The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, 25 April 1973, at 1:15 o'clock p.m. Present were Mayor Grabow, Commissioner Sedivy,
Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, City Manager Fryslie, Ass't.
Ci.ty Manager Keyes, Acting City Attorney O'Connell and the Clerk.
Commissioner Lehrkind opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular meeting held Wednesday, 18 April 1973 were approved as read.
Sale of Bonds - SID No. 523, Construction of Watermains on No. 19th Ave., $15,000.00
This was the time and place set for sale of bonds of Special Improvement district No. 523. Affi-
davit of publication of Notice of Sale of the Bonds was presented.
The Mayor and the City Manager outlined the proceedure for conducting this bond sale and stated
the amount of bonds to be sold for Special Improvement District No. 523 would be in accordance with
the advertisement as follows:

Mayor Grabow announced the City was ready to conduct the bidding on the bonds of Special Improve-
ment District No. 523 in the amount of $15,000.00.
The following bidders qualified by depositing with the Clerk of the Commission the necessary
bid security.

Following the recommendation of the Director of Finance, concurred in by the City Manager, it
was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the bid of Thelma Brant,
Bozeman, being the lowest and best bid submitted, the sale of the bonds be awarded to Thelma Brant
at 5.8% and the bid security of the unsuccessful bidder be returned and the moti.on was carried by the
following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Comm-
issi.oner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting No, none.
Authority to Travel - Dwain Wortman, Park Supprintendent 7 May 1973
It was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that Dwain Wortman
be authorized to travel to Denver to attend a workshop seminar for treatment of the Dutch Elm disease
which has virtually wiped out American Elm trees in many states. The motion was carried by the follow-
ing Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commiss-

Revised Agreement - F.A.A. Project 8-30-0010-01 Gallatin Field
The amendment No. 1 to the Grant Agreement for Project No. 8-30-0010-01 for the purpose of ob-
taining Federal Aid in the development of the Gallatin Field Airport and the resolution authorizing
the acceptance of the first amendment to the Grant Agreement under the Airport and Airway Development
Act of 1970 for project No. 8-30-0010-01 relating to the development of Gallatin Field was presented.
It was moved by Commissioner Vandeventer, seconded by Commissioner Vollmer, that the City enter into
the Amendment No. 1 to Grant Agreement for Project No. 8-30-0010-01 and the Resolution authorizing
the acceptance of the first amendment to the Grant Agreement and that the Mayor and Clerk of the Comm-
isst.on be authorized and directed to execute the documents on behalf of the City of Bozeman and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer,
Commissioner Vollmer, Commissioner Sedivy, Commiss'oner Lehrkind and Mayor Grabow; those voting No, none.
Request for Carnival License - B.P.P.A. - 20-25 August 1973
A letter received from Harold J. Veltkamp, President of the Bozeman Police Protective Association
requesting permission and authorization to obtain a City License to hold the Thomas Shows Carnival
in Bozeman at the Gallatin County Fairground 20-25 August was presented. It was moved by Commissioner
Vollmer, seconded by Commissioner Sedivy, that the above request be approved with a $50.00 license
fee consideration as a charitable project and the motion was carried by the following Aye and No
vote; those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Vandeventer,
Commissioner Lehtkind and Mayor Grabow; those voting No, none.
Exchange Club Fourth of July Fireworks Show:
A letter received from Robert G. Soper of the Exchange Club requesting permission to conduct
the 1973 Fourth of July Fireworks show at the Gallatin County Fair Ground on 4 July was presented.
It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that permission to stage
the Fireworks display on Wednesday. 4 July 1973. as requested be granted and that a letter be add-
ressed to the Exhcange club congratulating them on the display and expressLng the appreciation of
the Ci.ty Commission on the way they have restricted the fire works in the past. The motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner
Sedivy, Commissioner Lehrkind, Commissioner Vandeventer and Mayor Grabow; those voting No, none.
proclamation: KiwAnis Popcorn Week - 29 April to 5 May Profess ional Nurse Week 6-1~~ 1973
Mayor Grabow announced his proclamation of 29 April to 5 Mayas "Kiwanis Popcorn Week" in the
City of Bozeman and urged every citizen to help the Kiwanis Club, the MSU Circle K Club and the
Bozeman Senior High Key Club with purchasing these popcorn packets to make possible the continuing
suppo~of needed community programs. It was moved by Commissioner Sedivy, seconded by Commissioner
Lehrkind, that they endorse the Mayors proclamation as requested and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Seedivy, Commissioner Lehrkind, Comm-
issioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting No, none.
Mayor Grabow announced his proclamation of 6-12 Mayas "Professional Nurse Week" urging all citi-
zens to support the Montana Nurses Association's Efforts to improve the health care of Montana citi-
zens. It was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that the Mayor's
proclamation be endorsed in accordance with the Montana Nurses Association and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vande-
venter, Commissioner Vollmer, Commissioner Sedivy and Mayor Grabow; those voting No, none.
Applics t . on for Kenne 1 L; cense - Alfred DeVoe, 506 North Rouse Avenue
An application received from Alfred DeVoe, 506 North Rouse Avenue requesting a kennel license
in accordance with Ordinance No. 857. Section 5.16.040 of the Bozeman Municipal Code, together with
the required fee was presented.
The City Manager and the Chief of Police stated they were not aware of any reason to deny the
kennel license and it was moved by Commissioner Vandeventer, seconded by Commissioner Vollmer, that
the application be approved and the Director of Finance be instructed to issue a license in accord-
ance therewith. The motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind and
Mayor Grabow; those voting No, none.
Revoke Ord inance No. 927 - Adminis tra tive Redrafting
It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that Ordinance No. 927
amending Title 11, Chapter 11.04 of the Bozeman Municipal Code to require garage owners and repair
shops to report automobile accidents and damage to automobiles caused by bullet holes be revoked and
that the acting City Attorney be instructed to redraft the ordinance to be brought back for action at a
later date. The motion was carried by the following Aye and No vote: those voting Aye being Commiss-
ioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer and Mayor
Grabow; those voting No, none.
Reports
The City Manager commented on the report of the Librarian and recommended approval thereof. It
was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the report be approved and
ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayor
Grabow; those voting No, none.
Re~olution_No. 1571 - Cl:t_ange Hereford Street to Hoffman Drive
A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, CHANGING THE
NAME OF HEREFORD STREET, WHICH STREET LIES BE'IWEEN SOUTH TRACY AVENUE AND
SOUTH ROUSE AVENUE IN BLOCKS 3, 4, 7, and 9 in THOMPSONS ADDITION NO. 4, I
BOZEMAN, MONTANA, TO HOFFMAN DRIVE.
As prepared by the Acting City Attorney was presented. It was moved by Commissioner Lehrkind, se-
conded by Commissioner Vandeventer, that Commission Resolution No. 1571 changing the name of Here-
ford Street to Hoffman Drive as requested by owners and developers of Block Three of Thompson's
Addition No.4 be passed and adopted and the motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Comm-
issioner Sedivy and Mayor Grabow; those voting No, none.

There being no further business to come before the Commission at this time, it was moved by
Commissioner Vandeventer, seconded by Commissioner Vollmer, that the meeting be adjourned and the
