REQUEST FOR QUALIFICATIONS
WATER TREATMENT PLANT ON-CALL ENGINEERING SERVICES
INTRODUCTION
The City of Bozeman (“COB”) is seeking statements of qualifications (SOQ) from engineering consultants
qualified to provide professional engineering services necessary to support the operation and maintenance of
the city’s water treatment plants and water storage reservoirs. Engineering services will be requested on an on-
call or task order basis and could include a wide variety of items including, but not limited to: design, equipment
selection, bidding, construction administration, process troubleshooting and optimization, industrial automation
and controls, and safe drinking water act compliance. Engineering firms responding to this RFQ must
demonstrate a familiarity and depth of knowledge with membrane water filtration and conventional water
treatment plants, as well as water diversion, transmission and storage facilities, and exhibit a breadth of
experience across relevant engineering disciplines. The selected engineering firm will be expected to mobilize
quickly to provide engineering services in a timely fashion.
STATEMENT OF QUALIFICATIONS
Responses to this RFQ must display the qualifications and experience of the consultant for the items listed
below. These items are not intended to be exhaustive, but rather are generally germane to the types of projects
and activities the consultant may be tasked with over the contract term. The SOQ must demonstrate a deep and
broad level of engineering experience relevant to the operations and maintenance of the COB water treatment
plants, as well as water diversion, transmission, and storage facilities.
The SOQ must identify any particular items or engineering disciplines that will not be provided by the prime
consultant. Sub-consultants may be utilized to bolster areas of expertise for which the prime consultant lacks
pertinent experience. Respective roles of the consultant team must be clearly set forth in the SOQ project
management chart and a portfolio of past projects for which the team has worked shall be given.
QUALIFICATIONS ITEMS
• Membrane plant water filtration;
• Conventional water treatment;
• Treatment process optimization and troubleshooting;
• Surface water diversion and water transmission;
• Hydraulic modeling;
• Steel or Concrete water storage tank structural evaluations;
• Flow and pressure control valves;
• Chemical feed systems;
• Major equipment specification and/or principal vendor selection;
• Industrial automation and controls;

• Construction sequencing;
• Regulatory agency approvals;
• Preparation of contract documents, bidding phase services, construction administration and inspection;
• Effluent flow monitoring and surface water flow monitoring;
• Safe Drinking Water Act compliance.
SOQ SUBMITTAL REQUIREMENTS
Five (5) copies of the SOQ, and one electronic searchable PDF file, must be submitted no later than 5:00 pm on
December 30, 2016 to the City Clerk at the physical address below and clearly marked “RFQ for WTP On-Call
Engineering Services”. The SOQ shall be presented in a neat and orderly fashion and shall not exceed ten (10)
dual-sided pages in length. A cover page, as well as résumés of key project personnel and a signed non-
discrimination affirmation form do not count towards the 10 dual-sided page limit. Please note that the USPS
will not deliver mail to this physical address. Proposals must be shipped or hand delivered. Late proposals will
not be considered.

Proposals shall include, at a minimum, the following items:
• A narrative demonstrating the consultant’s relevant experience with the requested qualifications items.
The narrative should identify common pitfalls and challenges encountered by the consultant along with
unique solutions to, and lessoned learned from, overcoming these challenges.
• An outline illustrating the consultant’s project delivery approach including its client management
philosophy and project scoping process.
• A project management chart, qualifications and availability of key individuals.
• A portfolio of germane projects completed within the past 5 years with engineering services costs.
• A completed and signed Non-Discrimination Affirmation Form (see Attachment A).
CONSULTANT SELECTION
A consultant selection committee consisting of key COB staff will choose, in its opinion, the most qualified
consultant with which to negotiate a professional services contract. Proposals will be evaluated on the following
criteria and the requirements of MCA 18-8-201 et seq.
• The consultant’s relevant experience, specific project delivery approach, and overall understanding;
• Qualifications of professional personnel to be assigned to the project;
• Capability to meet project time and budget requirements;

• Location of the consultant in relation to project;
• Present and projected workloads;
• Related experience on similar projects; and
• Recent and current work for the COB.
A determination of consultant qualifications will be made by the selection committee upon the review and
evaluation of written SOQs received. The COB may decide to select a consultant based solely on the SOQs or, at
its discretion, may request interviews to further aid in the qualifications selection process.
The COB intends to place the selected consultant under a term contract and to negotiate scope and fee for
individual Task Orders as needs for engineering services arise and budget is available. The adopted FY17 – FY21
capital improvement plan for the WTP contains $20,000 annually to fund engineering and optimization projects.
The initial term of the contract will be through FY 18 (ends June 30, 2018). Options for up to (2) fiscal year
extensions beyond the initial term of the contract will be included in the agreement if agreed upon by both
parties.
If the COB is unable to negotiate a satisfactory contract with the consultant initially selected as most-qualified,
negotiations with that consultant will be formally terminated and the COB will select another consultant in
accordance with MCA 18-8-204 and continue until an agreement is reached or the process is terminated.

NON-DISCRIMINATION POLICY: Discrimination in the performance of any contract awarded under this

ATTACHMENT A: NON-DISCRIMINATION AFFIRMATION FORM
[name of entity proposing] hereby affirms it will not
discriminate on the basis of race, color, religion, creed, sex, age, marital status, national origin, or because of
actual or perceived sexual orientation, gender identity, or disability in the performance of work performed for
the City of Bozeman, if a contract is awarded to it, and also recognizes the eventual contract, if awarded, will
contain a provision prohibiting discrimination as described above and that this prohibition shall apply to the
hiring and treatment of the [name of entity proposing] employees
and to all subcontracts it enters into in the performance of the agreement with the City of Bozeman.
