HomeMy WebLinkAbout1968-11-20 I I I Bozeman, Montana 20 November 1968 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 20 November 1968, at 1:00 o'clock p.m. Present were Mayor MOrrow, Commissioner Sedivy, Commissioner Langohr, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and the Clerk. Commissioner Langohr opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held 13 November 1968, were read and it was moved by Commiss- ioner Sedivy, seconded by Commissioner Langohr, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Comm- issioner Langohr and Mayor Morrow; those voting No, none. ~~thority to Sell Xmas Wreaths: Sigma Chi - 27 November to llf December 1968: A letter received from the Sigma Chi Fraternity requesting permission to sell Christmas wreaths from 27 November to 14 December 1968 was presented. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the request to sell the Christmas wreaths from 27 November to 14 December be granted with stipulation that they clean up and dispose of any remnants remaining from the sale and that the solicitation be conducted in a manner that will not be offensive to the home owners nor business establishments and the motion was carried by the following Aye and and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Installation of Residential Water and Sanitary Sewer under Track at 1422 S. Willso? Ave., -C.M.St.P.-BJ~. The Agreement for the installation of residential 3/4" copper water lines and a 4" cast iron sanitary sewer line extending underneath and across the right-of-way tract of the Chicago, Milw- aukee, St. Paul and Pacific Railroad Company, 1422 South Willson Avenue was presented. The City Manager recommended that the City enter into the Agreement and bill the property owner for the $35.00 Agreement Fee.. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the Agreement be approved with the appropriate charge to the property owners for the agreement fee as presented and the Mayor and the Clerk of the Commission be authorized and directed to sign for the City and that the $35.00 agreement fee be paid to the Chicago, Milwaukee, St. Paul and Pacific Railroad Company upon receipt of the claim in proper form and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Dj~osition of Appreciation Award Check for $5.00 to Police Officer: The City Manager presented a letter addressed to Police Sergeant Harold Ve1tkamp along with a check for $5.00 as a small token of appreciation for giving assistance to a family in the line of duty. In concurrence with the recommendation of the Chief of Police, concurred in by the City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the $5.00 check be deposited in the Bozeman Police Protective Association Fund and an appropriate reply be made to the letter and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Authorit~Attend Special Fire Training Session: Billings 3-4De~~~~r 19~~~Ho~: A special fire training session on National Fire Protection Association "Flammable and Com- bustible Liquids Code" No. 30 is scheduled to be held in Billings, Montana, 3-4 December 1968, 285 286 and in concurrence with the recommendation of the Fire Chief also concurred in by the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that Ass't Fire Chief Hoey be authorized to attend the training session and, it being in the public interest his expenses be paid from the General fund and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. ~~lthority to Inv~1:!~,-~cellaneous Funds - Approximately $147,000 in U.S. Treasury Bills: It was reported by the Director of Finance that approximately $147,000.00 in Miscellaneous funds are available for reinvestment in U.S. Treasury Bills. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the investment of these funds in U.S. Treasury Bills be approved and the motion was carried by the following Aye and No vote: those voting Aye being Comm- issioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. ~xamination of Deposito~ Bonds: In compliance with the provision of Section 16-2618, R.C.M., 1947, the City Commission pro- ceeded to examine the Receipts of Depository Bonds and Securities held by the Director of Finance as Security for City Funds deposited in Bozeman Banks. It was moved by Commissioner Langohr, se- conded by Commissioner Sedivy, that the securities be approved and a list thereof be set forth in full in the minutes of the meeting and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Langohr Commissioner Dated October 14, 1968 Autho~ity to Attend Montana League of Cities and Towns Directors Meeting Helena, 22 Nov. 1968: Commission & Manager: (Als~en house for new League Building) It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the City Commission and the City Manager be authorized to attend the Montana League of Cities and Towns Directors meeting to be held in Helena, 22 November 1968, and also the Open House for New League Offices, and the expenses be paid from the General fund and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Reports for October; (Continued) The following reports were presented for October: Disposal plant Operator Librarian Director of Finance The City Manager commented on the reports and recommended their approval. It was moved by Langohr, seconded by Commissioner Sedivy, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Recess declared at 2:05 o'clock P.M.: Meetir:JL Reconvened at 2:45 o'clock P.M.: Authorization - Selection of Proposed Site - New Sewage Disposal Plant: The meeting of the City Commission was reconvened following an inspection by the Commission and the Right-of-Way Agent Harold A. Fryslie and City Engineer Fargo of possible sites for the new sewage disposal plant. Mayor Morrow announced that the Commission had been briefed on the Engineering analysis of land for the new disposal plant site and approximate cost, and upon recommendation of Right-of- Way Agent Fryslie, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the City Commission approve a site located in the NE~, Section 26, Township 1 South, Range 5 East, on land now owned by Richard D. Smiley, etal, containing approximately 41.5 acres with the true area to be determined by survey and that the Right-of-Way Agent and the City Attorney be authorized and directed to complete detailed arrangements and documents for the purchase of the site on the basis of the firm, written price offer tendered by Mr. Smiley and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.
