Public comment by Richard Canfield. 726 S. 3rd Ave. Owns home in BonTon Historic Distric (in SCAN). Tom Rogers memo on UDC update include document on Accessory Dwelling Unit recommendations, dated Oct. 21. Discussed conflict between infill and historic preservation. Includes photographs documenting some historic structures and
some that it is felt do not preserve integrity of the neighborhood.
Board will start hearing feedback on updates on UDC changes on Dec. 13. Hearing be-fore Commission in Jan. (Comments included in writing)
Reviewed Oct. minutes. Kathy suggested a change to Heather Higginbotham’s energy
smackdown – update to include description of neighborhood contest and available prizes. Kathy moved to accept as amended. Eli seconded. Motion passed unanimously.
4:50 Mayana Rice, Mitch WerBell (City Planning) – Infill and Accessory Development Units (ADUs) Tom Rogers is in charge of the project to update this part of the code. Mentioned timeline is suggested – could extend if necessary.
Code changes can happen after this process is finished – code is not intended to be static.
Started UDC updates in 2015. Meetings held monthly to keep review moving. Tom Rog-ers coordinates meetings. Each amendment is going to Planning Board, Zoning Commission, City Commission.
There will be review by each.
Hoping to adopt update in March 2017. What is infill? Infill is either the intensification of development or redevelopment on a site previously developed for urban use; or the development of vacant property previous-
ly located within historically developed neighborhoods.
To what extent? Try to get maximum “quality” use of the land for the servicers provided. Water, sewer, streets, schools, other quality of life services.
Existing infill provisions: there are a number of standards already in code.
Accessory dwelling units: Attached, detached, ground floor / second story types currently allowed. Difference between a bonus room over the garage and an ADU – primarily a kitchen. Guest houses are a separate designation, without a kitchen.
ADUs are CUP in RS, R1, allowed in R2, R3, R4, R5, RO. Not allowed in RMH. Currently allowed in R1 max 800 sf or 1/3 of gross floor area of principal dwelling. CUP & public hearing required
Considered change – allow attached ADUs. Architecturally consistent with primary house. Ownership limitation would not be removed. Maybe decrease to 600 sf. Allow detached ground level ADUs?
Eliminate requirement for larger lots? Let other ADU size, setbacks, open space, and de-
sign provisions apply Continue to require ADU to be subordinate to primary dwelling?

Try to schedule some public meetings for interested neighborhoods.
6:15 John Vanderlinder (Bozeman Streets) 10% salt added to sand. Downtown, use treated salt. Plowing starts at 3 A.M. on arterials. 7 trucks each cover about 100 miles. Helps a lot to keep vehicles off the streets.
Will use NextDoor for plowing notifications this year.
If people move cars after plowing, can call the City Shops to come back and clean things up. 6:25 Mike Bachich (BPD Community Resource Officer) Things have been mostly “business as usual” Someone in Lindley Park area exposing himself in the afternoons and evenings. Coffee with a Cop coming up Dec. 6 at City Brew on 29th. Also Thank a Veteran at the same time. Christmas Stroll Dec. 3. BPD will have a booth.
