HomeMy WebLinkAbout1968-03-06 160 Bozeman, Montana 6 March 1968 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 6 March 1968, at 1:00 o'clock p.m. Present were Mayor Morrow, Commiss- ioner Sedivy, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and the Clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held 28 February 1968 were read and it was moved by Commissioner Sedivy, seconded by Mayor Morrow, that the minutes be approved as corrected and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none. Absence of Commissioner LanKohr: In concurrence with the recommendation of the City Manager, it was moved by Mayor Morrow, seconded by Commissioner Sedivy, that Commissioner Langohr be excused from this meeting in compliance with Section 2.08-060 of the Bozeman Municipal Code. The motion was carried by the following Aye and No vote: those voting Aye being Mayor MOrrow and Commissioner Sedivy: those voting No, none. Open Bids: 8" X 4" X 1" Compound Water Meter: Water Department: This was the time and place set for opening bids for the purchase of an 8" X 4" X 1" Detector Compound By-pass Meter for the Water Department. It was moved by Commissioner Sedivy, seconded by Mayor MOrrow, that the bids be opened and read and tbe motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none. Hersey Sparling Meter Company Neptune Meter Company - Salt Lake City - Portland - $2,386.70 2,l67.60 Upon request of the City Manager, the Commission directed that the bids be referred to tbe Water Superintendent and the City Engineer for checking and tabulation and for recommendation to be made to the Commission. Reappointment of Library Board Members: (a) Mrs. R. M. Lockwood (b) Mr. Ed. Howard, Jr. Mayor R. Harry Morrow announced his reappointment to the Library Board as follows: Mrs. R. M. Lockwood Mr. Ed. Howard, Jr. - Term ending 30 June 1969 - Term ending 30 June 1970 It was moved by Commissioner Sedivy, seconded by Mayor Morrow, that the reappointment of Mrs. R. M. Lockwood and Mr. Ed. Howard, Jr., be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none. Continuation License Bond: Gas Fitter - New Budd Plumbing & Heating - Bozeman: In compliance with Chapter Sixteen of the Bozeman Municipal Code, the continuation certi- ficate of the Gas Fitter's License Bond of New Budd Plumbing and Heating of Bozeman was presented. The City Manager reported the Building Inspector had recommended the continuation of the bond and the City Attorney had approved the certificate as to form. It was moved by Mayor Morrow, seconded by Commissioner Sedivy, that the bond be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none. Authority to Purchase 28 3/4" Water Meters: ApprOXimately $990.00: The Water Department has need for an additional supply of 3/4" water meters and requested authority to purchase twenty-eight water meters at an approximate cost of $990.00. Authority to Purchase Grass Seed for Kirk Park: 1500 lbs. Approximately $950.00: The Assistant City Manager and the Park Superintendent have received quotations on 1500 lbs. 1 Grass Seed in the approximate amount of $950.00 for seeding Kirk Park and requested authority to place an order for the purchase of the grass seed. It was moved by Mayor MOrrow, seconded by Commissioner Sedivy, that the authority to place an order for the purchase of the grass seed be granted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none. Questionnaire re~arding consolidation of Municipal Elections with General Elections: A questionnaire addressed to the Mayor asking tbat the Legislative Council conduct a study to determine if it is practical to hold municipal elections on the same date as the General Elections (first Tuesday after the first Monday,of November) and using voting machines in these elections was presented. Following a discussion, it was moved by Commissioner Sedivy, seconded by Mayor Morrow, that the City Manager be instructed to address a letter to the Legislative Council in answer to the questionnaire by the 15th of March, stating in substance that the City of Bozeman prefers that municipal elections continue to be held in the odd numbered years to preserve their local character. Tbe motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, and Mayor MorroW; those voting no, none. 1 Reports for February: The following reports were presented: Police Judge Building Inspector Dir. of Finance (Jan.) Fluoridation Librarian (Jan.) Fire Chief Water Accounts The City Manager commented on tbe reports and recommended tbeir approval. It was moved by Mayor Morrow, seconded by Commissioner Sedivy, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor MOrrow and Commissioner Sedivy; those voting No, none. Claims for February: Claim No's. ll776 thru l2084 inclusive were presented on the various funds as follows: General $29,749.42 Cemetery $ 2,572.41 Street 8,050.26 Band 38.65 Water 22,678.00 Garbage 5,344.02 SDS 5,515.75 parking Meter 1,161.76 Library 2,937.85 Police Reserve 1,709.70 Planning Bd. 62.32 PERS 1,249.35 Park 4,716.64 Driver Education 352.00 $86,138.13 The City Manager commented on the claims and found them to be true and lawful claims against 1 the City of Bozeman and recommended that they be approved and the Director of Finance be directed to issue warrants in payment. After examination of the claims in detail and checking against the claim register, it was moved by Commissioner Sedivy, seconded by Mayor MOrrow, that tbe claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy and Mayor MOrrow; those voting No, none. ~ 162 Used Resolution Book Sheet in error. Consideration of Bids for 8" X 4" X 1" Compound Water Meter - Water Department: The Commission was referred to tbe opening of bids for the 8" X 4" X l" Compound By-pass Meter for the Water Department. The bids having been studied in detail by the Water Department Superintendent and the City Engineering Department, it was found that the bid of Neptune Meter Company was the lowest bid submitted but the excessive length of the Neptune Meter would necessitate a modification of the existing meter chamber structure at a cost conservatively estimated to be substantially in excess of the cost difference of the two bids received and that the bid of Hersey-Sparling Meter Company did fully meet with the specifications. The City Manager concurred in the recommendation of the City Engineer and Water Superintendent and it was moved by Mayor Morrow, seconded by Commissioner Sedivy, that as recommended the City reject the Neptune Meter Company bid in the amount of $2,167.60 and that the bid of Hersey Sparling Meter Company, Salt Lake City, Utah, be accepted on the basis of its bid in the amount of $2,386.70 being the best bid and meeting with or exceeding the specifications of tbe "Call for Bids" and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none. Adjournment: There being no further business to come before the Commission at this time, it was moved by Commissioner Sedivy, seconded by MayotMorrow, that the meeting be adjourned and the motion was carried by the following Aye and no vote: those voting Aye being Commissioner Sedivy and Mayor Morrow; those voting No, none. /?
