The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, tvednesday, 31 July 1968, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy,
Commissioner Langohr, Ass't City Manager Fryslie, Acting City Attorney Angel and the Clerk.
Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular session held 2{~ July 1968 were read and it was moved by Commissioner
Sedivy, seconded by Commissioner Langohr, that the minutes be approved as read and the motion was I
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Langohr and Mayor Morrow; those voting No, none.
Minutes of the Special Meeting held 25 July 1968 were read and it was moved by Commissioner
Langohr, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr ,
Commissioner Sedivy, and Mayor Morrow; those voting No, none.

A meeting of the Montana Municipal League has been scheduled to be held in Helena, on 31 July
and the Ass't City Manager recommended that the City Manager be authorized to attend this meeting.
It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that attendance at that meet-
ing be authorized as requested and, that it being in the public interest his expenses be paid from
the General fund and that Ass't City Manager Frys1ie be designated as Acting City Manager and the
motion tvas carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy,
Commissioner Langohr and Mayor Morrow; those voting No, none.

The need for a public address system to be placed in the Commission Room was again brought
before the Commission for Discussion. The approximate cost of the proposed Public Address System
is reported to be $790.00. Following a discussion, it was moved by Commissioner Langohr, Seconded
by Commissioner Sedivy, that the matter be tabled for further study and the motion was carried by
the following Aye and No vote: those voting Aye being Commissioner Langohr,'Commissioner Sedivy and
Mayor Morrow; those voting No, none. I

This was the time and place set for receiving bids for construction of paving on South
Seventh Avenue and Kagy Boulevard, SID No. 487 and proposed paving on South Wallace Avenue and
East Babcock Street, SID No. 488. Affidavit of Publication of "Notice to Bidders" was presented.
Two sealed bids were on file and it was moved by Commissioner Sedivy, seconded by Commissioner
Langohr, that the bids be opened and the motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Sedivy, Commissioner Langohr, and Mayor Morrow; those voting
The bids were then referred to the City Engineer and the engineers representing consultant,
Thomas, Dean & Hoskins, Inc., to check the bids in detail, prepare tabulations and make recommendations
in regard to the lowest and best bid for the construction of the improvements and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Sedivy and Mayor Morrow; those voting No, none.

This was the time and place set for public bearing on levying assessment for Street sprinkling
for the year 1968 in the amount of $5,362.37. Affidavit of Publication of Notice was presented.
No one was present to protest and no written protests having been filed, Resolution No. 1372,
provisionally passed and adopted at the regular session held 24 July, was presented for final
passage. In concurrence with the recon~endation of the Acting City Manager, it was moved by
Commissioner Langohr, seconded by Commissioner Sedivy, that the resolution be finally passed and
adopted and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.

1374 waS presented for final passage. It was moved by Commissioner Langohr, seconded by Commissioner
Sedivy, that the resolution be finally passed and adopted and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and
Mayor Morrow; those voting No, none.

The Acting City Manager reported that the Street Department has had need for a street roller
and requested authority to "Call for Bids" for a used vibrating roller. Following a discussion,
it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the purchase of the
used vibrating roller be approved and the Clerk of the Commission be directed to issue a "Call for
Bids" for the used roller to be opened 21 August and the motion was carried by the following Aye
and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow;
those voting No, none.

Mayor Morrow announced his proclamation of August 1968 as"Western Me>nth" and 1[3-25 August as
"Roundup Week" in the City of Bozeman and urged all Citizens of this City and area to observe in an
appropriate manner, such as wearing colorful and typical western attire on this special occasion,
this tribute to the heritage of the "Old West"; to support the "Western Month" and the "Bozeman
Roundup" and to partake of the enjoyments of this festive occasion. It was moved by Commissioner
Langohr, seconded by Commissioner Sedivy, that this proclamation of the l'!ayor be endorsed Clnd the

Consideration of Construction Bids - SID No. 487 and SiD No. 488:

The City Engineer and the engineers representing consulLlllts Thomas, Dean a'id ~1oskins, Inc.,

and Kagy Boulevard, Special Improvement District: No. !+87, and having prepared a tabulation of the
bids recommended that Long Con~;truction Company of Billings, Montana, be awardeu the contract for
construction of SID No, ItS7 on the basis of its bid in the amount of $68,151.50 being the lowest
and best bid submitted.
The City Ensineer and the engineers representing consultants Thomas, Dean and Hoskins, Inc"
having completed their study of the bids submitted for construction of paving on South l~allace
Avenue and East Babcock Street, Special Improvement District No. 488, and having prepared a tabula-
tion of the bids reported that the lowest bid submitted was over the resolution of intention and
recommended that the consideration of awarding the contract for construction of SID No. ~88 be
tabled until next week for further consideration.
It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the contract for
construction of SID No. !fR7 he a\Varded to Long Construction Company on the basis of its bid as noted
above, contingent upon the successful sale of the Bonds of Special Improvement District No. {t87, and
that the consideration of bids for construction of Special Improvement District No. 488 he continued
for one week and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Sedivy, Commissioner Langohr and Uayor MorroW; those voting No, none.

The City Manager reviewed the proposed budget for the fiscal year ending 30 June 1969, and
Ordinance No. 874 was presented, entitled:

Director of Finance Smith reported on the Computers Seminar held in Kalispell, 26-27 July 1968,
and it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the report be accepted
and approved and that Mr. Smith be complimented on the thoroughness of the report and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Langohr and Mayor Morrow; those voting No, none.
