The Commission of the City of Bozeman met in regular session in the Commission Room, Ci ty Hall
Building, Wednesday, 21 l'.ugust 1968, at 1:00 o'clock p.m. Present were Mayor HorrO\v, Commissioner
Sedivy, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg
and the Clerk.
Commissioner Sedivy opened the meeting wi th a prayer and the follmdng proceedings were had:

Mr. Dean Chaffin, Vice President of the Montana Automobile Association, appeared before the
Commission to present to the City of Bozeman a pedestrian Safety Achievement plaque for 1967
awarded by the American Automobile Association recognizing Bozeman's fine record of tc:elve years
without a pedestrian fatality. Mayor MorrO\v expressed the appreciation of the City Commission to
the Association for the Award of the beautiful plaque and for their continued assistance in these
efforts. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the City
Commission accept the Safety Achievement plaque and express their appreciation to the American
Automobile Association and also to the members of the police force and to all \'lho have given their
time and effort in order to achieve this and the motion was carried by the following Aye and No vote:

This was the time and place set for opening bids on a used Vibrapac Roller for use by the
Street Department. The affidavit of publication of the "Call for Bids" was presented. It ,,'as
moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the bids be opened and read
and the motion \vas carried by the following Aye and No vote: those voting Aye being Commissioner
Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
The Clerk of the Commission reported that only one bid for the used Vibrapac Roller had been
received as follows:
Clara Belle Johnson, Executrix of Ingolf Johnson, Deceased - - - -$1,950.00
In concurrence with the recommendation of the City Manager, it was moved by Commissioner
Sedivy, seconded by Commissioner Langohr, that the purchase of the used Vibrapac Roller of an
empty weight of 2,440 pounds, manufactured by Rosco Manufacturing Company of Minneapolis, Minnesota,
be awarded to Clara Bell Johnson, Executrix of Ingolf Johnson, deceased, Bozeman, Montana, on the
basis of her bid in the amount of $1,950.00 and the motion was carried by the following Aye and
No vote: those voting Aye being Commissioner Sedivy, Commissioner T.angohr and Mayor Morrow; those
voting No, none.

Affidavit of publication of the Annual Appropriation Ordinance for the fiscal year ending
30 June 1969 was presented together with Appropriation Ordinance No. 874, entitled:
AN ORDINANCE APPROPRIATING MONIES FOR EXPENDITUP~S DEEMED NECESSARY
AND IN ACCORDANCE WITH BUDGETARY REQUIREMENTS FOR MAINTENANCE ETC.,
OF THE MUNICIPAL GOVERNMENT OF THE CITY OF BOZEHlI,N, MONTANA FOR THE

The Montana Municipal League had scheduled its 37th Annual Convention to be held at Butte.
Nontana, 22-2l: August 1968, and the City Manager recommended that members of the City Conm1ission
and the City Manager be a\\thorized to attend the convention and that Roman C. Fargo, City Engineer
be designated to perform the duties of the City Manager during this period. It was moved by Comm-
issioner Sedivy, seconded by Commissioner Langohr, that the authorization (or Mayor Morro,,:, Comn'-
issioner Sedivy and Commissioner Langohr and Ci ty Manager Cutting to attend the meeting be granted
and, it being in the public interei,t, the expenses incurred be paid from the General F\md and the

A letter received from Mr. D. J. Skerritt, Chief of University Police of the Montana State
University, requesting that they be allo\Ved to place barricadcs at Eighth Avenue and Harrison
Street, and at Cleveland Street and Sixth Avenue for establishing traffic control points to faci-
litate the housing of freshman girls in Hannon and Hapner Halls on 22 September 1968 was presented.
In concurrence with the recommendation of the Chief of Police, concurred in by the City
Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the request
be granted and that consideration be given to the opening of Garfield Street for traffic on that
day to facilitate the movement of other traffic on the campus and the motion was carried by the
following Aye and No vote: those voting Aye being Conrrnissioner Langohr, Conrrnissioner Sedivy and
Mayor Horrow; those vo ti ng No, none.

The City Manager requested authority to purchase for the Street Department a Conveyor
Assembly for the repair of the City's Austin ~vestern Street Slveeper in the approximate amount of
$600.00, and it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the
authority to purchase the conveyor assembly as requested be granted and the motion was carried by

and Mayor Morrow; those voting No, none.

The City Manager announced his appointment of Mr. Thvain L. Wortman as Superintendent of the
City of Bozeman Park and Cemetery Departments effective 2/+ August 1968, to fill the vacancy
created by the retirement of E. Thurman Cloninger. The City Manager reported to the Commi.ssion, that
Dwain L. Wortman is very well qualified to fill the position in a very competent and satisfactory
manner. It vlas moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the Commiss-
ion concur inthe appointment of Dwain L. Wortman as Superintendent of the City of Bozeman Park and
Cemtery Departments effective 24 August 1968, and the motion was carried by the following Aye and.
No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those
voting No, none.

Center Teletype System Procedures held i.n Billings 19 August 1968, relating to this new and most
modern communication system available to the City of Bozeman. It was moved hy Commissioner Sedivy,
seconded by Commissioner Langohr, that Chief Cutting be highly commended on his excellent report

In accordance with the provisions of Ordinance No. 785, the Building Movers Bond issued by
the United States Fidelity and Guaranty Insurance Company as surety for a moving permit on Forrest
L. Zion of Great Falls, Montana, to the City of Bozeman, in the amount of $2,000.00 was presented.
It Has reported the Building Inspector had recommended that the bond be approved and it having
been approved by the City Attorney as to form, it was moved by Commissioner Langohr, seconded by
Commissioner Sedivy, that the bond be approved and the motion Has carried by the following Aye
and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and l1ayor Morrow,
those voting No, none.

Tribute to Chan NacKenzfe:

Notice was taken of the death of Chan MacKenzie on Tuesday, 20 August 1968 and tribute
paid to him as a man that has been most outstanding throughout his lifetime as a county official
and member of this community. It was moved by Commissioner Langohr, seconded by Commissioner
Sedivy, that in theevent there are any living relatives,- that an appropriate letter of condolence
be addressed to them and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
