HOA parks.
We've started a preconstruction walk-through. Thom and our tree foreman have taken time to
assess the properties in an attempt to avoid having these problems again. We want to make
sure our regulations are being met. All the specs are written out,but there hasn't been any
over sight but we are doing that now.
• At the last Cemetery Board meeting,there was discussion of consolidating the boards,but
decided that each board has some significantly large projects going on, and it would be best
to keep them separate at this time.
• On Wed., Sept. 16"',there will be the Sports Park Master Planning Presentation from 6-
8:00pm in the commission room at City Hall.
• Mitch Overton explained the conceptual plan of the Sports Park. There are lots of details to
consider,like what infrastructure will be included. We bought the land with$2 million: $1.8
million for road infrastructure assistance which leaves$3.6 million for fields and associated
amenities. How much can we build with what we have?He explained that at minimum 4
fields can be built, and that is without any of the funds from the Sports Park Foundation. He
went on to explain the various features shown on the preliminary rendering of the park. He
estimated that Phase 1 of the park would be ready in 2018. However,if the Sports Park
Foundation can raise some of the funds,there could be more that would be ready. U
• The discussion moved toward how much money it will take to complete and who will
provide that. It's estimated that it would cost about$18 million to complete this park.
• Mitch commented that the Parks and Recreation Program Guide is out now. We are hosting
the combined Idaho and Montana conference on Oct.26-29,at the GranTree. Vendors will
be on display and free to come and look. The Front Street connector is on Sept. 28"'. i
