HomeMy WebLinkAbout1968-03-27 1 1 I Bozeman, Montana 27 March 1968 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday 27 March 1968, at 1:00 o'clock p.m. Present were Mayor MOrrow, Commissioner Sedivy, Commissioner Langohr, City Manager Cutting, Acting City Attorney O'Connell and the Clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held 20 March 1968 were read and it was moved by Commissioner Langohr, seconded by Mayor Morrow, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr and Mayor Morrow; those voting No, none. Consideration of Bids for Water Truck: The Commission was referred to the opening~ bids for the one (1) ton truck with dual rear wheels for use by the Water Department on 20 March 1968. The bids having been analyzed, the City Manager concurred with the City Engineer, recommending that the purchase be awarded to Rolfe and Wood, Inc., of Bozeman, MOntana, on the basis of their bid in the amount of $2572.61 it being the lowest bid and equaling the specifications as contained in the "Call for Bids". In concurrence with the recommendation of the City Manager and the City Engineer, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the purchase of the one (1) ton truck be awarded to Rolfe and Wood, Inc., of Bozeman, Montana, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Authorization to Attend AWWA & WPCA Annual Meeting: Helena 28-30 March: City Engineer, Water Superintendent & Two Employees, Disposal Plant Operator: The American Water Works Association and the Montana Water Pollution Control Association Convention is scheduled to be held in Helena, 28-30 March 1968, and in concurrence with the re- commendation of the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the City Engineer, the Water Superintendent and two of his employees and the Sewage Disposal plant Operator be authorized to attend the convention and, it being in the public interest their expenses be charged to the appropriate City fund and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner aedivy and Mayor Morrow; those voting No, none. Authority to Submit Application: HB No. 42 Gas Tax Proiect: Seal Coating Streets: The Commission was referred to a discussion held February 21, whereby the 1965 Legislature passed a measure referred to as House Bill No. 42 levying an additional one-half cent gas tax to be used for street purposes in Montana Cities. The City of Bozeman is presumed to have an entit1e~ ment of about $29,000.00 per year from this gas tax fund. The City Manager informed the Commission, the Engineering Department has worked up another project for seal coating 56,847 square yards of streets in various sections of the city at an estimated cost of $13,400.00 of HB-42 funds. Following a discussion, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the City Manager be authorized to submit an application to the State Highway Department to provide for seal coating oiling of 56,847 square yards of streets in various sections of the City as indicated on the map attached to the application at an estimated cost of $13,400.00 of HB-42 169 170 funds, a project which is essential to preserve the pavement and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Ne~E_E!':v..~g.~ Disposal Plant & Sewer Lines Project to provide Secondary Treatment and ot her Improvements: Estimated Cost $1,753,900.00: Mr. Tom Thomas of Thomas, Dean and Hoskins, Inc., Great Falls, Montana, consultant engineers under contract to the City of Bozeman appeared before the Commission to assist the City Manager in presenting for Commission consideration a sewage system and treatment project to consist of a completely new disposal plant, including primary and secondary and chemical treatment; an outfall sewer pipe line from the existing plant to the new plant site and a large interceptor sewer co1lect- ion line diagonally across the City from the Southeast to the Northwest and on to the new plant site, all at an estimated cost of $1,753,900.00. The City Manager concurred with the recommendation of the Consultants' and recommended that the proposed project as described above be approved and that the formal application be submitted to the Water pollution Control Administration for a federal construction grant in the amount of $572,255.00 which would provide 33 percent of the project cost. The remainder of the project cost would be financed through a revenue bond issue which would have to be approved by a favorable vote of City taxpayers. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the project as described above be approved and the motion was carried by the following Aye and no vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Authority to Submit Application for Federal Grant for Sewer Project: $572,255.00: Following a discussion of the Federal Grant for the Sewer Project in the amount of $572,255.00, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that an application be submitted to the Water Supply and Pollution Control Council, State Department of Health, Helen" MOntana, for Federal Grant for Sewage Treatment Works under 33 USC 466 et seq. and that Mayor Morrow be designated to sign for the City as Applicant-Recipient and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Authority to Attend Annual NW Recreation & Parks Conference, Spokane, Washington, 21-23 April, Park Superintendent Cloninger and Recreation Director White: A letter received from the City Recreation Director informing the Commissioner that the North- west District Recreation and Parks Conference is scheduled to be held in Spokane and recommending that Park Superintendent Thurman Cloninger aud Recreation Director A. Glen White be authorized to attend was presented. In concurrence with the recommendation of the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the requested authorization to attend the meeting be granted and, it being in the public interest, their expenses be paid from the Park fund and the motion was carried by the following Aye and No vote: those voting Aye being Comm- issioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. License Bond Continuation: Frank J. Trunk & Son Inc. - a Gas Fitter b plumber: In compliance with Chapter 16 of the Bozeman Municipal Code, the plumbing and gas fitter bond of Frank J. Trunk & Son, Inc., Bozeman was presented. The City Manager stated the Building Ins- pector had recommended the approval of the bond and the Acting City Attorney had approved the bond as to form. Request to conduct "White Cane" Sale 27 April 1968: Eagles Auxiliary No. 326: Assisted by 4H Girls: A request from Mrs. Hazel Roys of the Eagles Auxiliary for permission to conduct a "White Cane" sale in Bozeman for the benefit of the blind on Saturday, 27 April 1968, was presented. In concurrence with the recommendation of the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that permission be granted the Eagles Auxiliary assisted by the 4-H Club Girls to conduct the sale as requested and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Authority to Attend Montana Library Assoc. Conference Gt. Falls, 3-4 May, Librarian,Asst. & Ed. Mbrs. The Montana State Library Association has scheduled a Conference to be held in Great Falls 3-4 May 1968, and the City Manager recommended that City Librarian Miss Margaret Hileman, Assistant Librarian Miss Katherine Fisher, and the Library Board Members be authorized to attend the con- ference and, it being in the public interest their expenses be paid from the Library fund. It was moved byCommissioner Sedivy, seconded by Commissioner Langohr, that this travel be authorized as recommended and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Request to Hold Easter Egg Hunt in Lindley Park Saturday, 13 April - J.C's: A letter received from Rodney Spoor, Secretary of the Jaycees' requesting permission to stage the Annual Jaycee Easter Egg Hunt in Lindley Park on Saturday afternoon, 13 April 1968, was presented. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the request be granted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Sedivy and Mayor Morrow; those voting No, none. Revised Specifications for Cemetery Truck: Bid Opening 17 April 1968: The Commission was referred to the rejection of the Bids for the one (1) ton, four (4) wheel drive truck for use by the Cemetery Department on 20 March 1968. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that revised specifications for the one (l) ton four (4) wheel drive truck be approved and the Clerk of the Commission be directed to issue a "Call for Bids" to be opened 17 April 1968, for the purchase of the truck and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Langohr and Mayor Morrow; those voting No, none. Reports for February (Continued): The following reports were presented: Disposal Plant Operator Director of Finance Librarian The City Manager commented on the reports and recommended their approval.
