Motion: Vice Chairman Parsons motioned to approve the minutes.

— Item#2— Report on B -Laws:
• Boardmember Dodge
o neat outline,great for training packet
• Boardmember Close
o will have options for subcommittees
• Commission Liaison Taylor
o can we pass our own by-laws?
o Boardmember Close: "Robert's Rules" could come in handy, using it as a template, open to
options
o he advises that we loosen the rules of"Robert's Rules" for our board's needs
— Item #3—Adopt A Park: Vice Chairman Parsons
• Chairman Wade and Vice Chairman Parsons attended subcommittee meeting two weeks ago,with
Terry and Jan from the Beautification Board
o they would like six people total on the subcommittee, would like to add one more member
of the Parks& Recreation Advisory Board onto the subcommittee
o they have one meeting per year
o trying to get local groups to sign up for the Adopt a Park program
-would include clean up, could adopt from one flower bed up to a whole park, path
maintenance, signing a contract, would have an official sign
-board discussed wanting to see sign proofs before they are created
• Director Overton
o this is a pretty cool community buy-in project, staff would initially meet with the groups
o gives a sense of ownership in our local park,could eventually help with taxpayer dollars
• Boardmember Huber-McGee
o there should be guidelines for what each group would be doing
—Item#4— Subdivision Review: Sandy Dodge
• All of the subdivision review materials and that board's commentary can be viewed online at:

- Item #5 - Division & GVLT Report: Bob Wade
• Wrote two letters of support for GVLT for their applications for grant funding and funds from TOP
bond, and will send them out
—Item #6—Committee Appointee
• Boardmember Dodge would like to be re-appointed as the committee appointee for the TOP board
• Motion: Boardmember Cook motioned to approve.
• Boardmember Close seconded the motion.

--Item #7— Update of TOP Projects: Sandy Dodge& Carolyn Poissant
• Boardmember Dodge
o worried that the public perception implies nothing is happening, there might be more that
could be done to make the public aware of progress on TOP projects
o two pending applications
-The Villas
-neighbors initially raised $400,000, requesting TOP funds to pay the remainder for
the asking price of the land
-$120,000 of their funds has been withdrawn by the donor
-they passed the first rough-cut matrix in the TOP application process, but need to
reapply due to losing some of their funding
-Commission Liaison Taylor: City will not come between two private contractors to
prevent development
-needs thorough vetting of old landfill property before any development
would be approved
o Front Street connector trail
-project with GVLT, would connect trail along Oak St.to Depot Park
-Kenyon Noble has encroached into the right of way
-GVLT is requesting TOP funds for this project j
• Trails, Open Spaces, and Parks Design and Development Manager Carolyn Poissant
o making lots of behind the scenes progress
o all five parks are in the design process
o approval of the Bozeman Ponds Park master plan
-some changes made from the first master plan
-25 foot encroachment by Hearts and Homes property, considering proposing an easement
to let them utilize the space 1
-HAVEN will be co-developing Pond Row
• Motion: Boardmember Close motioned to approve the Bozeman Ponds Master Plan.
• Boardmember Cook seconded the motion.
• The motion passed unanimously.
—Item #8—Superintendent Report:Thom White
I
• spring projects starting
o trash, restrooms, mowing
• Superintendent White and Parks Foreman Eisenman are working with GIS to track key components
for the Parks Division
• met with Meadow Creek HOA
o Lerner Park as a 6 acre athletic park, and another 4 acre park
• had to cut down on rest periods for fields due to demand
o huge new athletic tournaments this year

• Park Improvement Grant Applications
o had 6 apply,2 are likely to not be chosen
-playground in Ainsworth Park-will already have a playground with their HOA
-toilet at Snowfill, might be okayed by the commission on its own and will be likely funded
eventually
o $49,000 requested for Oak Springs Park
-with a match from the HOA, could get a park built
o Friends of Bogert Park bike racks
o Rose Park trail re-route, off of private property
o Boardmember Cook
-the application process seems to have evolved, is not as easy to apply as before
-Superintendent White: city divisions have processes that must be followed
o Commission Liaison Taylor: suggests that before the next round of park improvement
grants,the board could discuss them
—Item #9— Director's Report: Mitch Overton
• new Spring and Summer program guide is in print
• seasonal hiring interviews have started
-need more lifeguards
• legislative update
-Cash In Lieu changes died
-parkland transfer at East Gallatin Recreation Area: died
• working on annual report
-TOP Manger Poissant will email a draft to the board who expressed interest in seeing it
• Bozeman is hosting the state conference for Parks& Recreation professionals
—Item#10—City Commissioner Perspective: Carson Taylor
• think about the budget
o what would we like to accomplish if we had more money to do so?
o what would we choose to cut from budget?
o what are we missing out on accomplishing due to budget constraints?
—Item#11—Adiournment
