HomeMy WebLinkAbout1967-05-17 28 Bozeman, Montana 17 May 1967 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 17 May 1967, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg and the Clerk. I Mayor Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held, lO May 1967, were read and it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. Mayor's Reappointment of Board Members: Mayor Sedivy announced the re-appolntments of individuals to various City Board or Commission as fo llows : Board of Adjustment: W. C. Hanshaw 3 yr term ending 31 Dec. 1969 Cemetery Board: H. E. Rodeberg 3 yr term ending 3l Dec. 1969 Library Board: Hiney P. Lund 2 yr term ending 31 Dec. 1968 Park-Recreation Board: K. M. Jones 3 yr term ending 31 Dec. 1969 It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that these appointments be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. City Manager Cutting commented that he wished to concur in the Mayors reappointments since each of the individuals mentioned were very capable and dedicated board members. I Conoco Sign at Rouse and Main: In connection with the request of Carl H. Hanson, Construction Engineer for the Continental Oil Company for permission to install a new Conoco sign at the Conoco Station on the corner of East Main Street and South Rouse Avenue to extend over the property line approximately four feet, the Commission had inspected the proposed location. Following a further discussion of the proposed installation, the City Manager again recommended the request of Carl H. Hanson be denied since exten- sion over the property line would be in violation of the Sign Ordinance. It was moved by Commiss- ioner Morrow, seconded by Commissioner Langohr, that the request be denied and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commiss ioner Langohr and Mayor Sedivy; those voting No, none. Authorization to Call for Bids: 2 1/2 Ton Truck, Street Dept. $5,000.00 No trade: The Street Department has need for a"2 1/2 ton" truck in the approximate amount of $5,000.00 with no trade, bids to be opened 31 May 1967. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the purchase of the "2 1/2 ton" truck be approved and the Clerk of the Commission be directed to issue a "Call for Bids" to be opened 31 May 1967, for the purchase of the truck and the motion was carried by the following Aye and No vote: those voting Aye being commiss- I ioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Revised Plan for SID No. 470, Development of K'rk Park: The proposed revision of the Kirk Park Development Project SID No. 470 was presented for further discussion. The Park Recreation Board, at its meeting,15 May 1967, recommended approval of the proposed revised plan to landscape and develop the full 12.3 acres of Kirk Park. The City Manager concurred with the recommendation of the Park Board and it was move by Commissioner Langohr, 29 . seconded by Commissioner Morrow, that the revised project plan for Kirk Park be approved and be submitted through the Montana State Fish and Game Department to the Bureau of Outdoor Recreation for approval and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. I Resolution No. 1324 - Intention to Create SID No. 481 Paving on West Menden~al1 & Lamme Streets: Commission Resolution No. 1324, entitled: COMMISSION RESOLUTION NO. 1324 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN DECLARING IT TO BE THE INTENTION OF THE CITY OF BOZEMAN, MONTANA, TO CREATE A SPECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT NO. 481 FOR THE PURPOSE OF CONSTRUCTING AND INSTALLING AN ASPHALTIC-CONCRETE TYPE PAVEMENT TOGETHER WITH INTREGAL CONCRETE CURBS AND GUTTERS AND NECESSARY APPURTENANCES THERETO ON THAT PORTION OF WEST MENDENHALL STREET AND THAT PORTION OF WEST LAMME STREET LYING BE'lWEEN THE WESTERLY LINE OF NORTH TENTH AVENUE AND THE EASTERLY LINE OF NORTH ELEVENTH AVE~. prepared by the City Attorney as directed by the Commission was presented. In concurrence with the recommendation of the City Manager, it was moved by Commissioner Langohr, seconded by Comm- issioner Morrow, that the Resolution be passed and adopted and June 7, 1967, be set as the date for public hearing and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Resolution No. 1325 - Intention to Create SID No. 482 on South Fourth Avenue between W. Arthur & Garfield: . _.~-~ Commission Resolution No. 1325, entitled: COMMISSION RESOLUTION NO. 1325 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, DECLARING IT TO BE THE INTENTION OF THE CITY OF BOZEMAN, MONTANA, TO CREATE A SPECIAL I IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT NO. 482 FOR THE PURPOSE OF CONSTRUCTING AND INSTALLING AN ASPHALTIC-CONCRETE TYPE PAVEMENT TOGETHER WITH INUEGAL CONCRETE CURBS AND GUTTERS AND NECESSARY APPURTENANCES THERETO, ALSO CONSTRUCTION AND RECONSTRUCTION OF NECESSARY DRAINAGE INLETS AND APPURTENANCES THERETO ON THAT PORTION OF SOUTH FOURTH AVENUE BE'IWEEN WEST ARTHUR STREET AND WEST GARFIELD STREET. prepared by the City Attorney as directed by the Commission was presented. Re~~rt on Meeting of Tri-State Library Ass'ns. Conference: Jackson, Wyoming, 4-6 May 1967: Miss Margaret Hileman, Bozeman City Librarian: Margaret Hileman gave a report on the Tri-State Library Ass'ns Conference held in Jackson, Wyoming, 4-6 May 1967. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that Miss Hileman's very complete resume of the conference be approved and Miss Hileman be commended for her comprehensive report and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. ~~ort on WPC Hearing on Stream Classification in Montana: I The City Engineer and the Water Superintendent attended a hearing of the Montana Water Pollution Council Stream Classification in Helena, Montana, on l6 May 1967, and presented a statement from the City of Bozeman, stating the City's position on the proposed standards as follows: 1) We concur in the proposed classification of B-Dl for the Missouri River and tributaries indicated on Page 30 of your manual, with the understanding that this indication would include the West Gallatin River above Gallatin Gateway, We wish to go on record in this manner in the event the City of Bozeman may, at Some future date, look to the West Gallatin River for an additional Bozeman City Water supply. 30 2) We concur in the proposed classification of A-Dl for Lyman and Bozeman Creek above the Bozeman Water supply intake5. We also wish to go on record as requesting that in the event circumstances related to that portion of Bozeman Creek be altered, such as an opening of the area to the public by some other agency, that such agency meet such cost of additional water treatment that may then be imposed upon the City of Bozeman by such change. 3) We concur in the proposed classification of B-Dl of Hyalite (Middle) Creek above the City of Bozeman water supply intake. 4) The City of Bozeman is not in a position at this time to request a I higher classification for the East Gallatin River (main stem) then the pro- posed B-D2 classification iridicated in your manual on Page 3l. We would, however, wish to go on record as requesting a review of this classification within a period of five (5) years from this date that would permit a possiBle classification to a higher standard after the City of Bozeman and other con- cerns or agencies along the stream have carried out corrective action now programed. The City Engineer advised the Commission that additional statements may be presented to the Water Pollution Council before 25 May, 1967. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the statement submitted by the City be approved and the City Engineer be commended for his report of the meeting and the motion was carried bl the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. Montana Municipal League Meeting - Relena, Montana: 18 May 1967: The Montana Municipal League having scheduled a meeting of its officers and executive committee to be held in Helena, on Thursday, 18 May 1967, Commissioner Morrow (also President of the League) recommended that the members of the City Commission and the City Manager be authorized to attend. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the authority to attend the meeting be granted and expenses incurred be paid from the General fund and the motion was carried I by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Report of the Disposal plant Operator: Report of the Disposal Plant Operator for the months of March and April were presented. The City Manager commented on the reports and it was moved by Commissioner Morrow, seconded by Commissioner Langoh r , that the reports be approved and filed and the motion was carried by the following Aye and No vote: those voting aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. Request to hold Barbeque at Old Country Club: Camp Fire Girls: A letter received from Alice A. Bandy, Horizon Club Advisor of Camp Fire Firls requesting per- mission to hold a barbeque at three o'clock p.m. 20 June 1967, at the old Country Club was presented. In concurrence with the recommendation of the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the request for the Camp Fire Girls to hold a Barbeque at the Old Country Club be granted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Bozetllan City Bus Line: Suspension of City Bus line 1 June 1967: I A discussion was held on the continuation or suspension of the Bozeman City Bus Line after 1 June 1967. It was explained that the operation of the City Bus Line is under sponsorship and sub- sidy of the Bozeman Chamber of Commerce Bus Committee on a trial basis for a period of one year from 1 October 1966 and the suspension of the Bus Line would also be at the request of the Chamber of Commerce. At the meeting of the Bozeman Chamber of Commerce City Bus Committee held on Tuesday, 31 16 May 1967, a full explanation was presented on the operation of the City Bus Line. It did not seem feasible to continue this operation and they voted to suspend the operation thereof. In con- currence with the recommendation of the Bus Committee, it was moved by commissioner Morrow, seconded by Commissioner Langohr, that contingent upon the approval of the Montana Railroad and Public Ser- I vice Commission this operation be indefinitely suspended as of 1 June 1967, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.
