The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 3 May 1967, at l:OO o'clock p.m. Present were Mayor Sedivy, Commissioner
Morrow, Commissioner Langohr, City Manager Cutting, Assistant City Manager Fryslie, City Attorney
I Berg and the Clerk.
Commissioner Morrow opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular meeting held, 26 April 1967, were read and it was moved by Commissioner
Langohr, seconded by Commissioner Morrow, that the minutes be approved as corrected and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Comm~
issioner Morrow and Mayor Sedivy; those voting No, none.
Authorization to Re-Invest SID and Misc. Funds - $100,000.00:
It was reported by the Director of Finance that $50,000.00 in SID funds and $50,000.00 in
Miscellaneous funds now invested in Certificates of Deposit have matured and he has requested
authority to reinvest the funds in like securities. It being in the public interest, the City
Manager concurred with the request of the Director of Finance and recommended that authority to
reinvest the funds as requested be granted. It was moved by Commissioner Morrow, seconded by
Commissioner Langohr, that the reinvestment as requested be authorized and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr
and Mayor Sedivy; those voting No, none.
Request to hold Buddy Poppy Sale - Saturday 27 May 1967 - Veterans of Foreign Wars:
I A request from Mr. Al Milliron, Poppy Day Chairman for the Veterans of theForeign Wars to
designate Saturday, 27 May 1967, as "Poppy Day" and permit the sale of the"Buddy Poppies" was
presented. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the reques t
be granted and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.
Campus Police: (a) Chief Skerritt (b) Karl E. Schlepp - Special Policeman:
A letter from D. J. Skerritt, Chief Traffic and Security Department Officer of the Montana
State University requesting that Karl E. Schlepp present member of the Campus Police Force be
designated as Special Policeman of the Bozeman City Police Force for a period of one year from
4 May 1967. without cost to the City, was presented. It was moved by Commissioner Morrow, seconded
by Commissioner Langohr, that in concurrence with the recommendation of the Police Chief and the
Ci ty Manager, the appointment as requested be approved and the motion was carried by the following
Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy;
those voting No, none.
Mayor Edmund P. Sedivy and the City Commission and the City Manager also expressed their
heartiest congratUations to Mr. D. J. Skerritt on his appointment to Chief of the University Police.

SAID CITY OF BOZEMAN AND HEREIN MORE PARTICULARLY DESCRIBED TO EXTEND

prepared by the City Attorney as instructed by the City Commission during its meeting of 26 April
1967 was presented. The City Manager recommended, that the Commission adopt the resolution and it
was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the resolution be passed
and adopted, and May 31, 1967, be set as the date for public hearing and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner I
Morrow and Mayor Sedivy; those voting No, none.
Report on Fire Chiefs Meeting Butte - 22 April 1967: Chief Huber:
Fire Chief Huber reported on his and Ass't. Fire Chief Hoey's attendance at the Regional
Fire Chiefs' Meeting held in Butte, 22 April 1967, explaining that it was a very informative
meeting and there were some excellent speakers. At this Convention Chief Huber moved that a
resolution be passed by the Montana Fire Chiefs' Association, that a letter be addressed to
President Leon Johnson requesting that the Fireman Training Instructors and Training program now
with the State Department of Public Instruction be transferred to the Extension Service at Montana
State University. Chief Huber also reported that the Montana State University also look with favor
on bringing this training program to Bozeman and this could be considered as a start of a liremans
Academy in Bozeman for a training program that this City and its Fire Department have been planning
for a number of years. It was moved by Commissioner Morrow, seconded by Commissioner Langohr,
that the Fire Chief be highly commended for his excellent report and continued efforts to bring
this training center to Bozeman and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none
Report on Attorney Generals Conference, Helena 27-28 April 1967: Capt. Cutting: I
Police Captain Cutting reported on his attendance at the Attorney GeneralConference held in
Helena 27-28 April 1967. He reported this was the 12th Annual Conference with Federal, State,
County and City Law Enforcement Officers and County Attorneys from most of the counties in attendance.
The speakers were excellent and much valuable information was gained by everyone. I t was moved
by Commissioner Langohr, seconded by Commissioner Morrow, that Captain Cutting be highly commended
for his excellent report and that it be accepted and approved and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Langohr, Commislioner Morrow and
Mayor Sedivy; those voting No, none.
Proclamation of Annual Cleanup: Paint-Up: 19-28 May 1967 - JC's:
A request from the local Jaycees, that Mayor Sedivy proclaim 19-28 May 1967 as the City's
Annual Clean-Up for 1967 was presented. Mayor Sedivy announced he had accordingly issued a pro-
clamation designating 19-28 May 1967, as Bozeman's Annual Clean-Up, Paint-Up, Fix-Up and, calling
upon all departments of this City, its commercial organizations, civic clubs, schools, churches,
boys' and girls' clubs and all other associations and our people in general to take an active part
in this constructive program of community improvement to insure its success. I t was moved by
Commissioner Morrow, seconded by Commissioner Langohr, that Mayor Sedivy's proclamation be approved I
and endorsed and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.
Maritime Day - 22 May 1967:
A letter received from J. W. Gulick, Acting Maritime Administrator of the United Stated Depart-
ment of Commerce, Maritime Administration, requesting that the American Public be made aware of the

importance of the Merchant Marine was presented. The Commission concurred with Mayor Sedivy in
stressing the importance of the Merchant Marine in Support of National Defense. I t was moved by
Commissioner Langohr, seconded by Commissioner Morrow, that the news releases provided be made
available to the local press and radio in regard to National Maritime Day on Monday, 22 May 1967,
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner

Courtesy Parking Tickets: Bozeman Chamber of Commerce:
A letter received from Guy Sperry, Manager of the Bozeman Chamber of Commerce, requesting
a meeting of representatives from the City and the Chamber be held for the purpose of discussing
the content and possible use of the "Courtesy Palrking Tickets" to be inaugurated in Bozeman, Montana,
was presented. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, tha t the
meeting requested be set up at such time and place that may be appropriate to discuss the design
and use of the tickets and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.
One Block Paving: South 4th Ave. - Garfield North & Mendenhall and Lamme Streets between 10th and 11th:
The request for the paving on the one block of South F~urth Avenue between Garfield and
Arthur Street and for the installation of paving or sidewalks on Mendenhall and Lamme Streets
between North Tenth and Eleventh Avenue was again presented. It was moved by Commissioner Langohr,
seconded by Commissioner Morrow, that the request be tabled for further study by the City En8-
ineer and the City Attorney and the motion was carried by the following Aye and No vote: those

Public Camp Ground for Visitor Promotion - Bozeman Chamber of Commerce:
A letter written by Dick Novak, Director of Visitor Promotion, Bozeman,Chamber of Commerce
inquiring as to the availability of City property for developing a public campground for overnight
tents and trailers visitors in or in the vicinity of the City of Bozeman and the possibility of
finding a suitable location for such a campground was presented. I t was moved by Commissioner
Morrow, seconded by Commissioner Langohr, that the City Manager acknowledge receipt of the letter
and make an appropriate reply and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.

The City Manager commented on the claims and found them to be true and lawful claims against
the City of Bozeman and recommended that they be approved and the Director of Finance be directed
to issue warrants in payment. After examination of the claims and checking against the claim
register, it was moved by Commissioner Morrow, seconded by Commissioner Langohr. that the claims
be approved and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. I

There being no further business to come before the Commission at this time, it was moved by
Commissioner Langohr, seconded by Commissioner Morrow, that the meeting be adjourned and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr,
