The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 17 April 1968, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner
Sedivy, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg
and the Clerk.
Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular meeting held 10 April, 1968, were read and it was moved by Commissioner
Sedivy, seconded by Commissioner Langohr, that the minutes be approved as corrected and the mtoion
was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Comm-
issioner Langohr and Mayor Morrow; those voting No, none.
Open Bids: One Ton Dump Truck Chassis etc.: Cemetery:
This was the time and place set for opening bids on a One- (1) ton, four (4) wheel drive
truck for use by the Cemetery Department. The affidavit of publication of the "Call for Bids"
was presented. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the
bids be opened and read and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
The following bids were opened and read:

Upon request of the City Manager, the Commission directed that the bids be referred to the
City Engineer and the Superintendent of the Cemetery for checking and recommendation to be made
to the Commission.
Request for Use by Bogart Grove - Saturday 4 May 1968 - Bozeman Girl Scouts:
A letter received from Mrs. Eleanore Berry neighborhood chairman of the Bozeman Girl Scouts
requesting permission to hold the Bozeman Girl Scouts Brownie outdoor play-day at Bogart Grove on
4 May 1968 was presented. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr,
that permission for the BozemmGirl Scout Brownies to use Bogart Grove as requested be granted and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none.
Designation of South Eleventh Avenue & Lincoln Road - Main Street to South Nineteenth Avenue
AS State Highway Secondary Route (County Resolution etc.):
A discussion was held on a proposed designation of a secondary highway routing on South 11th
Avenue from Main Street to Lincoln Road and thence westward on Lincoln Road to its junction with
South 19th avenue or Secondary No. 243. The City Manager presented the Board of Gallatin County
Commissioners "Resolution Establishing Secondary Road" as described above and recommended its
endorsement by the City. He also reported that he had letters from Dr. Leon H. Johnson, President
of Montana State University and the Bozeman City-County Planning Board approving this proposed
secondary routing. The City Commission concurred with the recommendation of the City Manager and
it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the City Commission
endorse the subject Board of Gallatin County Commissioners "Resolution Establishing Secondary Road"
as set forth in full and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.

RESOLUTION ESTABLISHING SECONDARY ROAD
WHEREAS, it is necessary in the County of Gallatin, State of Montana,
to designate a certain portion of streets and roads within Gallatin County,
in the City of Bozeman, State of Montana, as a secondary highway; and,
WHEREAS, the public necessity and convenience require that said road
be designated under the law and by resolution of this committee, and
WHEREAS, it is in the best interests of Gallatin County, in the City
of Bozeman, State of Montana, that said routing and establishment of said
secondary highway be completed;
NOW, THEREFORE, IT IS HEREBY RESOLVED as follows:
1. That the following streets within the City of Bozeman, County of
Gallatin, State of Montana, are hereby routed and designated as a secondary
highway in Gallatin County, Montana; Beginning at the intersection of U.S.
Highway #191 and South Eleventh Avenue in Bozeman, Montana, and thereby
extending South to the intersection of South Eleventh Avenue and Lincoln
Street (Also known as Lincoln Road); thence westerly from the intersection
of said South Eleventh Avenue and Lincoln Road along said Lincoln Road to
the intersection of said Lincoln Road and its intersection with Hya1ite
Canyon Road.
2. That said designation is made for the purpose of facilitating
traffic flow to and from Montana State University and to and through the
City of Bozeman, Montana.
3. That said resolution is made for the purpose of enhancing the
public convenience and necessity of the citizens of Gallatin County,
Montana.

Resolution No. 1366: Authorizing Submission of Grant Application to Water Pollution Control
Administration for Sanitary Sewer Project & Authorizing Mayor to Sign for the City:
In compliance with an application for the proposed Sewage Treatment Works Federal Grant, the
following resolution was presented, entitled:
COMMISSION RESOLUTION NO. 1366
A RESOLUTWON AUTHORIZING FILING APPLICATION FOR FEDERAL GRANT FOR
SEWAGE TREATMENT WORK UNDER 33 USC 466 et seq. AND AUTHORIZING A
CITY OFFICIAL TO SIGN FOR THE CITY SAID APPLICATION AND OTHER
DOCUMENTS PERTAINING THERETO.
Upon recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by Comm-
issioner Langohr, that Resolution No. l366 be passed and adopted and the motion was carried by
the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr
and Mayor Morrow; those voting No, none.
Proclamation of 15-20 April as "MSU Rodeo Week" in Bozeman:
Mayor R. Harry Morrow announced his proclamation of 15-20 April, as "Montana State University
Rodeo Week" in the City of Bozeman and urged all residents to support the 22nd Annual Montana State
University Inter-Collegiate Rodeo. It was moved by Commissioner Langohr, seconded by Commissioner
Sedivy, that this proclamation be endorsed and the motion was carried by the following Aye and
No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those
voting No, none.

Rozeman's Women's club Contribution of $500.00 for playground Equipment to be placed in Beall
and South Side Park:
The City Manager informed the Commission that the Bozeman Women's Club had made a very
generous contribution to the City of Bozeman in the amount of $500.00 for the purchase of two
"Hobby Horse" swing sets to be placed respectively in Beall and South Side Parks.
Following a discussion, it was moved by Commissioner Sedivy, seconded by Commissioner
Langohr, that this contribution of $500.00 be accepted and an immediate order be placed for this
equipment in accordance with the desire of the Bozeman Women's Club and that an expression of
appreciation be conveyed to the Bozeman Women's Club for this splendid contribution to the park
playgrounds and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Langohr, Commissioner Sedivy and Mayor Morrow, those voting No, none.
Authority to Call for Bids for Rest Room Facilities for SID No. 470 - Kirk Park:
Plans and Specifications covering the proposed installation of Rest Room Facilities in
Kirk Park (Special Improvement District No. 470) a 12 acre tract now under development on the
West City Limits was presented.
The City Manager concurred in recommendations of the Park Superintendent that the plans and
specifications as presented be approved and a call for bids be authorized and it was moved by
Commissioner Langohr, seconded by Commissioner Sedivy, that the Clerk of the Commission be
directed to publish a "Call for Bids" for the construction of the Rest Room Facilities with an
opening date of 8 May 1968 and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
Consideration of Bids for Cemetery Vehicle:
The Commission was referred to the earlier opening of bids for the one (1) ton, four (4)
Wheel Drive truck for use by the cemetery Department. The bids having been studied in detail by
the City Engineering Department who recommended that the purchase be awarded to Owenhouse Hardware"
Company of Bozeman, Montana, on the basis of their bid in the amount of $3,899.87, it being the
lowest and best bid and equaling the specifications as contained in the "Call for Bids'~. In
concurrence with the recommendation of the City Manager, and the City Engineer, it was moved by
Commissioner SediVY, seconded by Commissioner Langohr, that the purchase of the one (1) ton Truck
be awarded to Owenhouse Hardware Company of Bozeman, Montana, and the motion was carried by
the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr
and Mayor Morrow; those voting No, none.
Authority to Attend Public Works Association Conference: Idaho Falls 25-27 April 1968
City Engineer & Street Supt.:
The First Annual Conference of the Rocky Mountain Chapter, American Public Works Association
is scheduled to be held in Idaho Falls, Idaho, 25-27 April 1968. In concurrence with the City
Managers recommendation, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy,
that the City Engineer and the Street Superintendent be authorized to attend the conference and,
it being in the public interest their expenses be paid from the street fund and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Sedivy and Mayor Morrow; those voting No, none.
Request for Water, Sewer and Paving SID for Graf's Third Addition:
A request from Eugene Graf, Jr., to create Special Improvement Districts for the purpose of

installing water, sewer, pavement and curbing in Graf's Third Addition lying immediately South of
and contiguous to Westridge Subdivision was presented. Following a discussion, the City Manager
recommended that due to the complexity of extending water and sewer mains into the area of the
addition, the request be referred to the City Engineer for study and recommendation. It was

moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the foregoing action be
approved as recommended and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Sedivy and Commissioner Langohr; those voting No, none.
Request for Approval: Annual Camp Fire Girls Candy Sale - Friday 3 May 1968:
A letter received from Mrs. Margaret D. Walton, Bozeman Council of camp Fire Girls, re-
questing permission to hold a fund drive, 3 May 1967, was presented. In concurrence with the
recommendation of the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner
Sedivy, that authorization to hold the fund drive of the Camp Fire Girls be granted and the motion
was carried by the following Aye and No vote: those voting Aye Being Commissioner Langohr,
Commissioner Sedivy and Mayor Morrow; those voting No, none.
Adjournment:
There being no further business to come before the Commission at this time, it was moved by
Commissioner Sedivy, seconded by Commissioner Langohr, that the meeting be adjourned and the
motion was carried by the following Aye and No vote: those voting Aye Being Commissioner Sedivy,
Commissioner Langohr and Mayor Sedivy; those voting No, none.
