The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 13 September, 1967, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner
Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg,
I and the Clerk.
Commissioner Morrow opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular session held 13 September, 1967, were read and it was moved by Commissioner
Morrow, seconded by Commissioner Langohr, that the minutes be approved as read and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner
Langohr and Mayor Sedivy; those voting No, none.
Resolu tion No. 1340 Levy SpeciC!.l Assessment SID No. 482 Paving South Fourth Ave. Final passage:
This was the time and place set for public hearing on levying Assessment for construction of
Special Improvement District No. 482 in the amount of $11,000.00. Affidavit of publication of
Notice was presented. No one protested in person and there being no written protests filed, Re-
solution No. 1340 was presented for final passage. It was moved by Commissioner Langohr, seconded
by Commissioner MorroW, that the resolution be finally passed and adopted and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow
and Mayor Sedivy: those voting No, none.

I The automatic signal, A Division of Laboratory for Electronics, Inc., and Econolite, A Div-
ision of Tamar Electronics, Inc., are jointly sponsoring a signal school on application and main-
tenance of solid state traffic control equipment, to be held at the Stagecoach Inn, West Yellow-
stone on 21-22 September, 1967. The Matter being of considerable interest to the City, the Ci ty
Manager recommended that Sergeant Smiley be authorized to attend the school. I t was moved by
Commissioner Langohr, seconded by Commissioner Morrow, that Sergeant Smiley be granted authority
to attend this school and, it being in the public interest his expBnses be paid from the General
Fund and the motion was carried by the following Aye and No vote: those voting Aye being Comm-

will be available for reinvestment and in concurrence with the recommendation of the City Manager,

Certificates of Deposit with automatic renewal for a period not to exceed six months be approved

In compliance with Chapter 16 of the Bozeman Municipal Code, the certificate for the Elect-
ricians bond of George Norman, written by Western Surety Company was presented. The City Manager
stated the Building Inspector had recommended the approval of the bond and the certificate had been
approved as to form by the City Attorney. It was moved by Commissioner Langohr, seconded by
Commissioner Morrow, that the aforementioned bond be approved and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and
Mayor Sedivy; those voting No, none.

!esignation ,?f Director of Finance - L. G. Shadoan (Brown ie) since 9 December, 1935:
A letter addressed to the City Manager by the Director of Finance, 1. G. Shadoan (Brownie),
requesting that his resignation as Director of Finance be accepted effective as of 1 October, 19~7
was presented.
The City Manager paid tribute to Mr. Shadoan who has served the City of Bozeman in the Capacity
of The Director of Finance for the past thirty-two years having come to work on the 9th of December,
1935. In the hearts of all "Brownie" was an outstanding man and all of the citizens of Bozeman are
deeply indebted to him for performing one of the most magnificant performances he has ever witnessed.
The City Manager explained that it is with a heavy heart and deep regret that he has found it nec-
essary to accept his resignation effective 1 October, 1967. Mayor Sedivy and the City Eommission
further praised and commended Mr. Shadoan and it was moved by Commissioner Morrow, seconded by
Commissioner Langohr, that his resignation be accepted effective 1 October, 1967, and the motion I
was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Comm~

Mr. Cutting announced his appointment of Jim W. Smith, a resident of Bozeman and presently a
Deputy State Examiner, to the position of Director of Finance effective 1 October, 1967, to fi 11
the vacancy created by the resignation of Mr. L. G. Shadoan. It was moved by Commissioner Langohr,
seconded by Commissioner MorroW, that the Commission concur in the appointment of Jim W. Smith, as
Director of Finance to become effective 1 October, 1967 and the motion was carried by the following

The ~ity Attorney advised the Commission that in order to comply with the recently passed
State Law (ll-1102 R.C.M. 1947) , the proposed Ordinance could be provisionally passed with final

passage considered following fifteen days after published notice of such intent. In concurrence
with the recommendation of the Building Inspector, The City Manager recommended the passage of Ord-
inance No. 868 incorporating the adoption of the 1967 Uniform Building Code by reference. I twas
moved by Commissioner MorroW, seconded by Commissioner Langohr, that Ordinance No. 868 be provisionally
I passed and adopted and that three copies of the 1967 Uniform Building Code be filed with the Clerk

Proclamation: "League of Women Voter Week;" 3-9 October. 1967:
Mayor Sedivy announced his proclamation of 3-9 October, 1967, as "League of Women Voters Week':'
and encouraged all the citizens of Bozeman to take an active interest in good government and help
support the League's efforts to improve government at local, state and national levels. I twas
