HomeMy WebLinkAbout1968-11-06 I I I Bozeman, Montana 6 November 1968 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, 6 November 1968, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy, Commissioner Langohr, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and the Clerk. Mayor Morrow opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held 30 October, 1968 were read and it was moved by Commission- Langohr, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Sewage Backup at 315 and 316 South Black Avenue - Complaints by Mrs. Fogelson, Mrs. Haas & Mrs. Miller: Mrs. Vivian Fogelsong of 315 South Black Avenue, Mrs. A. N. Haas of 316 South Black Avenue and Mrs. Mae Miller of 20 South Western Drive appeared before the Commission to Complain about the sewage backing up at 315 and 316 South Black Avenue and Mrs. Miller about a previous stoppage at 401 South Grand Avenue. Following a thorough discussion, it was moved by Commissioner Sedivy, seconded by Commiss- ioner Langohr, that the City Attorney look into the manner in which claims of this nature are processed by the insurance company and the City Manager was requested to establish a schedule of more frequent inspections of those street sewer mains where stoppages are recurring and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Hearing_Resolu~ion No. 1393 - Special Levy for Sidewalk (Supplement): For Final Passage: This was the time and place set for hearing on levying supplemental assessment for the cost of repair, replacement or construction of sidewalks for the year 1968 in the amount of $433.95. Affidavit of publication of Notice was presented. No one was present to protest and no written protests having been filed, Resolution No. 1393 as presented and provisionally passed at the meeting of 30 October 1968 was presented for final passage. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the resolution be finally passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Comm- issioner Sedivy and Mayor Morrow; those voting No, none. Report on ICMA Convention - Detroit, 20-24 October: Ass't. City Manager Harold A. Fryslie: Ass't. City Manager Fryslie reported on his attendance at the 54th Annual Conference of International City Managers held in Detroit 20-24 October 1968. He gave a very complete resume of the Conference and remarked that there were some excellent speakers presenting information in regard to current problems of the cities. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that Ass't. City Manager Fryslie be highly commended on the excellent manner in which this report was presented and that it be accepted and approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Reports for October: The following reports were presented for October: Building Inspector Police Judge Fire Chief Police Chief 281 282 The City Manager commented on 'the reports and reconunended their approval. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Claims: Claim No's. 1879 thru 2146 inclusive were presented on the various funds as follows: General Street Water SDS Library Planning Board Park Cemetery $28,477.97 10,600 . 11 22,084.63 5,644.91 2,678.24 85.65 10,636.63 5,644.53 $ 21. 00 6,209.97 2 , 644 . 77 1,532.70 1,385.23 54,575.86 18,500.00 Band Garbage parking Meter Police Reserve PERS SID's P.L-P. $170,722.20 The City Manager commented on the claims and found them to be true and lawful claims against the City of Bozeman and recommended they be approved and the Director of Finance be directed to issue warrants in payment. After examination of the claims and checking against the claim re- gister, it was moved by Commissioner Langohr, seconded by Conunissioner Sedivy, that the claims be approved with the exception of the Marvin (Buz) Cowdrey claim for a refund of $65.00 due for pavement cut at 1120 South Willson Avenue for which deposit was made 5 June 1968 but which proved unnessary for installation of new water service to be held for further consideration and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Announcement by the City Manager: Reque~t to Retire fro~ Employment with City 31 December 1968 Osc'1.~E~Cu~~ing: A letter addressed to the Mayor and City Commission by City Manager Oscar E. Cutting re- questing that he be relieved from the position of City Manager and be permitted to retire from employment with the City of Bozeman effective as of 31 December 1968 was presented. Following a discussion in this regard it was moved by Conunissioner Sedivy, seconded by Commissioner Langohr, that City Manager Cutting's Letter be acknowledged by this record and taken under advisement for a period of one week and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. ~~~~ent: There being no further business to come before the Conunission at this time, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.
