HomeMy WebLinkAbout1968-02-07 I I I Bozeman, Montana 7 February 1968 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 7 February 1968, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg and the Clerk. Mayor Morrow opened the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held 31 January 1968 were read and it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Application for Federal Grant for Gallatin Field Runway Project $304,392.00: (Estimated Project Cost - $574-,2l6.00~ Application for a Federal Grant for the proposed construction of the Gallatin Field Runway Extension Project in the amount of $304,392.00 was presented. Mr. Edwin Iverson, Manager of Gallatin Field, was present to discuss the project and answer any questions regarding the application. The City Manager explained that the Federal Grant is for $304,392.00 of the total estima ted cost of the proposed project of $574,216.00 and final figures will not be available until the project has been completed. Mr. Iverson confirmed that the balance of the project cost is to be covered by self liquidating loans already approved. Following a thorough discussion, the City Manager recommended the Commission favorably con- sider submission of this application and it was moved by Commissioner Langohr, seconded by Comm- issioner Sedivy, that the submission of the application be approved and the Mayor and the Clerk of the Commission be authorized and directed to sign the application for the City of Bozeman and the motion was carried by the following Aye and No vote: thos voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. ~lication of Federal Assistance on Water Main Project: The City Manager presented a proposed application to be submitted to the Housing and Urban Development Administration for a grant of $200,000.00 to assist the City in the construction of a water main feeder grid to serve newly developing areas in the western portion of the City of Bozeman. The improvements contemplated will include installation of 8", 10", l2" and 14" water mains and properly spaced valves and fire hydrants at a total estimated cost of $450,000.00. The City Manager stating that Federal Funds for this program will be dependent upon new appropriations by Congress recommended that this preliminary application be approved for submission in an effort to permit the construction of this badly needed project. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that submission of the above application be approved as presented and the Mayor and the Clerk of the City Commission be authorized and directed to sign for the City and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Hearing Resolution No. l357: Vacating 2 feet of North l.Jil1son Avenue - Hosp-ital 13lock between Lamme and Bea 11: This was the time and place set in Commission Resolution No. 1357 fOT hearing protests to vacating the two (2) foot strip along the east side of North Willson Avenue from the north property line of West Lamme Street to the south property line of West Beall Street. Affidavit of publication of Notice 'lias presented together with signed acknowledgement of service of the notice from owners of 149 150 all abutting the property. No protests having been filed, and no one having appeared to verbally protest the subject vacation, the City Manager recommended that the City Attorney be instructed to prepare an Ordinance vacating the two (2) foot strip along the east side of North Willson Avenue from the north property line of West Lamme Street to the south property line of West Beall Street. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the City Attorney he directed to prepare the above ordinance and the motion ~~as carried by the following Aye and No vnte: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor MorroW; those voting No, none. proclamation: February as "American History Month": Mayor R. Harry Morrow announced his proclamation of the month of February as "American History Month" in accordance with the official designation as such be Act of the United States Congress. In commemoration of this historic month, the National Society of the Daughters of the American Revolution haR established the new NSDAR American History Scholarship to be awarded annually to a boy or girl majoring in American History. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the Mayor's proclamation be endorsed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. f:roclama_~io~~__!.:}7 Februa..ry 1968 as. Harry Morrow announced his proclamation of 11-17 February, as "National Beauty Salon Week", commending all citizens of Bozeman to consider the many ways in which we can enrich our lives and the lives of our fellow citizens, by expressing the beauty and harmony inherent in our own spirit, in our daily work, and in our personal appearance. It was moved by Commissioner Langohr, seconded hy Commissioner Sedivy, that this proclamation of the Mayors be endorsed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lan- gohr, Commissioner Sedivy and Mayor MorroW; those voting No, none. Presen ta ti on of AAA 1966 Pedes trian Safe ty Achievemen t Plaque awarded to CITY OF f30ZEMA_~2_6r_iJ:~ elev~nt:l:~_.-1:.~!~_~_~thout a Pedest1:'ian Fatality: In accordance with the request of and on behalf of Mr. Dean Chaffin, Vice President of the Montana Automobile Association, the City Manager presented to the Mayor and the City Commission the pedestrian Safety Achievement Award from the American Automobile Association recognizing Bozeman's 11th year, through 1966, without a pedestrian fatality. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the City Manager be instructed to acknowledge receipt of this award and express the appreciation of the City Commission to the Association for the award of the beautiful plaque and for their continued assist- ance in these efforts. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Request for Cancellation of Electrician License Bond: Gordon Sortor dba - Home Heating Service: A letter received requesting that the Electricians bond No. B-27-29-73 dated 1 February 1965, issued by Reliance Insurance Company to Gordon Sortor dba Home Heating Service be cancelled was presented. The City Manager recommended that the City comply with the request and it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the Cancellation of the bond be approved as of this date and the motion was carried by the following Aye and No vote: those voting Aye being Conmd.ssioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Comm- issioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. After examination of the claims in detail and checking against the claim register, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the 1 claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none.
