HomeMy WebLinkAbout1968-05-08 1 1 I Bozeman, Montana 8 May 1968 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 8 May 1968, at 1:00 o'clock p.m. Present "Were Mayor Morrow, Commissioner Sedivy, Commissioner Langohr, City Manager Cutting, Ass;t City Manager Frys1ie, City Attorney Berg and the clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held 1 May 1968 were read, and it "Was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion "Was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commiss- ioner Sedivy and Mayor Morrow; those voting No, none. Plans and Specifications for SID No. 486: Authority to Advertise for Const. Bids - Sale of Bonds: Plans and Specifications covering the proposed improvement in Special Improvement District No. 486, prepared by Thomas, Dean & Hoskins, Inc., Consulting Engineers, were placed before the Commission. In concurrence with the City Engineer, the City Manager recommended that the plans and specifications as presented be approved and that a call for construction bids and a sale of the District bonds in the maximum amount be authorized. It "Was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the plans and specifications be approved and the Clerk of the Commission be directed to publish a "Call for Bids" for the construction of improvements for the district with an opening date of 5 June 1968, and to advertise for bids for the sale of the bonds of the District in the approximate amount of $22,000.00 to be received 12 June 1968 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Open Bids on Rest Room Facilities for Kirk Park - SID No. 470: This was the time and place set for receiving bids for the installation of Rest Room Faci1iies in Kirk Park (Special Improvement District No. 470:) Affidavit of publication of "Notice to Bidders" was presented. The sealed bids were on file and it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the bids be opened and read and the motion was carried by the fo1lo"Wing Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting no, none. The following bids were then opened: Edsall Construction Company W. D. Howells $6,555.00 7,325.00 The bids were then referred to the Ass't. City Manager and the Engineers representing Con- sultant Thomas, Dean and Hoskins, Inc., to check the bids in detail and prepare a tabulation and make recommendations in regard to the lowest and best bids for the installation of the Rest Room Facilities in Kirk Park. Resolution No. 1367 Intent to Create SID No. 488 - Paving East Babcock Street between S. Church Avenue and S. Wallace Avenue and on That Portion of S. Wallace Avenue Between E. Main & E. Babcock St.: Commission Resolution No. 1367 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN DECLi\RING IT TO BE THE INTENTION OF THE CITY OF BOZEMAN, MONTANA, TO CREATE A SPECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DIS- TRICT NO. 488 FOR THE PURPOSE OF CONSTRUCTING AND INSTALLING AN ASPHALTIC-CONCRETE PAVEMENT, INTREGAL CONCRETE CURBS AND GUTTERS AND NECESSARY APPURTENANCES THERETO; ALSO CONSTRUCTING STORM DRAINAGE SYSTEM AND MANHOLDES, CONSTRUCTION AND RECONSTRUCTION OF NECESSARY 189 190 DRAINAGE INLETS AND APPURTENANCES THERETO ON THAT PORTION OF EAST BABCOCK STREET BETWEEN SOUTH CHURCH AVENUE AND SOUTH WALLACE AVENUE AND ON THAT PORTION OF SOUTH WALLACE AVENUE BETWEEN EAST BABCOCK STREET AND EAST MAIN STREET. prepared by the City Attorney as directed by the Commission was presented. In concurrence with the recommendation of the City Hanager, it was moved by Commissioner Sedivy, seconded by Commiss- ioner Langohr, that the Resolution be passed and adopted and 5 June 1968, be set as the date for pub1 ic hearing and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Consideration of Bids~ Rest Room Facility for Kirk Park - SID No. 470: The Assistant City Manager and Mr. Wm. Underwood, representing consultants, Thomas, Dean and Hoskins, Inc., having completed their study of the two bids submitted for the installation of the Rest Room facilities at Kirk Park, SID No. l,70, and having prepared the tabulation of the bids, recommended that Edsall Construction of Bozeman be awarded the contract for the above mentioned improvements on the basis of that firm's bid of $6,555.00 being the lowest and best bid submitted. The City Manager concurred in the reconnnendation of the Engineers and the Ass't City Manager, and it was moved by Commissioner Langohr, seconded by Connnissioner Sedivy, that Edsall Construction Company be awarded the contract for the installation of the Rest Room Facilities in the amount of $6,555.00 and the bid security of the unsuccessful bidder be returned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Comnlissioner Sedivy and Mayor MorroW; those voting No, none. Ma or's Proclamation: a Public Works Week - 12/18 Ma c) Fire Service Recognition Day Month Ma 1968, Mayor Morrow announced his proclamation of 12-18 May 1968, as 'NATIONAL PUBLIC WORKS WEEK" and urged all citizens and civic organizations to acquaint themselves with the problems involved in providing public works facilities and services and to recognize the important role in the safety, health and wellbeing that is played by the public works officials in our connnunity. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that Mayor Morrow's Proc1ama- tion be endorsed and the motion was carried by the following Aye and No vote: those voting aye be Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Mayor Morrow announced his proclamation designating the month of May as"National Radio Month." It was moved by Connnissioner Langohr, seconded by Commissioner Sedivy, that this pro- clamation of the Mayor be endorsed and the motion was carried by the following Aye and No vote; those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrmv; those voting No, none. Mayor Morrow announced his proclamation of 11 May 1968 as Fire Service Recognition Day in the City of Bozeman and further called the attention of our citizens to the splendid manner in which our Fire Department serves the Community. It was moved by Commissioner Sedivy, seconded by Connnissioner Langohr, that Mayor Morrow's proclamation as requested by the Bozeman Chamber of Commerce be approved and the motion was carried by the following Aye and No vote: those voting Aye being Connnissioner SediVY, Commissioner Langohr and Mayor Morrow; those voting No, none. Report of the Librarian: 3-4 May 1968 - Great Falls, Montana - Library Association: City Librarian Margaret Hileman gave a report on her attendance and that of her assistant Katherine Fisher at the Montana Library Association Conference held in Great Falls, 3-4 May 1968. 1 I I 1 1 I It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that Miss Hileman be commended on the completeness of her report and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Request to hold Sale of Brooms and other Items: Benefit of Blind and Permission to Park Truck On Main Street - Lions Club: A letter received from Mr. R. K. Richardson, Chairman of the Bozeman Lions Club, Inc., requesting permission to hold their spring broom sale on Wednesday, 22 May 1968, and to park a supply truck in the downtown area was presented. It was moved by Commissioner Bedivy, se- conded by Commissioner Langohr, that permission to hold their annual broom sale be granted with the stipulation that the consent of the owner or business firm in front of which they propose to place their truck be obtained and that their truck be parked in a manner as designated by the Police Department and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Request to Sell Buddy Poppies - Saturday 25 May 1968 - Veterans of Foreign Wars: A request from Mrs. Alvina Baker, Poppy Day Chairman for the Verterans of the Foreign Wars to designate Saturday, 25 May 1968, as "Poppy Day" and permit the sale of the "Buddy Poppy" was presented. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the re- quest be granted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Plat: Portion of Urdah1 Property on Griff'n Drive: A plat for 6.83 acres of property belonging to Mr. & Mrs. Marlowe Urdah1 fronting on Griffin Drive was presented along with the recommendation from the City County P1anntng Board. After thoroughly discussing the Plat, the City Manager stated that on the basis of the Action of the City County Planning Board, he would recommend that being given the option of having the plat redrawn to show that 45 ft. width providing for Griffin Drive right-of-way, dedicated to the public use forever or by providing a warranty deed conveying the 45 ft. strip to the City of Bozeman, stipulating therein that the property conveyed to be used for highway purposes. The Commission concurred in the recommendation of the City Manager and it was moved By Commissioner Sedivy, seconded by Commissioner Langohr, that the plat of land in the amount of 6.83 acres be approved as recommended and that the City Manager be authorized and directed to sign the plat as the Director of Public Service and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Reports for April: The following reports were presented for April: Fi re Chief Fluoridation Police Judge Bldg. Inspector The City Manager commented on the reports and recommended their approval. After examination of the claims and checking against the Claim Register, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Cottm\issioner Langohr and Mayor Morrow; those voting No, none. Ad;ournment: There bei.ng no further business to come before the Commission at this time, it was moved by Conrrnissioner Langohr, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
