The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 4 December 1968 at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner
Sedivy, Commissioner Langohr, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney
Berg and the Clerk.
Mayor Morrow opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular session held 27 November 1968 were read and it was moved by Commissioner
Langohr, seconded by Commissioner Sedivy, that the minutes be appproved as read and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Sedivy and Mayor Morrow; those voting No, none.
Proclamation "Operation Appreciation Day" - 7 Decembe~J}68:
Mr. Pete Ridgeway, Secretary of the Junior Chamber of Commerce appeared before the Commission
to ask the Mayor to declare 7 December 1968 as "Operation Appreciation Day" paying tribute to our
Service Men who have died in the Service of our Country and expressing appreciation to those men
now serving our Country throughout the world.
Mayor Morrow accordingly announced his proclamation of 7 December as "Operation Appreciation
Day" Bnd sincerely urged all citizens of the community to join in honoring the Service Men serving
our Country throughout the world. It was moved by Commissioner Sedivy, seconded by Commissioner
Langohr, that the proclamation be endorsed and that the Junior Chamber of Commerce contact and
coordinate with the Fire Department in regard to the lowering of the flag (Retreat) program and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy
Commissioner Langohr and Mayor Morrow; those voting No, none.

The Water department has need for an additional supply of 3/4" water meters and requested
authority to purchase twenty-eight water meters at an approximate cost of $975.00. It was moved
by Commissioner Langohr, seconded by Commissioner Sedivy, that the purchase be approved and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr,
Commissioner Sedivy and Mayor Morrow; those voting No, none.
Hater Works Betterment ~oje~Reconstrllction of Intake Structures and Relaying Pipe Line:
Bozeman & I~"y'!!lan Creeks: Preliminary Estimate - $85J?OO.00:
A proposal to proceed with the reconstruction of the diversion and intake structures of
Bozeman Creek (SO years old) and on Lyman Creek North of the City (some 85 years old) and replacing
two thousand (2000) linear feet of those transmission lines, with necessary funds to come from
existing water funds was presented.
Following a thorough discussion of the above subject the Commission concurred with the re-
commendation of the City Manager and it was moved by Commissioner Sedivy, seconded by Commissioner
Langohr, that the referenced project be approved and referred to Thomas, Dean & Hoskins, Inc., for
preparation of the plans and specifications as per their present consultant engineering agreement
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.
Chamber of Commerce: Courtesy Parking Tickets:
Mr. Lynn Ei1fson representing the courtesy parking committee and Mr. Guy R. Sperry, Executive
Vice President of the Bozeman Chamber of Commerce appeared before the Commission requesting authori-
zation for the use of Courtesy Parking Tickets in the City of Bozeman. The Commission concurred in

in the recommendation of the City Manager and it was moved by Commissioner Langohr, seconded by
Commissioner Sedivy, that the authorization for appropriate use of Courtesy parking Tickets pro-
vided by the Bozeman Chamber of Commerce on a trial basis for a period of one year be granted and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr,
Commissioner Sedivy and Mayor Morrow; those voting No, none

Resolution No. 1394 - Certifying Delinquent Taxes in the amount of $44,726.67 to the Gallatin
County Treasurer was presented, entitled:

CERTAIN SPECIAL ASSESSMENTS AND INSTALLMENTS OF SPECIAL ASSESSMENTS
DUE AND PAYABLE NOVEMBER 30, 1~68, AND UNPAID AS OF THAT DATE, AND
CERTAIN OTHER SPECIAL ASSESSMENTS AND INSTALLMENTS OF SPECIAL
ASSESSMENTS, DUE AND PAYABLE NOVEMBER 30, 1968, AND UNPAID, DELIN-
QUENT, AS PROVIDED BY CHAPTER 2.32 OF THE BOZEMAN MUNICIPAL CODE

Upon recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by
Commissioner Langohr, that the resolution be passed and adopted and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and
Mayor Morrow; those voting No, none.

In concurrence with the recommendation of the City Manager, it was moved by Commissioner Lan-
gohr, seconded by Commissioner Sedivy, that the application be approved and the Director of Fin-
ance be authorized to enter the abatement on the tax records. The motion was carried by the follow-
ing Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor
Morrow; those voting No, none.

A request from the Lions Club to hold a Light Bulb Sale on the 13-14 and 20-21 December
was presented. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the
permission to hold their light bulb sale be granted with the stipulation that the consent of the
owner or business firm in front of which they propose to place there truck be obtained and that

their truck be parked in a matter as designated by the Police Department and the motion was
carried by the following Aye and No vote; thos voting Aye being Commissioner Sedivy, Commiss-
ioner Langohr and Mayor Morrow; those voting No, none.

The City Manager commented on the claims and found them to be true and lawful claims against
the City of Bozeman and recommended they be approved and the Director of Finance be directed to
issue warrants in payment. After examination of the claims and checking against the claim reg-
ister, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the claims
be approved and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.

There being no further business to come before the Commission at this time, it was moved by
