The Comroission of the City of Bozeman met in regular session in the Commi!';sion Room, City Hall
Building, Wednesday, 12 April 1967, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commi ss ioner
Morro~v, Commissioner Langohr, City Manager Cutting, Ass't City Manager FrysTie, City Attorney Berg
I and the Clerk.

A letter received from Ualter W. Miller, General Chairman of the Bagdad Shrine Spring Ceremonial
to be held in Bozeman to honor Potentate A. W. Overturf, requesting permission to stHge a strect
parade to he he1~ on Saturday, 13 May 1967, at 10:10 o'clock A.M. and to form at the corner of South
Eighth Avenue and West Main Street and proceed east on Main St~eet to the corner of Church Avenue
wa s pre sen ted . It was moved by Commissioner Morrow, seconded by Commissioner Langohr, tha t the

The 12 th Annual Attorney Genera l' sLaw Enforcemen t Conference is scheculed to he held in Helena,
27-28 April 1967. The City Manager in concurrence with police Chief Davis, re commend eo that Captain
I C. B. Cutting be authorized to attend the conference. It \vas moved by Commissioner Langohr, seconde(l by
Commissioner Morrow, that authority for Captain C. R. Cutting to attend the meeting be granted an~
tha t, it being in the public interest, his expenses be paid from the general fund. The motion was
carried by the fa llowing Aye and No vote: those voting Aye being Comndssioner Lcmgohr, Commissioner
Morrow and Mayor Secivy; those voting No, none.

This ~vas the time and place set in Commission Resolution No. 1319 to hear protests to the crcati0n
of Special Improvement District No. 4-80. Affidavit of puhlication of Notice Ancl the Clerk's Mailing
Certificate stating that all property owners had been notified as required by law were presented.
Written protests to the creation of the District filed constituted a total of 2.h9% ~omputed on an
area basis of the property included within the boundaries of the district. No ope' appeared to
ver.bally protest the creation.
following a thorough discussion of the proposed district, the City Manager recommended the t the
protests filed be declared insuffi~ient and the Ci ty Attorney instructed to prepar0 a resolution to
create the district:

A letter received from Thomas, Dean & Hoskins, Inc., requesting a 60 day extension on the Sani-
tary Sewer Study, Project No. P-Man t. 3296, Contract No. H-602-2541 for the purpose of additional
investigations to determine the rate of infiltration in the existing sewer system '.,,<\s presented.
Upon the recommendation of the City Manager, it was moved hy Commissioner M01:row, seconded by
Commissioner Langohr, that the request for the 60-day extenRian of this study be spproved contingent
upon the approval of the Department of Housing and Urban Development Region VI Area Office and the
motion was carried by the following Aye and No vote: those voting Aye heing Commissioner Morrow,
Commissioner L8ngohr and Mayor Sedivy; those voting No, none.

the following resolution:
At the present time, the East Gallatin has been classified hy the Water Classi-
fication Board as a D-2 stream even without a complete study made of this stream.
The principal problem is pollution by the City of Bozeman with an inadequate sew- I
erage disposal system. He fcc 1, in the Gallatin Sportsman's Association, that
efforts should he made to raise the classification to a D-l ra ting ".,he re trout
can rcp':oduce and the stream is not polluted.
We propose the pfforts be made to improve the conditions of this stream rather
than allow a Im-lcr classificati::m or standard he placed on It. Th is C;:ln on ly
cause this stream to degenerate rather than improve and this hurts the fishing harvest.
The City GOT11mis~1ion c1ssured the r:ommittee of its interest in thiR matter after reviewing the
resolution. They were advised that a program is under way to correct such deficiencies of the City
Sewerage System.
