HomeMy WebLinkAbout1969-02-26 320 BOZEMAN, MONTANA 26 February 1969 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 26 February 1969, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy, Commissioner Langohr, City Manager Fryslie, Ass't City Manager Keyes, City Attorney Berg and the Clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held 19 February 1969 were read and it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: Those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Authority to Attend National Fire Service Training Session - Great Falls, 1-13 March 1969 Ass't. Chief Hoey: The National Fire Service Training Session has scheduled a class on salvage and overhaul to be taught in Great Falls, Montana, 10-13 March and in concurrence with the recommendation of the Fire Chief, also concurred in by the City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that Ass't Fire Chief Herbert Hoey be authorized to attend the class and, it being in the public interest his expenses be paid from the General fund and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Authority to Hold Circus Performance - 16 July 1969 - M.S.U. Fieldhouse: A letter received from Mr. Bud Burdy, Field House Manager of Montana State University re- questing permission to obtain the proper forms to hold Hubert Castles' Three Ring Circus in the Montana State University Fieldhouse for two performances Wednesday, 16 July 1969, was presented. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the subject request be tabled for one week with instructions to the City Manager to confer with representatives of organi- zations in this community who have sponsored circuses or carnivals in an attempt to avoid detri- mental conflicts and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Request to Sponsor "Courtesy Driver Award" - Bennett Agency: A letter received from the Bennett Agehcy advising the Commission that they would like to donate a monthly award of $10.00 to a 'courteous driver' to be presented to a vehicle operator who has exhibited courtesy during the month was presented. Mr. Herb Pace of the Bennett Agency was also present for the meeting to explain the proposed courtesy driver award program, and the Chief of Police presented recommendations for implementing the award. Following a discussion of the outlined program, the Commission concurred in the recommendation of the Police Chief, also concurred in by the City Manager and it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the approval of this program as outlined be granted on an indefinite basis, with the City Commission reserving the right to discontinue the program if and when unforeseen problems should arise and the motion was carried by the following Aye and No vote: Thomvoting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, Request for use of PVC Plastic Pipe as Alternate Plumbing Material - J. W. Tschache & Don Barrick: A letter received from Mr. J. W. Tschache of the 0 Bar J Trailers, Inc., requesting the use of PVC plastic pipe as an alternate plumbing material to reduce building costs in Bozeman, Montana, none. 1 1 I I I I was presented. Mr. J. W. Tschache and Mr. Don Barrick, Building Inspector, were also present to further discuss the use of PVC plastic pipe. Following a discussion, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that in view of the fact that the State Board of Health has approved the use of PVC plastic pipe with certain limitations and upon recommendation of the Building Inspector, following considerable study, authorization be given to the Building Inspector to approve use of PVC pipe on individual job basis upon his determination that the plans and specifications for each project considered meets or exceeds the standards established by the State Plumbing Code for use of PVC pipe. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Announcement of Board Appointments: Mayor Morrow announced his appointment or reappointment to various City Boards as follows: Band Board Term Ending R. B. Reel to replace Roy Cattrel1 who wished to be relieved of his duties on the expiration of his appointment. 3 Year 31 December 1971 It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the City Comm- ission concur in the appointments and'or reappointments and the motion was carried by the Following Aye and No vote: those voting Aye being commissioner Sedivy, Commissioner Langohr and Mayor MorroW; those voting No, none. Request to Landscape Street Right-of-way Chevron Oil Company: A request from Mr. Dave Alder, District Representative of chevron Oil Company of Helena for permission to utilize a portion of the boulevardiSection between the back of curb and sidewa1kl on the west side of North B~oadway for the installation of a planter was presented. The planter would be located between the two driveways serving the filling station from Broadway. In concurr- ence with the City Engineer, also concurred in by the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the request for the proposed beautification program be granted with the City reserving the right to direct removal of the planter if and when circum- stances should dictate a City need to occupy the right-of-way involved for public purposes and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor MorroW; those voting No, none. Contract Documents SID No. 489 - COP Construction Co., - for City Execution: The contract documents for the construction of Water and Sewer lines on East Cleveland Street, East Garfield Street, East Lincoln Street and South Montana Avenue, SID No. 489 as awarded to Cop Construction Company, Billings, Montana, on 13 February 1969 were presented. The City Manager re- 32~ 322 commended that the documents, approved as to form by the City Attorney, be approved. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the contract documents be approved and that the Mayor and the Clerk of the Commission be authorized and directed to sign the contracts for the City of Bozeman, that Cop Construction Company be authorized to proceed on the construction and that the pledge for bid security be returned to COP Construction Company and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Marrow; those voting No, none. Continuation Certificate - plumber & Gas Fitter License Bonds - George Norman; In compliance with Chapter 16 of the Bozeman Municipal Code, the certificate for plumbing and gas fitter license bonds of George Norman, Belgrade, were presented. The City Manager stated the Building Inspector had recommended the approval of the Bonds and the certificates had been approved as to form by the City Attorney. It was moved by Commissioner Langohr, seconded by Comm- issioner Sedivy, that the aforementioned bonds be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Reports continued for January: The following reports were presented for January: Library Director of Finance The City Manager commented on the reports and recommended their approval. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Comm- issioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Adjournment: There being no further business to come before the Commission at this time, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commiss- ioner Sedivy and Mayor Morrow; those voting No, none.
