HomeMy WebLinkAbout1968-07-03 1 1 I Bozeman, Montana 3 July 1968 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 3 July 1968, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg and the Clerk. Mayor Morrow opened the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held 26 June 1968 were read and it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor MOrrow; those voting NOt none. Minutes of the Special meeting held 2 July 1968, were read and it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Authority to Attend Legislative Committee Meeting of Association of Montana PIBnning Board: llliLENA, Montana 3 July 1968 - H. D. Korslund, President, 12 July 1968 - Kors1und and Secy Fryslie: A meeting of the Legislative Committee of the Association of the Montana Planning Boards has been scheduled to be held in Helena, on 3 July 1968 and another meeting on Friday the 12th of July 1968. The City Manager recommended that Mr. Harold Korslund, President of the Bozeman City-County Planning Board and President of the State Association of Planning Boards be authorized to attend both meetings and also that Ass't. City Manager Harold A. Fryslie, Secretary of the Board be authorized to attend the meeting on the 12th. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that attendance at the meeting be authorized as requested and that it being in the public interest, expenses be paid from the planning fund and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Authority to Attend Montana Municipal League Meeting in Helena: Officers Executive & 1('gislat~~ Committees: Commission & Manager: The Montana Municipal League has scheduled a meeting of the Officers, Executive and Legis- lative Committees to be held in Helena, on Monday 8 July 1968. The City Manager requested that the City Commission and the City Manager be authorized to attend the meeting. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the members of the City Commission and the City Manager be authorized to attend the meeting and, it being in the public interest the travel expenses incurred be paid from the General Fund and the motion was carried by the fo110w- ing Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Request to Replace Curb and Gutter and Extend Sidewalk to Curb: A request from Paul K. Dudley to have the replacement of the curb in front of 103 N. Grnad Avenue included in the curb replacement program of the City of Bozeman was presented. Following a discussion, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the re- quest for replacement of the curbing be approved to include curb and gutter and that action be de- ferred on the request for extending the sidewalk out to the curb, pending a further study of the possibility of continuing such a "Fill-in", at least to the alley and the motion was carried by 219 220 the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Att1ication for Retail Beer License: Town pum Delbert H. Jensen): The application for a one-half year City Beer License, together with the required fee, from Mr. Delbert H. Jensen of the Town Pump Quickstop was presented. The City Manager and the Chief of police stated they were not aware of any incidents in the operation of the above establishment that would warrant disapproval of the application. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the above application be approved, and the Director of Finance be directed to issue the license in accordance therewith and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner &edivy and Mayor Morrow: those voting No, none. Continuation of Movers Bond: Cotton House Moving, Helena: In accordance with the provisions of Ordinance No. 785, the Building Movers bond as surety for a moving permit on cotton's House Moving Company, Helena, Montana, was presented. It was re- ported the Building Inspector had recommended that the bond be approved and it having been approved as to form by the City Attorney, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the bond be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Report of Fire Chief on Fire Chiefs & Fire Fighter!? Convention: 26-29 June - Billings: Fire Chief Huber reported on the Montana Fire Chiefs and Fire Fighters joint convention held in Billings 26-29 June 1968, explaining that it was a very well planned convention, that there were some excellent speakers. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that Chief Huber be highly commended on the excellent manner in which this report was presented and that it be accepted and approved and the motion was carried by the following Aye and No vote: Those voting Aybe being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Unnumbered Resolution Authorizin Procurement A resolution authorizing the purchase of not to exceed 25,000 gallons of road oil during the fiscal year _ July 1, 1968 to June 30, 1969 - for use by the street department in repairing pave- ment and for sealing certain sections of existing pavement within the City from the Montana State Highway Department was presented as follows: RES 0 L UTI 0 N ---------- WHEREAS the City of Bozeman will have need during the fiscal year July I, 1968 - June 30, 1969, for road oils for use in repairing streets and for sealing certain sections of existing pavement within the City, and WHEREAS the City of Bozeman does not have proper facilities for handling and storing the needed quantities of oils, and WHEREAS the Montana State Highway Department does have storage facilities and normally does have quantities of the required types of oils stored in Bozeman from which it can supply the quantities needed by the City of Bozeman, NOW, THEREFORE, BE IT RESOLVED: That an emergency does exist relative to the procurement of road oils by the City of Bozeman and the City Manager is hereby authorized to purchase from the Montana State Highway Department, from its stocks in storage in Bozeman, approximately twenty-five thousand (25,000) gallons of road oil, this to be purchased from time to time during the fiscal year July I, 1968 - June 30, 1969, as needed by the City of Bozeman for repair and sealing of existing pavements, and these quanti- 1 1 I 1 1 I ties of road oils to be purchased at cost plus normal handling charges. Authority to Purchase Band Uniforms: 28 at approximately $980.00: A request from the Bozeman City Band for authorization to purchase band uniforms in the approximate amount of $980.00 was presented. Following a discussion, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the purchase of the uniforms be authorized and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Reports for June: The following reports were presented for June as follows: Librarian (May) Building Inspector Fluoridation Fire Chief Police Judge The City Manager Commented on the reports and recommended their approval. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr. that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Comm- issioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting, No, none. claims for June: Claim No's 620 thru 879 inclusive were presented on the various funds as follows: General $25,911.86 Cemetery $ 3,668.15 Street 7,286.20 Band 1,480.00 Water 15,424.66 Garbage 5,586.85 SDS 3,379.66 Parking Meter 947.17 Library 2,403.82 Police Reserve 1,532.70 Park 9,121.23 SID's 2,516.65 PERS 1,634.90 Fire Re lief 8,554.39 $89,448.24 The City Manager commented on the claims and found them to be true and lawful claims against the City of Bozeman and recommended they be approved and the Director of Finance be directed to issue warrants in payment. After examination of the claims and checking against the claim register, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Mayor Morrow - Report of Municipal Meeting held in Helena 28 June 1968: Mayor Morrow reported on his attendance and that of Commissioner Langohr at the Montana Legislative Council Meeting held in Helena, 28 June 1968. His report consisted of a complete resume of the meeting and the value derived therefrom. It was moved by Commissioner Sedivy, sec- onded by Commissioner Langohr, that the Mayor be commended on the thoroughness of the report and 221 1 Z22 the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting no, none. Commend Commissionel.:. Sedivy and Ass_' t City Manager Fryslie regarding National Guard: It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that Commissioner Sedivy and Ass't City Manager Frys1ie and police Sergeant Earl Smiley be commended on their attendance at the June 1968 National Guard Encampment and their outstanding performance as 1 members of the National Guard and the motion was carried by the following Aye and No vote: those voting Aye were Commissioner Morrow and Commissioner Langoht; those voting No, none.
