The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 13 September, 1967, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner
Morrow, Commissioner Langohr, eity Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg
I and the Clerk.
Mayor Sedivy opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular session held 6 September, 1967, were read and it was moved by Commissioner
Morrow, seconded by Commissioner Langohr, that the minutes be approved as corrected and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner
Langohr and Mayor Sedivy; those voting No, none.
Authority to Attend 45th Annual Conference of Bldg. Officials 25-29 September, Minneapolis - Bldg. Insp. :
The forty-fifth Annual Conference of Building Officials is scheduled to be held in Minneapolis
Minnesota, 25-29 September, 1967, and the City Manager recommended that the City Building Inspector,
Mr. Don Barrick, be authorized to attend the Con fe rence . It was moved by Commissioner Langohr,
seconded by Commissioner Morrow, tha t , it being in the public interest, the City Building Inspector
be authorized to attend the conference and his expenses be paid out of the General fund. The motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Morrow and Mayor Sedivy: those voting No, none.

Mayor Edmund P. Sedivy, Commissioner Morrow, and City Manager Cutting reported on their attendance
I at the 36th Annual Convention of the Montana Municipal League held at East Glacier, 31 August -
2 September, 1967. It was moved by Commissioner Langohr, seconded by Mayor Sedivy, that Commiss-
ioner Morrow, retiring President of the Montana Municipal League be congratulated for a fine year
as President of the organization and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Langohr and Mayor Sedivy; those voting No, none.

F9110~ing an extensive study of the reorganization of the Police Department, unanimously approved
by the Police Commission and in concurrence with the recommendation of the Civil Service Board, the
City Manager announced the following promotions to be effective 1 October, 1967, within the Police
Department:

Sgt. Roberk K. Johnson Patrolman Earl C. Smiley, Jr.
Sgt. Rex Duncan Patrolman George Jensen

Preliminary Report: Storm Drainage Improvements, Consultant study for Consideration:
Unnumbered Resolution:
Mr. Tom Thomas of Thomas, Dean & Hoskins, Inc., Great Falls, Montana, consultant engineers under
contract to the City of Bozeman appeared before the Commission to present their preliminary report on

proposed storm drainage facilities needed to serve specific areas of new growth and development in
the immediate vicinity of Bozeman, to recommend an economical drainage system to serve these areas,
to provide a guide line of proper pipe sizes for any fractional development within a drainage course,
and to furnish a cost breakdown of the proposed improvements.
The City Manager recommended that this preliminary planning report be approved and that the form
No. HUD-4430, Request for Review and Approval of Planning Documents be accomplished and the Mayor be I
authorized and directed to sign for the City. It was moved by Commissioner Langohr, seconded by
Commissioner MorroW, that the above report be approved by resolution as set forth herein, and Form
No. HUD~4430 be submitted and that the Mayor be authorized to sign for the City and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Morrow and Mayor Sedivy; those voting No, none.
_R_E_S_O_L_U_T_I_O_N_
Whereas, The City of Bozeman accepted an offer from the United States
Government for an advance for preparation of planning documents per-
taining to a public work described as Storm Drainage improvements in-
cluding pipes, manholes, inlets, and miscellaneous items necessary
for the satisfactory completion of the project.
Whereas, Thomas, Dean and Hoskins, Inc. was engaged to prepare the
planning documents for the aforesaid public work, and said architect
and/or engineer has completed documents and submitted them for
approval; and
Whereas, the completed planning documents have been carefully studied
and are considered to comprise adequate planning of the public work
essential to the community and within the financial ability of the
City of Bozeman to construct;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY I
OF BOZEMAN, MONTANA, the governing body of said applicant, that the
planning documents submitted by Thomas, Dean and Hoskins, Inc. as
the basis for detailed planning of the Storm Drainage improvements
dated August, 1967, and the~~~te~~ts in Form HUD-No. 4430, Request
for Review and Approval of nnfng Documents, in connection with
Housing and Urban Development Agency Project No. P~3273 - Montana be
and the same are hereby approved; and that certified copies of this
resolution be filed with the Housing and Urban Development Agency.
Authority to Attend State-wide Conference on Outdoor Recreation 15-16 September - MSU Biological
Station - Flathead Lake - Recreation Director:
A State _ wide Conference on Outdoor Recreation will be held l5~16 Sept~mber, 1967, at the
University of Montana's Biological Station at Yellow Bay, on Flathead Lake and the City Manager re-
commended that John Parker, Chairman of the Park Recreation Board and A. Glenn White, Recreational
Director be authorized to attend. It was moved by Commissioner Langohr, seconded by Commissioner
MorroW, that the request be granted and, that it being in the public interest, the expenses incurred
be paid out of the Park fund and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.

The City Manager commented on the reports and recommended their approval. It was moved by

Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.

The City Manager commented on the claims and found them to be true and lawful claims against
the City of Bozeman and recommended they be approved and the Director of Finance be directed to
issue warrants in payment. After examination of the claims and checking against the claims register,
it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the claims be approved
and the motion was carried by the following Aye and No vote; Those voting Aye being Commissioner
Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.
Authority to Attend Montana Governor's Conference on Occupational Safety 28-29 SeptembeEL 1967,
Helena, Montana - City Manager & 3 Outside Dept. Heads:
It was reported that a Montana Governor's Conference on Occupational Safety has been scheduled
for 28-29 September to be held in Helena, Montana. It was moved by Commissioner Morrow, seconded by
Commissioner Langohr, that the City Manager and Outside Department Heads be authorized to attend the
meeting and, it being in the public interest, their expenses be paid out of the proper fund and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow,
Commissioner Langohr and Mayor Sedivy; those voting No, none.
Resolution No. 1340 - Levy Special Assessmenl SID No. 482: Paving on South Fourth Avenue:
I Resolution No. 1340 levying assessment for the construction of Special Improvement District
No. 482 in the estimated amount of $11,000.00 was presented, entitled:
