HomeMy WebLinkAbout1968-10-23 I I I Bozeman, Montana 23 October 1968 The Commission of the City of Bozeman met in regular session in the Commission Room, Cith Hall Building, Wednesday, 23 October 1968, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy, Commissioner Langohr, City Manager Cutting, City Attorney Berg and the Clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held 16 October 1968, were read and it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Consideration of Bids: Tractor-Loader-Broom: Park-Cemetery Department: The Commission was referred to the opening of bids for the industrial type tractor equipped with front-end loader and broom combination for use by the Cemetery-Park department. The bids having been analyzed, the City Manager concurred with the City Engineer and the Superintendent of the Cemetery and Park Department, recommending that the purchase be awarded to Gallatin Equipment Company of Bozeman, Montana, on the basis of their bid in the amount of $5,006.43, it being the lowest bid and equaling the specifications as contained in the "Call for Bids." In concurrence with the recommendation of the City Manager, the City Engineer and the Superintendent of the Ceme- tery and Park department, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the purchase of the Industrial type tractor be awarded to Gallatin Equipment Company of Boze- man, Montana, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Consideration of Bids: Street Sweeper: Street Department: The Commission was referred to the opening of bids for the street sweeper for use by the Street department on 16 October 1968. The bids having been studied in detail by the City Engi- neering Department and the Street Superintendent, it was found that the bid of Roberts Rocky Mountain Equipment Company of Butte, Montana, and the bid of Tractor Equipment Company of Billings, Montana, were both submitted for equipment as alternates to the specifications of the "Call for Bids" and that only the two other bids conformed with those specifications. The City Manager concurred in the recommendation of the City Engineer and the Street Superin- tendent, that the City reject the bid of Rober~ Rocky Mountain Equipment Company and the Tractor Equipment Company and award the purchase of the sweeper to the Pioneer Equipment Company, Butte, Montana, on its net bid of $13,994.00 being the lowest bid conforming to the specifications as contained in the "Call for Bids." It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the units offered by the Roberts Rock1y Mountain Equipment Company and Tractor Equip- ment Company as alternates to the published specifications be declared unacceptable and the purchase of the Street Sweeper be awarded to Pioneer Equipment Company of Butte as recommended and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commiss- ioner Sedivy and Mayor Morrow; those voting No, none. Open Bids: 1 Ton Truck wi Trade-in: Water Department: This was the time and place set for opening bids on a one (l) ton truck with dual wheels in replacement of a 1950 GMC two (2) ton dump truck for use by the Water Department. The Affidavit of publication of the "Call for Bids" was presented. It was moved by Commissioner Sedivy, seconded 275 276 by Commissioner Langohr, that the bids be opened and read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. In concurrence with the recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that Resolution No. 139l creating Special Improvement District No. 489 be passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. proclamation: Gallatin Field Day: Sunday 27 October 1968: Mayor Morrow issued a proclamation emphasizing Sunday, 27 October 1968, as "Gallatin Field Day." He urged all citizens to take note of the efforts of the Gallatin Field City-County Airport Board and the Bozeman Chamber of Commerce that have brought about this new milestone in the history and continued advancement of this City-County community as one of the most progressive and outstand- I I I I I I 277 ing in the State of Montana. The City Manager strongly recommended endorsement of the Mayor's proclamation and it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that Mayor Morrow's proclamation be endorsed and the motion was carried by the following Aye and No vote: those. voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Transfer of R. P. Matzinger License Bond (Electrical) to Western Surety Company: The Electrical Bond of R. P. Matzinger, Bozeman, Montana, to be transferred from Hartford Accident and Indemnity Company to the Western Surety Company Bond No. 5276688 was presented. The bond having been approved by the City Building Inspector and as to form by the City Attorney, it wa moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the aforementioned Western Surety Company Electrical License bond be approved as presented and that the Hartford Accident and Indemnity Company bond be cancelled of this date and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor MOrrow; those voting No, none. Report - First Fire Service Institute at Montana State University - Chief Huber: Fire Chief Huber reported on the First Fire Service Institute sponsored by the Montana State University Department of Continuing Education 14-17 October 1968. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the report be accepted and approved and that the Commission joins with the Fire Chief and the City Manager in the hope that this Fire Service Institute will continue and be firmly established at Montana State University at Bozeman, Montana, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy; and Mayor Morrow; those voting No, none. Reports: The following reports were presented: Disposal Plant Operator Librarian Director of Public Service Director of Finance The City Manager commented on the reports and recommended their approval. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the reports be approved and ordered filed and the motion was carried by the following aye and No vote: those voting Aye being Comm- issioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.
