The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 16 October 1968, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner
Sedivy, Commissioner Langohr, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg
and the Clerk.
Mayor Morrow opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular session held 9 October 1968, were read and it was moved by Commissioner
Langohr, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Sedivy and Mayor Morrow; those voting No, none.
Open Bids: Tractor-Loader-Broom: Cemetery-park Department:
This was the time and place set for opening bids on an industrial type tractor equipped with
front end loader and broom combination for use by the Cemetery-Park Department. The Affidavit of
publication of the "Call for Bids" was presented. It was moved by Commissioner Sedivy, seconded
by Commissioner Langohr, that the bids be opened and read and the motion was carried by the fo110w-
ing Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor
Morrow; those voting No, none.
The following bids were then read:

2220 W. Main, Bozeman, Mont.
36 E. Main, Bozeman, Mont.

Upon request of the City Manager, the Commission directed that the bids be referred to the
City Engineer and the Superintendent of the Cemetery and Park Department for checking and re-
commendation to be made to the Commission.
Open Bids: Street Sweeper for Street Department:
This was the time and place set for opening bids on a new street sweeper for use by the Street
Department. The Affidavit of publication of the "Call for Bids" was presented. It was moved by
Commissioner Langohr, seconded by Commissioner Sedivy, that the bids be opened and read and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr,
Commissioner Sedivy and Mayor Morrow; those voting No, none.
The following bids were then opened and read:

Upon request of the City Manager, the Commission directed that the bids be referred to the
City Engineer and the Street Superintendent for checking and recommendation to be made to the

Report of Meeting; State Water Resources Board - Helena, 14 October, City Engineer:
The City Engineer reported on the State Water Resources Board Meeting held in Helena, 14
October 1968. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that City
Engineer Fargo be commended on the constructive report and that it be accepted and approved and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy,
Commissioner Langohr and Mayor Morrow; those voting No, none.

COMMISSION RESOLUTION NO. 1392
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN CREATING A
SPECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT
NO. 479 OF THE CITY OF BOZEMAN FOR THE PURPOSE OF OPERATING AND MAIN~
TAINING A STREET LIGHTING SYSTEM TO LIGHT MAIN STREET (U.S. HIGHWAY NO. 191)
AND A PORTION OF TIlE INTERSECTING STREETS ABUTTING BETWEEN SOUH EIGHTH
AVENUE AND THE WESTERLY CITY LIMITS BEING THE EASTERLY ONE-SIXTEENTH LINE OF
SECTION 12, TOWNSHIP 2 SOUTH, RANGE 6, M. M.

Manager, it was moved by Commissioner ~angohr, seconded by Commissioner Sedivy, that the Resolution
be passed and adopted to create Special Improvement Lighting District No. 479 and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Sedivy and Mayor Morrow; those voting No, none.
Resolution No. 1391: Creat ng SID No. 489: Water and Sewer Main:
A further discussion was held on the hearing of Commission Resolution No. 1391, SID No. 489,
and it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the creation of
the district be tabled for one week to give the petitioners an opportunity to submit the additional
information as to their plan for the liquidation of the existing assessment delinquency against
their property from previous special improvement districts and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and
Mayor Morrow; those voting No, none.
Authorization to Attend Annual Conference Monlana Chiefs of Police Association., Missoula,
24-25- October 1968: Chief of Police:
The Annual Conference Montana Chiefs of Police Association is scheduled to be held in Miss-
oula, 24-25 October 1968 and the Chief of Police requested authority to attend the meeting. In
concurrence with the recommendation of the City Manager, it was moved by Commissioner Langohr,
seconded by Commissioner SediVY, that the authority to attend the meeting be granted Police Chief
Cutting and, it being in the public interest, his expenses be paid from the General fund and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr,
Commissioner Sedivy and Mayor Morrow; those voting No, none.
Request-- On Street Parking Third Avenue - Between Main St. & Babcock St., Milton Negus S~~
Bozeman Schools:
A further discussion was held in regard to on-street parking in the area of the Willson
School, and in particular in regard to South Third Avenue and on Babcock Street. In concurrence
with the recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by
Commissioner Langohr, that the parking restrictions on South Third Avenue from Main Street to
Babcock Street be removed to permit parallel parking on both sides of that block, with no other
changes to be made at this time in other parking arrangements at the Willson School and the motion
was carried by the following Aye and No vote: those voting Aye being Commission Sedivy, Commissioner
Langohr and Mayor Morrow; those voting No, none.

There being no further business to come before the Commission at this time, it was moved by
Commissioner Langohr, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commiss-
ioner Sedivy and Mayor Morrow; those voting No, none.
