HomeMy WebLinkAbout1967-10-04 95 Bozeman, Montana 4 October, 1967 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 4 October, 1967, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner Morrow. Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg I and the Clerk. Mayor Sedivy opened the meeting wi th a prayer and the following proceedings were had: Minutes of the regular session held 27 September. 1967, were read and it was moved by Comm- issioner MorroW, seconded by Commissioner Langohr, that the minutes be approved as corrected and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner MorroW, Commissioner Langohr and Mayor Sedivy; those voting No, none. Consideration of Bids for SID No. 470 - Kirk Park Development: Schedule No. 1 : Schedule No. 2 : The Commission was referred to the opening of bids on 27 September, 1967, for the construction of Park developments in Special Improvement District No. L.70. As directed, The City Engineer and the engineers representing consultant Thomas, Dean and Hoskins, Inc., checked the extensions of all bids submitte~and after a thorough review of Schedule No. 1, recommended that Haggerty-Messmer. Bozeman, Montana, be awarded the contract for the construction of Schedule No. 1 with certain change-orders to eliminate the three drinking fountains and the reduction of the parking area to be presented to the Commission at a later date. The City Manager concurred in the recommendation of the Engineers and it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that subject to the sale I of the bonds of District No. 470, Haggerty-Messmer be awarded the contract for the construction of Schedule No. 1 in Special Improvement District No. 410. on the basis of their low bid in the amount of $25,184.70 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. In reviewing Schedule No.2, the City Engineer and the engineers representing consultant Thomas. Dean and Hoskins, Inc. found the bids to be above the engineers estimate and therefore re- commended that the bids on Schedule No.2 be rejected with the understanding that they be readvertised at a later date, following plan review and revision in an effort to reduce the cost. Following a thorough discussion on Schedule No.2, and in concurrence with the recommendation of the Engineers, theCity Manager recommended that the bids for construction of Schedule No.2 be re- jec ted. It was moved by Commissioner Morrow. seconded by Commissioner Langohr, that the subject bids be rejected and the motion was carried by the following voting Aye: Commissioner Morrow and Comm- issioner Langohr; those voting No, Mayor Sedivy: Sale of Bonds for SID No. 470 - $33,000.00: ~~-~ This was the time and place set for the s~le of the bonds of Special Improvement District No. 470. Affidavit of publication of the Notice of the sale of the bonds was presented. I The Mayor and the City Manager outlined the proceedure for conducting this bond sale and stated that the amount of bonds to be sold for the district would be in accordance with the low construction bid received as follows: SID No. Advertised Amount Amount to be Sold 1ft470 $33,000.00 $33,000.00 Mayor Sedivy then announced the City was ready to conduct oral bidding on the bonds of Special Improvement District No. 470 in the amount of $33,000.00. 96 The following bidders qualified by depositing with the Clerk of the City Commission the nec- essary bid Security: BIDDER REPRESENTING Mrs. Jean Roby First National Bank - Bozeman, Montana Mr. J. D. Street Security Bank & Trust Company - Bozeman The lowest effective interest rate accruing to the City of Bozeman offered as oral bids were I as follows: BIDDER INTEREST RATE First National Bank 5.0% Security Bank & Trust Company 4.9 Following the recommendation of the Director of Finance, concurred in by the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the bid of the Security Bank & Trust Company, Bozeman, Montana, being the lowest and best bid submitted, the sale of the bonds be awarded to the Security Bank & Trust Company and the bid security of the unsuccessful bidder be returned and the motion was carried by the following Aye and No vote: those voting Aye being Comm- issioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. AutJ~orizationJ:.S> Sign Checks: Local Banks: The City Manager recommended that a new authority and signature sheet, for signing City of Bozeman Checks for transfer or withdrawal of City funds be filed with the local banks, containing the signatures of Cashier and Water Colletor, Raymond R. Bassett, Assistant Cashier, Helen M. Wansink and Clerk of the City Commission, Erna V. Harding, when countersigned by either the Director of Finance, J. W. Smith or City Manager, Oscar E. Cutting, be approved. It was moved by Commissioner MorroW, seconded by Commissioner Langohr, that the authority to sign the City of Bozeman checks be approved as recommended and the motion was carried by the following Aye and No vote: those I voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. Consideration of Cast Iron Pi~ Fi~tings~ . The City Manager presented the following tabulation of the bids for the Cast Iron Pipe and F Fittings: Grinnell Company of the Pacific - Billings, Montana $8,208.90 Pacific States Cast Iron Pipe Co - Provo, Utah 7,693.65 The City Manager concurred in the recommendation of the City Engineer that the purchase of the Cast Iron Pipe and Fittings be awarded to the Pacific States Cast Iron Pipe Company of Provo, Utah, on the basis of their low bid in the amount of $7,693.65 as indicated above. It was moved by Comm- issioner Langohr, seconded by Commissioner Morrow, that the bids be accepted and awarded as re- commended and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Contract Documents for South \vater Reservoir Fencing: Noun tain Sta tesI'Fcncc ~ The contract documents for the construction of the "Chain Link" fehcing of the City's South Reservoir located three miles south of Bozeman, as awarded to the Mountain States Fence Company, Inc., Salt Lake City, Utah, on 27 September, 1967, was presented. Upon advise of the City Attorney, I action was tabled for a week on the execution of contract documents for the purpose of including the completion date on the contract. Rc~~ution No. 13'+9 Levy Special Assessment for 1967 Walks and Curbs: Provisiona 1 Passage: Resolution No. 1349 assessing cost of repair, replacement or construction of sidewalks and curbs for the year 1967 in the amount of $6,609.34 was presented entitled: COMMISSION RESOLUTION NO. 1349 A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN LEVYING AND ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON CERTAIN PROPERTIES IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, TO DEFRAY THE COST OF CONSTRUCTING AND INSTALLING AND/OR REPAIRING MISCELLANEOUS SIDEWALKS AND CURBS DURING THE YEAR 1967. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the resolution be provisionally passed and adopted and 11 October, 1967, be set as the date for public hearing and the motionwas carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy: those voting No, none. Reports for September, 1967: The following reports were presented: Librarian Fire Chief Fluoridation I Water Collector Police Judge The City Manager commented on the reports and recommended their approval. After exawiuation of the claims and checking against the claims re- gis ter, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, tha t the claims be approved and the motion was carried by the following aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.
