HomeMy WebLinkAbout1967-12-06 ~22 Bozeman, Montana 6 December, 1967 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 6 December, 1967, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg, and the Clerk. Commissioner Langohr opened the meeting with a prayer and the following proceedings were had: I Minutes of the regular session held 29 November, 1967, were read and it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the minutes be approved as read and the motion was carried by the following Aye and No vot_: Those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. Minutes of the Special Meeting held 30 November, 1967, were readt:and it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Authority to order Street Name Signs - Approximately $600.00: The City has need for street name signs in the approximate amount of $600.00 as replacements and to serve newly developed areas. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the authority to purchase the street name signs be approved as requested and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. Confirmation of Police Officer: Peter S. Cole: Effective 8 December, 1967: I The Chief of police reported that Officer Peter S. Cole had satisfactorily completed the re- quired six month probationary period and recommended that Officer Cole be confirmed as a regular member of the Bozeman Police Department. The City Manager announced that he concurred in the re- commendation of the Chief of Police subject to the approval of the Commission. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the confirmation of Police Officer Peter S. Cole be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Reconsideration of SILD No. 484 Greek Way Street Lighting - UnderMround Conductor: A Request was presented from the Montana Power Company for consideration of placing conductors underground for the Greek Way Street Lighting project SILD No. 484 for an additional amount of $441.00 over and above the cost as set forth in the resolution of intention to create the district with over- head conductors, due to unusual problems the installation of overhead conductors would present an anticipated unsightly appearance. The City Manager recommended favorable consideration of the request stating the City would be billed for the additional cost, of which Montana State University has agreed to pay one-third, upon completion of the installation. After having determined that any effat to revise the district at this time would not be prac- I tical and in view of the fact that the City would have no legal authority to assess the property within the district in any amount in excess of the resolution of intention figures, it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the Montana Power Company be autho- rized to proceed with the District, placing the power conductors underground at an additional cost not to exceed $44l.00 of which Montana State University has agreed to pay one-third, and that, if necessary, a temporary light be installed to serve the new Kappa Delta Sorority house pending com-- pletion of the District and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting NQ, none. 123 1967 Tax Abatements: Special Tax Levy: The following applications for tax abatements were presented: Name Description Apportionment Amount B. Park Garbage 28.00 Total $348.35 In concurrence with the recommendation of the city Manager, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the applications be approved and the Director of Finance be authorized to enter the abatements on the tax records. The motion was carried by the following Aye and No vote: Those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. After examination of the claims and checking against the Claim register, it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. Reports for November: The following reports were presented: Director of Finanace (Oct.) Water Collector Police Chief Police Judge I Fire Chief Librarian The City Manager commented on the reports and recommended their approval. I t was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Comm- issioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Parking on 521 WestCleveland Street - Mr. A. W. Overturf: Mr. A. W. Overturf appeared before the Commission to discuss the parking situation in the 1.24 area in front of and around their home on 521 West Cleveland Street. He explained that it is impossible to find a parking space close to their home and expressed the belief that many of the cars were parked in excess of 48 hours in violation of the City Ordinance. After thoroughly discussing the parking situation in this area, the Commission thanked Mr. Overturf for bringing this situation up for discussion and agreed that the City is faced with a serious , parking problem in that area and asked the cooperation of all motorists, including the University I students in finding a solution. The City Manager instructed the Chief of Police to further investi- gate overtime parking in the area in front of and around Mr. Overturf's home in an attempt to improve the parking situation as much as possible. "s(ave the Blood Program" :: Saturday 9 December, 1967 - Dr. Kirkpatrick: "Five Rivers Chapter." The reques t of the "Five Rivers Chapter~' American Red Cross, in regard to the Red Cross Blood Drawing Program was again presented for consideration. Following a discussion, it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the proposed fund drive on 9 December, 1967, for the benefit of the Five Rivers Chapter "Save the Blooli Program" be approved by means other than their proposal for setting up a "Roadblock" and that the drive be given wholehearted endorsement in order that the Five Rivers Chapter of the American Red Cross will not lose its Blood Bank account and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner MOrrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. Change Order No. 2 - SID No. 470 Kirk Park Subdivision: The change order of SID No. 470 prepared by Thomas, Dean & Hoskins, Inc., to become a part of the original contract for construction of improvements in the project described was presented as fOilowsll Change Order - No.2, - Add: 112 Tons of Item No. 15 "Surface Course Material" Delete aU of item No. 16 "Subbase Course Material" Add: 400 CY Pltrum Subbase Course @ $2.20 per CY. No change in contract amount. The City Manager concurred with the Engineer and recommended the above change-order be accepted and approved. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the Change-order be approved and that the Mayor and the Clerk of the Commission be authorized to sign for the City and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Resolution No. 1353 - Certificate of Delinquent Taxes: Commission Resolution No. 1353 certifying delinquent taxes in the amount of $46,566.59 to the Gallatin County Treasurer was presented, entitled: COMMISSION RESOLUTION NO. 1353 A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN DECLARING CERTAIN SPECIAL ASSESSMENTS AND INSTALLMENTS OF SPECIAL ASSESSMENTS, DUE AND PAYABLE NOBEMBER 30, 1967, AND UNPAID AS OF THAT DATE, AND CERTAIN OTHER SPECIAL ASS.:. ESSMENTS AND INSTALLMENTS OF SPECIAL ASSESSMENTS, DUE AND PAYABLE NOBEMBER 30, 1967, and UNPAID, DELINQUENT, AS PROVIDED BY CHAPTER 2.32 OF THE BOZEMAN MUNICIPAL CODE AND SECTION 11-2233, POLITICAL CODE, R.C.M., 1947. Upon recommendation of the City Manager, it was moved by Commissioner Morrow, seconded by Comm- issioner Langohr, that the resolution be passed and adopted and the motion was carried by the I following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.
