HomeMy WebLinkAbout1973-09-05 486 Bozeman, Montana 5 September 1973 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 5 September 1973, at l:15 o'clock p.m. Present were Mayor Grabow, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, City Manager Fryslie, Ass't. City Manager Keyes, Acting City Attorney Morgan and the Clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had. Minutes of the regular meeting held 29 August 1973 were approved as read. Hearing, Commission Resolution No. 1609, Estimated Assessment SIn No. 512, $688,000 - Final Passage This was the time and place set for public hearing on levying the estimated assessment for the Construction and installation of paving, University Subdivision & University No.2, SIn 512 in the amount of $688,000.00. Affidavit of publication of Notice was presented. No one appeared to protest verbally and there being no protests on file, it was moved by Commissioner Sedivy, seconded by Comm- issioner Lehrkind, that Commission Resolution No. 1609 provisionally passed and adopted on 29 August 1973 be finally passed. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting No, none. Hearing, Commission Resolution No. 1610 Final A~sessment SIn No. 518, l16,OOO.00 - Final Passage This was the time and place set for public hearing on levying the final assessment for the de- velopment and improvement of a park area in Hyalite View Subdivision, SID No. 518 in the estimated amount of $16,000.00. Affidavit of publication of Notice was presented. No one appeared to protest verbally and there being no protests on file, it was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that Commission Resolution No. 1610 provisionally passed and adopted on 29 August 1973 be finally passed. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Commiss- ioner Sedivy and Mayor Grabow; those voting No, none. Interim Subdivision Regulations: The Interim Subdivision Regulations for the purpose of promoting the public health, safety and general welfare by regulating the subdivision of lands within the subdivision jurisdiction as pre- pared by the City-County Planning Staff to be adopted by the City Commission and the Gallatin County having been tabled for another week in view of additional questions was removed from the table and presented for action. Following a thorough discussion and in concurrence with the recommendation of the City Manager that the Commission adopt the temporary Interim Subdivision Regulations as provided, it was moved by Commissioner Vandeventer, seconded by Commissioner Vollmer, that they pass and adopt the temporary Interim Subdivision Regulations as outlined by both Rick Mayfield and Harold A. Fryslie with the up- grading of the regulations as they see fit. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Commiss- ioner Lehrking and Mayor Grabow; those voting No, none. Gas Tax Fund Application for the purchase of 9,747 gallon Road Oil, St. Highway, Project 42-436, $I,424.~7 An application for the purchase of 9,747 gallon road oil from the Montana Highway Commission at a cost of $1,427.67 to be paid for from the Gas Tax Funds allocated to the City of Bozeman under provisions of House Bill No. 42 & 436 and complying with Rules and Regulations promulgated by the Montana State Highway COmmission for Administration of the act was presented. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the application be submitted to the Montana State Highway Comm- ission as presented and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Vandeventer, Commissioner Lehrkind and Mayor Grabow; those voting No, none. Authority to Call for Bids - Police Vehicle, Open 26 September 1973 The City Manager requested authority to call for bids for the purchase of three sedans wagon to be used by the Police Department to be opened the 26th day of September. It was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the purchase of the four vehicles for use by the Police Department be authorized and the Clerk of the Commission be directed to issue a "Call for Bids" to be opened 26 September and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, and Mayor Grabow; those voting No, none. I I I I I I Authorization to Attend M.L.CT. Convention - Commission and Manager, Great Falls, 13-l5 ~ The Montana League of Cit~es and Towns has scheduled its 42nd Annual Convention to be held in Gpeat Falls, l3~15 September and the City Manager recommended that members of the City Commission and the City Manager be authorized to attend the convention and, it being in the public interest their expenses be paid from the respective funds. It was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that authorization for the above to attend the meeting be granted and the motion was carried by the following Aye and No vote; those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy and Mayor Grabow; those voting No, none. Reports: The following reports were presented Librarian Building Inspector The City Manager commented on the reports and recommended approval thereof. It was moved by Commissioner Vandeventer, seconded by Commissioner Vollmer, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind and Mayor Grabow; those voting No, none. Completion of Construction West Main Street and Eleventh Avenue- Letter in regard to Progress The City Commission expressed their concern relative to the progress of construction on West Main Street, South Eleventh Avenue and West College Street u.S. 191. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the City Manager be directed to address a letter to the Montana Highway Department conveying the concern of the City Commission over the delay in completion of West Main Street and Eleventh Avenue. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Vandeventer, Comm- issioner Lehrkind and Mayor Grabow; those voting No, none. The City Manager checked the claims and found them to be true and lawful claims against the City of Bozeman and recommended they be approved and the Director of Finance be directed to issue warrants in payment. It was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, fuat the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting No, none.
