The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday. 17 July 1968, at 1:00 o'clock p.m. Presentwere Mayor Morrow, Commissioner Sedivy,
Commissioner Langohr, City Manager Cutting, Ass't. City Manager Frys1ie, City Attorney Berg and
the clerk.
Commissioner Langohr opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular meeting held 10 July 1968, were read and it was moved by Commissioner
Sedivy, seconded by Commissioner Langohr, that the minutes be approved as read and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Langohr and Mayor Morrow; those voting No, none.
ill?pointment o( Police Sergeant: Harold J. Vel tkamp:
In accordance with the recommendation of the Civil Service Board, the City Manager announced
the promotion of Patrolman Harold J. Veltkamp to Sergeant in the Police Department of the City of
Bozeman effective as of Monday, 1 July 1968. It was moved by Commissioner Langohr, seconded by
Commissioner Sedivy, that the Commission concur in the promotion as set forth and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Sedivy and Mayor Morrow; those voting No, none.
Authori~y to Call for Bids for Kirk Park Playgro'!nd Equipment: Approximate $4,000.00 Bid Op~ni~
7 August 1968:
A report was given on the SID No. 470 Kirk Park development and the Ass't City Manager, as
coordinator for the project. recommended that the Commission authorize a call for bids for the
purchase of Kirk Park Playground Equipment in the approximate amount of $4,000.00. The City
Manager concurred with the recommendation, and it was moved by Commissioner Sedivy, seconded by
Commissioner Langohr, that the authority be granted to purchase the playground equipment and the
Clerk of the City Commission be authorized to issue a "Call for Bids" for the equipment for Kirk
Park in the approximate amount of $4,000.00 to be received and opened 7 August 1968 and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commiss-
ioner Langohr and Mayor Morrow; those voting No, none.
Chamber of Commerce Sidewalk Bazaar, Friday, 26 July 1968:
A letter received from Mr. Guy Sperry, Executive Vice President of the Bozeman Chamber of
Commerce requesting permission to hold the annual sidewalk bazaar on Friday, 26 July 1968, was
presented. In concurrence with the recommendation of the City Manager, it was moved by Commissioner
Langohr, seconded by Commissioner Sedivy, that the authority for the merchants of Main Street to
hold a sidewalk bazaar as requested be granted and the motion was carried by the following Aye and
No vote: those voting Aye being Commissioner Langohr. Commissioner Sedivy and Mayor Morrow; those
voting No, none.
Authority to. Attend Pa~1s._ Recreation Board Meeting in Regard to Increasing Revenue for Park Fund:

A Park Recreation Board Meeting has been scheduled to be held iQ Billings, 22 July and the
City Manager recommended that the Park Board Chairman, the Ass't. City Manager and the City Re-
creation Director be authorized to attend the meeting. It was moved by Commissioner Sedivy, se-
conded by Commissioner Langohr, that the requested authority to attend the meeting be granted and,

it being in the public interest their expenses be paid from the park fund and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commiss-
ioner Langohr and Mayor Morrow; those voting No, none.
Ordinance No. 872: SalaEl.....Ordinance for 1968-l969 Fiscal Period:
Ordinance No. 872, the annual salary ordinance covering salaries of the heads of depart=
ments and employees who are direct appointees of the Commission was presented, entitled:

SALARY AND OFFICIAL BOND OF THE CITY MANAGER, THE HEADS OF DEPART-
MENTS, AND THE EMPLOYEES OF THE CITY COMMISSION AS REQUIRED BY LAW.
BE IT ORDAINED BY THE CITY COMMISSION OF BOZEMAN, MONTANA:
It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that Ordinance No. 872
be passed and adopted and the motion was carried by the following Aye and No vote: those voting

Ordinance No. 873: Correcting Page "5" of the Ordinance No. 870 - Traffic _QFdina~:
Ordinance No. 873 correcting page "5" of Ordinance No. 870 to be known as the "Traffic Code"
Ordinance of the City of Bozeman was presented, entitled:
ORDINANCE NO. 873.
AN ORDINANCE AMENDING SECTION 11.04.800, SCHEDULE III ON THE TRAFFIC
ORDINANCE OF THE BOZEMAN MUNICIPAL CODE AND REPEALING ALL ORDINANCES
AND PARTS OF ORDINANCES IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA~
The City Manager concurred in the recommendation of the City Attorney, and it was moved by
Commissioner Sedivy, seconded by Commissioner Langohr, that Ordinance No. 873, correcting that
section 11.04.800 Schedule III of the Traffic Ordinance "Boundaries of School Crossing Zones" be
approved and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Sedivy, Commissioner Langohr and Mayor MorroW; those voting No, none.
Ame~~can Legion Baseball Committee Resolution - Requesting Constructio_TI of Baseball Field C;:om.rl~:
A resolution received from the American Legion Baseball Committee, that the City of Bozeman
should immediately construct a baseball complex that would include playing facilities for all
baseball teams in Bozeman was presented. Following a discussion and in concurrence with the
recommendation of the Board of Public Recreation of the City of Bozeman, it was moved by Comm-

City Manager be directed to make an appropriate reply and the motion was carried by the following

.!tepor~..of State Examiner's Audit of the City of Bozeman - concluded 30 April 1968:
A complete State Examiner's Audit of the City of Bozeman as of 30 April 1968 was presented
to the City Commission for Examination. It was moved by Commissioner Sedivy, seconded by Comm-
issioner Langohr, that the Audit Report be accepted as presented and the City Attorney was
instructed to make an appropriate reply to the auditors comments and the motion was carried by
the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr,
and Mayor Morrow; those voting No, none.

Acceptance of Final Estimate SIn No. 482 - Paving on South Fourth Avenue:
The Certificate of the Engineer of Thomas, Dean & Hoskins, Inc., stating that the City's
contract with Long Construction Company for paving and drainage improvements on Special Improve-
ment District No. 482 has been completed in accordance with the plans and specifications was
presented. The City Manager concurred in the recommendation of the Engineers that the project

be accepted, that penalties for overrun of the contract be waived and final payment be made. It
was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that as recommended, the pro-
ject be accepted as completed and the Director of Finance be directed to issue warrants in payment
of same and the motion was carried by the following Aye and No vote: those voting Aye being Comm-
issioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
Contract Documents: HB 42 Seal Coat ProjE~ct 212 (01) , Long Construction Company:
The Contract documents HB No. 42, Seal Coat Project 212 (01) for the purpose of construction
reconstruction and/or repairing of certain streets of Bozeman and consisting of Seal Coat Oiling
108,379 square yards of paving for a total cost of $21,74l.00, including asphalt, cover material
and rolling were presented. In concurrence with the recommendation of the City Manager, it was
moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the contract documents be
approved as presented and that the Mayor and the Clerk of the City Commission be authorized to
sign the contract for the City of Bozeman, and that the Long Construction Company be authorized
to proceed in the normal manner as provided by the contract and processed through the Butte office
of the Highway Department and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.

Letters of recommendation from the Board of Public Recreation:
It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the platting
development of the Jack Burke property and the J. . C. Boyd property be accepted as recommended
by the Board of Public Recreation and that the park board members be commended for their additional
assistance in these meetings and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
