The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, 30 October 1968, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy,
Commissioner Langohr, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and
the Clerk.
Commission Langohr opened the meeting with a prayer and the following proceedings were had.
Minutes of the regular session held 23 October 1968 were read and it was moved by Commissioner
Sedivy, seconded by Commissioner Langohr, that the minutes be approved as read and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Langohr and Mayor Morrow; those voting No, none.
Consideration of Bids: 1 Ton Truck wi Trade-in: Water Department:
The Commission was referred to the opening of bids for the one (1) ton truck with dual wheels
for use by the Water Department. The bids having been analyzed, the City Manager concurred with
the City Engineer and the Water Superintendent, recommending that the purchase be awarded to Don
Norem Chevrolet & Buick, Inc., on the basis of their bid in the amount of $2,747.00 it being the
lowest bid and equaling the specifications as contained in the "Call for Bids." In concurrence
with the recommendation of the City Manager, the City Engineer and the Water Superintendent, it was
moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the purchase of the one ton
truck be awarded to Don Norem Chevrolet & Buick, Inc., of Bozeman, Montana, and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Sedivy and Mayor Morrow; those voting No, none.
Consideration of Bids: Tractor-Backhoe-Loader, Water Department:
The Commission was referred to the openeing of bids for the tractor-backhoe-loader for use by
the Water Department on 23 October 1968. The bids having been studied in detail by the City Engineer-
ing Department and the Water Superintendent, the City Manager concurred in the recommendation that
the purchase be awarded to Gallatin Equipment Company, Bozeman, Montana, on the basis of their low
bid in the amount of $3,000.00 with trade-in plus the alternate backhoe offered for $291.96, it
being the lowest bid and equaling specifications as contained in the "Call for Bids." The Comm-
ission concurred in the recommendation of the City Manager and it was moved by Commissioner Sedivy,
seconded by Commissioner Langohr, that the purchase of the Tractor-backhoe-loader be awarded to
Gallatin Equipment Company and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.
Authority to Attend 45th Annual Congress of Cities (National League of Cities) New Orlean~La.:
7-11 December 1968: Commissioner L8ngohr:
The City Manager reported that the 45th Annual Congress of Cities is to be held in New Orleans
Louisianna, 7-11 December 1968, and recommended that one of the Commissioners be authorized to
attend this very important meeting. It was moved by Mayor Morrow, seconded by Commissioner Sedivy,
that Commissioner Langohr be authorized to attend the conference and, it being in the public interest
his expenses be paid from the General fund and the motion was carried by the following Aye and No
vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none.
Authority t~ represent City: Middlecreek Water Users Association 11 November 1968:
Notice has been received of the Annual meeting of the Middle Creek Water Users' Association
to be held on Monday, 11 November 1968, at 2:00 o'clock p.m. at the Ga11~tin County Court House.

It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that Ass't City Manager
Fryslie be designated as the official representative of the City of Bozeman at this meeting and
be authorized to vote the stock of the City and the motion was carried by the following Aye and
No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those
voting No, none.
Letter in regard to City Dump Road:
A letter received from Mrs. Bonnie Lingard, 2124 N. Rouse Avenue, Bozeman, in regard to the
road and dust conditions adjacent to their home was presented. Following a discussion, it was moved
by Commissioner Sedivy, seconded by Commissioner Langohr, that a letter be addressed to Mrs. Lin-
gard, expressing the City's interest in the matter and advising her that even though this section
of road is presumed to be a County road, the Street Superintendent has been instructed to arrange
to have the subject section of road oiled with a light oil dust palliative and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Langohr and Mayor Morrow; those voting No, none.
Request from Gallatin County Central Committee to Hold Parade:
A letter received from Mr. Ottley Tschache, Chairman of the Gallatin County Republican Central
Committee, requesting permission to stage a home town day for Richard Smiley, candidate for the
United States Congress, and to conduct a parade on Saturday, 2 November, 1968, at 7:30 o'clock p.m.
down Main Street from the Bozeman Senior High School parking lot to Rouse Street was presented.
It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that permission to hold the
parade be granted, but that as a matter of policy existing over several years, the use of torch-
lights has been prohibited since the open flame torchlights must be considered as a threat to the
properties adjoining the parade route and, in particular to the members of the parade themselves,
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
Resolution No. 1393: Special Levy for Sidewalks ( Supplement) for provisional Passage:
$433.95: Hearing 6 November 1968:
Resolution No. 1393 assessing cost of repair, replacement or construction of sidewalks and
curbs for the year 1968 in the amount of $433.95 was presented, entitled:

ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON CERTAIN PROPERTIES IN
THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, TO DE-
FRAY THE COST OF CONSTRUCTING AND INSTALLING AND/OR REPAIRING
MISCELLANEOUS SIDEWALKS AND CURBS DURING THE YEAR 1968.
It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the Resolution
be provisionally passed and adopted and 6 November 1968 be set as the date for public hearing and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy,
Commissioner Langohr and Mayor Morrow; those voting No, nOlle.
News Release: Regarding Ha10ween:
Following a discussion in regard to Halloween, it was moved by Commissioner Langohr, seconded
by Commissioner Sedivy, that an announcement be made that no solicitations of funds or goods on
Halloween evening other than the traditional trick or treating by Bozeman Youngsters has been auth-

orized by the City and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
Adjournment:
There being no further business to come before the Commission at this time, it was moved by
Commissioner Sedivy, seconded by Commissioner Langohr, that the meeting be adjourned and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commiss-
ioner Langohr, and Mayor Morrow; those voting No, none.
