Action Item: GVFC1 Rehab GrantBrian Cattin reported on status of project: construction is so rampant in the area thathaving trouble getting contractor to return to work; did get estimate and is higher thananticipated; Juniper street will go thru. when 8th goes thm so was hoping to work on bothnorth and east-facing facades, but will redesign to fit workable budget; Bechtle is movingforward with the construction plans; thinking best to wait until January to go out to bidwith an April start, hoping to get more reasonable bids during the winter; and will stay intouch with David.'Bill motioned to leave item open and continued; Carl seconded. All in favor.F.3. Action Item: Midtown Event ideasAbby Turner and Assistant Ivy joined the table about doing a Fall event. David noted cityattorney says insuring such is very complex so spring might become the requiredtimeframe. Scott said he wants to do something now as lighting project is stalled. Abbysuggested an afternoon into evening music/beer garden event on Aspen. Discussion ondate ended with. October 15 as it.F.2. Action Item: Policy guidance on Redevelopment Incentives(Attachment A) Lauren Waterman with Sanderson Stewart presented. Discussion. Willtweak and bring back to board next month for approval.FYIScott noted NERB is currently seeking three board members. So glad we're active, andthanked everyone for participating.Page lot 3
URBAN RENEWAL BOARDDavid noted the trail work planned on Oak will hit the Commission agenda on August 8,as will Festival Street. Dark fiber work is a couple of weeks behind but hoping to whiparound in Fall to include hotels on N7/Baxter.Scott requested some public relations to be done, i.e. signage for the little trail projects, sopeople can see something is going on.David gave update on the lighting project. Kevin Jacobsen is still working on acceptablestreet trees with MDT. David and Kevin are trying to get a multi-agency meetmg set in thenext couple of weeks.David did meet with a member of the Westlake trust. Their foci do not correspond with theboard's goals. 4Attachment AtwmFor projects to be considered for financial assistance, the project must be located entirely within the boundaries of theDistrict.Eligible ExpensesCosts related to the following are eligible for financial assistance:1. Demolition and removal of structures2. Public improvements and infrastructure, including impact feesCriteriaThe goals of the District have been developed to assist in the elimination of blight through growth of thetaxable value. Public funds; such as TIF dollars must be invested in projects and programs that demonstrate apublic purpose and advance the District's goals. To evaluate projects that are requesting financial assistance,criteria have been established based on the five goals of the Midtown District:1. Promote Economic Development2. Improve Multi-modal Transportation3. Improve, Maintain and Support Innovation in Infrastructure4. Promote Unified Human Scale Urban Design5. Support Compatible Urban Density Mixed Land UsesThe specific criteria that will be used to evaluate funding requests projects are listed below.
