HomeMy WebLinkAbout1969-03-19 328 Bozeman, Montana 19 Harch 1969 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 19 March 1969, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Langohr, City Manager Fryslie, Ass't. City Manager Keyes, City Attorney Berg and the Clerk. Commissioner Langohr opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held 12 March 1969 were read and it was moved by Commissioner Langohr, seconded by Mayor Morrow, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Bayor Morrow; those voting No, none. Absence of Commissioner Sedivy: In concurrence with the recommendation of the City Manager, it was moved by Mayor Morrow, seconded by Commissioner Langohr, that Commissioner Sedivy's absence from the meeting be authorized to accompany the Montana State University band on a tour, in compliance with Section 2.08.060 of the Bozeman Municipal Code and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Langohr; those voting No, none. Authorization to Attend Police Management School - Chief Cutting 23- 29 March 1969 -M.L.E.A. at MSU.: The Montana Law Enforcement Academy has scheduled a Police Management School to be held 23-29 March 1969 at Montana State University and the Chief of Police has requested authorization to attend the school. The Commission concurred in the recommendation of the Chief of Police concurred in by the City Manager and it was moved by Commissioner Langohr, seconded by Mayor Morrow, that the Chief of Police be authorized to attend the Police Management School and, it being in the public interest his expenses be paid from the General fund and the moti0n was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr and Mayor Morrow; those voting No, none. Authority to Attend League of Cities Meeting - 20 March 1969 - Helena, Commission & Manager: It was moved by Mayor Morrow, seconded by Commissioner Langohr, that the City Commission and the City Manager be authorized to attend the meeting of the Montana League of Cities Board of Dir- ectors and Legislative Committee to be held in Helena, 20 March 1969, and the expens'es be paid from the General fund and the motion was carried by.the.following Aye and No vote: those voting Aye being Mayor Morrow,and Commissioner Langohr; those voting No, none. Request to Hold Broom Sale - Lions Club 8-10 May 1969: A letter received from Wayne Gibson of the Bozeman Lions Club, requesting permission to hold their annual broom sale 8-10 May 1969 in front of the First National Bank Building was presented. It was moved by Commissioner Langohr, seconded by Mayor Morrow, that permission to hold their annual broom sale be granted with the stipulation that the consent of the owner or business firm in front of which they propose to place their truck be obtained and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, and Mayor MOrrow; those voting No, none. Plans & Specifications SID No. 492 - Sanitary Sewer for Approval - $2,500.00: Plans and Specifications covering the proposed improvement in Special Improvement District No. 492 prepared by Thomas, Dean and Hoskins, Inc., consulting engineers were placed before the Commission. In concurrence with the City Engineer, the City Manager recommended that the plans and specifications as presented be approved and that a call for construction bids and a sale of the District Bonds in the maximum amount be authorized. It was moved by Mayor MorroW, seconded by Comm- I I I I 1 I issioner Langohr, that the Plans and Specifications be approved and the Clerk of the Commission be directed to publish a "Call for Bids" for the construction of the Sanitary Sewer Improvements with an openeing date of 16 April 1969 and to advertise for bids for the "Sale of Bonds" of the District in the approximate amount of $2,500.00 to be received 23 April 1969 and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none. Authority to Purchase Sewer Rods - Approximately $800.00: The City has need for sewer rods in the approximate amount of $800.00. It was moved by Commissioner Langohr, seconded by Mayor Morrow, that the purchase of the sewer rod be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr and Mayor Morrow; those voting No, none. Proclamation, "Loyalty Day" - 1 May 1969: A request from the Veterans of Foreign Wars of the United States and of Montana, that Mayor Morrow proclaim 1 May 1969 as "Loyalty Day" in the City of Bozeman was presented. Mayor Morrow announced he had accordingly issued a proclamation designating 1 May 1969 as "Loyalty Day" in the City of Bozeman and urged all the citizens and particularly the officials of the public schools to observe this day in an appropriate way, to renew loyalty and create a new desire, especially in the young America, to once again have the respect that we as Americans were endowed with. It was moved by Commissioner Langohr, seconded by Mayor Morrow, that the proclamation be approved and en- dorsed and the motion was carried by the following Aye and No vote: those voting Aye being Commiss- ioner Langohr and Mayor Morrow; those voting No, none. Ordinance No. 879 - Removal of Ice and Snow from the City Streets: Ordinance No. 879 amending Section 9.12.040 and 9.12.050 of the Bozeman Municipal Code to make it unlawful to place accumulated ice and snow from adjoining private premises in the City streets and alleys was presented. Following a discussion, it was moved by Mayor Morrow, seconded by Comm- issioner Langohr, that the proposed ordinance be tabled and brought back for action at the next regular meeting of the Commission and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Langohr; those voting No, none. Reports for February (Continued): The following reports were presented for February: Director of Public Service Director of Finance Cemetery Sewege Disposal plant The City Manager commented on the reports and recommended their approval. It was moved by Commissioner Langohr, seconded by Mayor MorroW, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr and Mayor Morrow; those voting No, none.
