Board member Cook seconded the motion. The motion passed unanimously. I Linked Minutes of the Recreation and Park Advisory Board Meeting,January 8,2014 — Item#2— Nomination & Election of 2015 Officers: Motion: Board member Dodge motioned to nominate Chairman Wade and Vice Chairman Parsons to continue their posts for 2015. Board member Cook seconded the motion. The motion passed unanimously. —Item#3—Public Comment Period, limit 3 minutes per speaker: —Item #4— Announcements: • Chairman Wade o noticed favorable press accounts for parks o new student should be appointed to the board soon o had 7 people apply for 4 openings on the board - Item #5 -Subdivision Review: Sandy Dodge OVERVIEW: • The proposal is for development of a 53.77 acre parcel west of N 271h and bounded on the north by E Valley Center Road and Westlake Road. 3 commercial lots will comprise 32 acres and an R-O lot will take up 4.6 acres. The remainder is to be developed as 85 townhome units,generating a 2.55 acre dedication requirement. The extent of the residential component of the R-O lot will be determined later as the project develops. • Immediately to the south of the townhome lots is Cattail Park, a minimally developed park with a large pond and a loop trail around it. COMMENTS: • 3 parks are included in the proposal totaling just over 4.5 acres. o Park 1 will border Cattail Park creating a larger aggregated park. The applicant suggested extending the E/W street on the north the length of the park,which would improve the street frontage. o Park 2 is a linear park along the east boundary of the residential component. This will create a buffer between residential and commercial as well as providing bike/ped connections. o Park 3 the developer has since determined should be open space rather than dedicated park. Even without counting this park the project exceeds its dedication requirement. • Specifics on park development and the location and nature of the neighborhood center are yet to be determined. RECOMMENDATION: • We support the street extension on the north side of Park 1. • Developing Park 1 should have a positive effect on Cattail Park and we would like to see the developer work with the Cattail HOA to form a joint park with shared responsibilities. • Park 2 should be developed as a trail. Applicant has indicated that all trail connections are being redesigned at this time and will be determined when we get to Preliminary Plat. Our discussion regarding trails was productive and we look forward to seeing the progress of this plan. �2� Linked Minutes of the Recreation and Park Advisory Board Meeting,January 8,2014 • Even as public open space we have concerns about Park 3. With virtually no street frontage and only one access point this has potential for becoming a "secret park". Furthermore it is fronted almost entirely by backyards; encroachment issues are inevitable. In our view the best use of this strip would be as a trail. This would require at least one access point on the south end. An added benefit to this would be allowing bike/ped travel through the development that does not need to cross the numerous driveways along streets A and B. —Item #6— Update of TOP Projects -Sandy Dodge: • There was an article in the Chronicle about current projects —Item #7—Oak Springs Park- David Cook: • the land was consolidated between Diamond Estates and Oak Springs o bank took over Diamond Estates and sold it off • East section was developed into Sundial Park with the Oak Springs HOA o West section (6-7 acres) undeveloped, but has wells,water,and sidewalks • HOA came to the City and asked for help developing it o HOA likely collects around$70,000-80,000 a year in HOA fees o HOA wants to partner with the City to finish the whole park • Superintendent White will meet with the HOA before it is proposed to the City Commission o if everything moves quickly,there could be seeded grass by August • Board member Huber-McGee o not comfortable with RPAB voting until we see pricing for the project o Board member Cook: RPAB can vote on getting the ball rolling for this project,to show support, not currently voting on anything regarding costs • Superintendent White: o maybe has 50-65%of amenities still intact o company who originally installed things could be used again • Vice Chairman Parsons:what is our current Cash-In-Lieu balance? o Director Overton: around $297,000 • Motion&Vote o Board member Cook motions to approve, Board member Dodge seconds 0 7 board members vote in favor, 2 vote against, motion passes —Item_#8_—Parks Superintendent Report-Thom White: • ice rinks are close to opening • parks division is now responsible for all sidewalk plowing routes • trying to replace all trail totems • parks do seem to be getting used a lot this winter I —Item #9—Parks& Recreation Director Report- Mitch Overton: • closed on Story Mill land acreage-55 acres o next step is getting some signs installed Linked Minutes of the Recreation and Park Advisory Board Meeting,January 8,2014 • finalizing contract with DHM on the Bozeman Ponds Park project • finalizing the memorandum of understanding with the Sports Park Foundation • Plan of Correction request for Bogert Pool for 2015 o will issue license with PoC in place o have budgeted for improvements • legislative session started last Monday o 2 bills -state property transfer to City -allow more appropriate valuation for parkland dedication • resident on Turtle Way came to the Director with concerns regarding development around the East Gallatin Recreation Area o currently zoned for light industrial, is county land o resident is concerned about new development possibilities • goal session at City Commission coming up o theme is likely going to be finish what we have already going on • Lakes at Valley West o developer in on the hook for majority of Durston Ave.and Laurel Glen, etc. o would like assistance with area around Bronken Sports Complex o might be around$68,000 for pedestrian access -maybe could utilize impact fee funds —Item#10—City Commissioner Perspective:_Carson Taylor • was gone for most of December for family matters • any developers of housing near the East Gallatin Recreation Area will be heavily reviewed,to avoid future lawsuits • may have new initiatives coming up Item#10—Adjournment: • Adjourned at 8:40pm.
