HomeMy WebLinkAbout1973-07-18 I 1 I Bozeman, Montana 18 July 1973 The Commission of the City pf Bozeman met in regular session in the Commission Room,Municipal Building, 18 July 1973, at 1:15 o'clock p.m. Present were Mayor Grabow, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, City Manager Frys1ie, Ass't. City Manager Keyes, City Attorney O'Connell and the Clerk. Commissioner Lehrkind opened the meeting with a prayer and the following proceedings were had. Minutes of the regular meeting held Wednesday, 11 July 1973 were approved as read. Minutes of the special meeting held Monday, 16 July 1973, were approved as read. Sale of Bonds SID 531 - ~88,OOO.00 This was the time and place set for the sale of Bonds of Special Improvement District No. 531 in the total amount of $88,000.00 for the paving and installation of necessary paving and storm drain on Circle Drive and a portion of Spring Creek Drive in Westridge Subdivision. Affidavit of publication of Notice of the sale of the bonds was presented. The Mayor and the City Manager outlined the proceedure for conducting this bond sale and stated the amount of bonds to be sold for this district would be $88,000.00 as advertised. Mayor Grabow announced that the City was ready to conduct the oral bidding on the bonds of Special Improvement District No. 531. The following bidder qualified by depositing with the Clerk of the City Commission the necessary bid security. Bidder Representing Jean Roby First National Bank Mrs. Roby of First National Bank of Bozeman being the only bidder, bid 6.5~ as the lowest effective interest rate accruing to the City of Bozeman. The City Manager stated the bid of 6.5~ by First National Bank of Bozeman was acceptable and it was moved by Commissioner Sedivy, Seconded by Commissioner Lehrkind, that the sale of the bonds for Special Improvement District No. 531 be awarded to First National Bank at 6.5% and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, and Mayor Grabow; those voting No, none. Consideration of Construction Bids SID No. 531 The engineers representing consultants Thomas, Dean & Hoskins, Inc., and the City Attorney having completed their study of the bids submitted for the construction of paving and storm drain on Circle Drive and a portion of Spring Creek Drive in Westridge Addition, SID No. 531 in the total amount of $46,522.50 and after receiving the contractors equipment list and proposed schedules and having pre- pared a final tabulation of the bids recommended that the bid be awarded to Long Construction Company, Billings, on the basis of their low bid in the amount of $46,522.50. The Commission concurred with the recommendation of the engineers, also concurred in by the City Manager and it was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that Long Construction Company be awarded the bid on the basis of their low bid in the amount of $46,522.50 and that the bid security of the Unsuccessful bidders be returned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, and Mayor Grabow; those voting No, none. 459 460 Consideration of Bids - Leasing Police Cars The Commission was referred to the opening of bids for the leasing of three sedans and one station wagon to be used by the police department of the City of Bozeman. The bids having been tabulated and analyzed the City Manager after due consideration, recommended to the City Commission, that all bids submitted be rejected for the leasing of the Police Cars and that it be brought back to the Commission in the near future for the purpose of advertising for the purchase of the vehicles. It was moved by Commissioner Vandeventer, seconded by Commissioner Vollmer, that they reject the bids of Bozeman Leasing and Acceptance Corporation of Rolfe & Wood, Inc., and instruct the City Manager to bring it back in to advertise for the purchase of the Vehicles and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, and Mayor Grabow; those voting No, none. Hearing - Proposed Zoning Code This was the time and place designated for the Public Hearing of a proposed Ordinance updating the Bozeman Zoning Code with extra territorial jurisdiction. Affidation of publication 8D the "Notice of Public Hearing" was presented. Many interested persons were present to discuss the proposed Zoni~g Code and to ask questions. Rick Mayfield, City County Planning Director was present to offer comments to clerify certain provisions that were in question. Several interested persons offered comments, suggestions, and criticism which were recorded. The Commission informed those present that all of the suggestions offered either by letter or in person would be taken under advisement and the adoption of the new Zoning Code would be considered at a later date. Commission Resolution No. 1594 - SID 532. Water Trunk, Remington Addition Commission Resolution No. 1596, creating SID 532 Commission Resolution No. 1594 set forth in full: A RESOLtrrION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, DECLARING TO TO BE THE INTENTION OF THE CITY OF BOZEM AN, MONTANA, TO CREATE A SPECIAL IMPROVE- MENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT NO. 532 FOR THE PURPOSE OF CONSTRUCTION AND INSTALLATION OF A TRUNK WATER MAIN AND NECESSARY APPURTENANCES TO SERVE THE REMINGTION ADDITION IN THE CITY OF BOZEMAN MORE SPECIFICALLY AS FOLLOWS: FOURTEEN (14) INCH WATER LINE ON SOUTH NINETEENTH AVENUE FROM A POINT APPROXIMATELY 208 FEET SOUTHERLY OF THE CENTERLINE OF GARFIELD STREET TO A POINT ON LINCOLN ROAD, ALSO A TEN (10) INCH WATERMAIN TRUNK LINE ON A PORTION OF LINCOLN ROAD ADJOINING SAID ADDITION. THE CONSTRUCTION AND INSTALLATION TO INCLUDE ALL TRENCH EXCAVATION AND BACKFILL, BEDDING MATERIALS, CAST IRON WATER MAIN, VALVES, HYDRANTS, FITTINGS AND OTHER NECESSARY APPURTENANCES TO THE WATERMAIN. as prepared by the City Attorney was presented. Following a discussion and at the request of the property owners, one-hundred percent of who requested the district, the holding of public hearing was waived. The Commission concurred in the re- commendation of the City Manager and it was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that they waive the public hearing and proceed with resolution creating the district in accord- ance with Section 11-2201, R.C.M., 1947 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, and Mayor Grabow; those voting No, none. Commission Resolution No. 1596. Creating SID No. 532, Watermain Trunk, Remington Addn. Commission Resolution No. 1596 as prepared by the City Attorney was presented. This was the time and place set in COmmission Resolution No. 1591 to hear protests to the creation of Special Improvement District No. 530, construction and installation of paving and storm drain on North 21st' and a portion of Beall Street was presented. Conner had satisfactorily completed the required six month probationary period and recommended that Officer Conner be confirmed as a regular officer of the Police Department effective 1S Julyl9'1-l. Authority to Purchase Material - Copper Pipe, $3,030.00 Water Meters, $1,050.00. The Water department has need for thirty water meters at an approximate cost of $1,050.00 and 4500' 3/4" and 500' I.};" Copper Pipe at an approximate cost of $3,030.00 and the City Manager requested authorization to purchase the copper pipe and water meters.
